Description (EN): Jelgava City Council, Siauliai City Municipality Administration, State Fire and Rescue Service of Latvia and Siauliai county Fire and Rescue board are developed Parnership to apply for "Interreg V-A Latvia-Lithuania Programme 2014-2020" call proposal. During period of April 2017 till April 2019 going to provide joint contribution to develop environmental risk management resources in Latvia-Lithuania cross-border region in order to undertake effective environmental protection measures as they have common signifficant terittorial challanges - disasters of fire in border region of Latvia and Lithuania and the cities of Project area do not provide complete security from environmental/civil disasters. Established and developed cooperation and common border-region identity opens a potential to significant common development to provide efficient detection of potential risks and operational information flow, effective environmental/civil protection, disaster damage and pollution prevention, mitigation, elimination and remediation as well as improve of communities; knowledge in the fields of environmental and civil protection and provided huge potential to build public awareness to avoid, prevent and warn of environmental/civil risks. Read more Achievements (EN): The project partners have jointly developed environmental risk management resources in Latvia-Lithuania border region in order to undertake effective environmental protection measures.
Early warning system both in Latvia and Lithuania were improved as well as the exchange of information between emergency services.
Necessary equipment for Latvian and Lithuanian rescue services were purchased: specialized operational vehicles (one fire rescue vehicle including equipment, five quadricycles with innovative fire extinguishing modules, specialized off-road vehicle with motor pump and fire extinguishing equipment, two 4×4 off-road vehicles), two drones, two rescue boats, sound and light reinforcement equipment for municipality police transport, video surveillance systems with aim to ensure high-risk transit traffic flow control and to follow potential threats of environmental pollution or prevent potential disaster threats at high-risk objects, collapsible and multi-function container, collapsible shelters to provide ability to establish headquarter in cases of large accidents.
Trainings for specialists of the Latvian and Lithuanian rescue services were organised to improve knowledge, skills and mutual cooperation in prevention of various possible environmental risks, for example, dead grass and peat fires, chemical accidents. Firstly, 2-day exercises for 140 specialists took place in Lithuania, secondly, 140 specialists from both countries participated in wide 2-day exercise event in Latvia.
Experience exchange visit to Lunda, Sweden for the experts involved in the project was organized to provide theoretical and practical risk management trainings in the field of environmental protection. Specialists visited The Swedish Civil Contingencies Agency where they were introduced to Swedish experience of risk communication and prevention, early warning systems and other relevant themes.
General public in Latvia and Lithuania were educated about the various measures and actions to reduce environmental risk.
Within the project research in the field of environmental protection was carried out. A survey showed citizens’ knowledge and habits in the field of environmental protection (summary can be found here). The results of the research were summed up in the video which was broadcasted on TV 22 times. The goal was to improve general public knowledge in the field of environmental and civil protection with series of informative articles, erudition contests in schools and video about research results.
Target audience for informative article series in local newspapers and television was seniors and the aim – to raise seniors’ attention of grass fires danger. Every year number of persons get injuries during grass fires and almost all of them are seniors.
Two informative videos “For environmental safety” and “Against grass fires” were produced for online use, mainly for social networks with younger generation in mind. The aim of these videos was to increase citizens’ knowledge about importance of environmental safety, to change their behavior and to reduce the number of grass fires in spring.
