The project “Combined Efforts in Support to Disadvantaged People on the Labour Market in the Cross-Border Area” implements the overall strategic objective of the programme and aims to assist the integration of disadvantaged people on the labour market in the CB area, development of joint strategies and research of best practices for employment and capacity building for this specific vulnerable group.
We shall analyze the labour market situation of disadvantaged people, research the problems discouraging them to enter the labour market, explore the specific capabilities for employment and the obstacles to CB mobility. As a part of this project, a consultancy center shall be created and a manual on innovative labour practices, methods and guidelines shall be prepared to demonstrate to disadvantaged people approaches for access to the labour market in the CB area and to assist them actively seeking employment by increasing the labour mobility. A web portal shall be developed where the interested parties will be able to share the advantages and opportunities for employment, to share joint strategies, measures and best practices for improvement, including improvement of employability. LB of the project is Association “Roma Bark” partnered by the Municipality of Berkovitsa and the Romanian partner Association for Regional Development and Partnership. The project corresponds to the specific objective of PA4, and will be implemented within 18 months. The overall budget of the project is EUR 181 827,05.

Achievements (EN):

The project implementation was finalized in August 2019 and the project results are currently being analyzed at Programme level. A conference "EU and the cross-border cooperation programmes in support to the local communities" was also organized on 11 October 2017, in Berkovitsa by B3. Both the LB and B3 procured promotion and information materials (information boards, folders, pens, notepads, indoor and outdoor banner, leaflets, posters). Also, there were selected the participants for the forthcoming trainings. A survey and study of the obstacles and problems associated with discouraging disadvantaged people from entering the labor market in the CB area was developed by the project expert group. They focused on the preparation of a program for the trainings of the target group representatives.The program was composed of 2 modules - Legislation applicable to work and business in the CB area and How to start your own business - aspects of training related to the matter known as lifestyle entrepreneurship. Also, the manual to help disadvantaged people in self-employment and job search was prepared. A consultancy center was set up in Berkovitsa by Beneficiary 3, in order to provide information and advice to the unemployed disadvantaged people for employment opportunities and to assist employers for hiring unemployed disadvantaged people. Following the replacement of the Romanian Partner in December 2018, the new partner, University of Craiova set up the Consultancy Center in Romania, hosted by County Library "Alexandru and Aristia Aman" Craiova in the Cross-border Center for Information and Cooperation Dolj-Vratsa at 21, Jietului Street, Craiova. Expected Results (EN): R4.1 - Population that have access to joint employment initiatives

Expected Outputs (EN):

The trainings under the project are targeted to enroll the whole population groups of disadvantaged people (Roma and disabled) from Dolj and Montana districts. The trainings will be jointly conducted and will give valuable opportunities for employment in CB area. 8 000 disadvantaged and 200 disabled people from Berkovitsa and Craiova municipalities, of which 45 will be trained in Bulgaria and 45 in Romanial.
