Project background: The geodata industry market is constantly growing, as increasingly more businesses and institutions need geospatial data in their activities. The Compound Annual Growth Rate (CAGR) of geodata industry is 11,4% that is a solid proof for the potential of the geodata market. The growth of the industry is expected to accelerate even further. Geodata is being used in a wide range of fields, including business, medical help, rescue services. Using different geodata solutions helps the businesses and institutions reach their target groups and provide more accurate services. Today the Baltic countries are seen as one united economic region. Businesses and institutions active in the region usually do not focus only on one country, but see all three countries as one target market. Thus a geodata solution covering all three markets is needed. At the moment only huge global data vendors like Google, Bing and Here are able to provide pan-Baltic map service for web and mobile app developers. Even though the solutions cover the whole region, it is uncomfortable for the developers to use them. Each of the vendors have their own restrictions and constraints and in addition the data accuracy and update frequency is not sufficient. The big players of the field are not interested to frequently update their data as for them the region is a small market and thus not a priority. The local data vendors have up-to-date and accurate data, however, the data ends on the borderline of the countries. Estonian data vendors usually have only Estonian and Latvian data vendors only Latvian data. Currently there are no cross-border solutions, as the data vendors have different databases with a variety of restrictions, thus it is not possible to merge them. Project objective: Resulting from the current situation, the objective of the project is to develop a united platform for geoservices by merging the existing databases into one unified database. During the project, the major private sector spatial data and map publishers of Estonia and Latvia will jointly develop a new solution for creating a unified database of the Baltic region and thus provide up-to-date and high quality data for the businesses and institutions of the region. The main activities of the project will be: - analysing the existing databases and Application programming interfaces (API) in order to obtain a thorough overview of the current situation. - compiling business and detailed analyses for the architecture of the solution to be developed. - Developing the unified database and its services together with user portal. - implementing marketing activities in order to reach the target groups and ensure the sustainability of project results. All activities of the project will be implemented in cross-border cooperation between the Estonian and Latvian partner. As both partners own the geodatabases of their own country, it would not be reasonable to develop a solution covering the whole region alone, without a cross-border partner. Cooperation of the partners makes the development of the solution much more efficient, as the geodata does not have to be bought from external source and all development activities will not be duplicated. As a result of the project there will be a geodata platform that the developers can integrate to the solutions and services of their customers, who are interested in the geodata of Baltic region. In addition to the cooperation of project partners, the project also promotes additional cross-border cooperation between other businesses and institutions in the region. Having a common geodatabase allows more entreprises to jointly develop and market a larger amount of products and services and thus create a more competitive and attractive business area.

Achievements (EN):

Companies Jana seta Map Publishers (Latvia) and Reach-U (Estonia), leaders in Baltic geospatial services, created and launched a self-service IT portal GeoDataHub, where clients can sign up and start using the services (API’s) right away. Also, a common pricing policy was created, which takes into account different aspects of regional data.

Expected Results (EN): The share of entrepreneurs carrying out joint product or service development

Expected Outputs (EN):

The project will contribute directly to the programme result indicator through the cooperation of project partners. The main target of the project planned by Reach-U and Jāņa sēta is to join two existing separate yet similar spatial data products and establish a stronger common regional digital system and e-commerce solution, distribute it more widely and thus promote cross-border cooperation in EST-LAT territory. Focused cooperation in this project between Reach-U and Karšu izdevniecība Jāņa sēta will strengthen mutual business relations and share of information, knowledge and competence, and as a result develop a system of unified geospatial products which will be very useful for local Baltic geodata market participants, and also with high export potential. In addition to the companies cooperating within the current project, the unified geospatial system will contribute also indirectly to the result indicator of the programme - that is to increase the number of entrepreneurs who would carry out joint product or service development from 14% in year 2014 to 19% in year 2022. Baltic Geodata Marketplace that will be developed during the project will be used by enterprises active in the region. By merging the geodata of the region, the solution enables additional companies to initiate or tighten cross-border cooperation and develop additional joint products and services. The availability of region’s geodata through the Baltic Geodata Marketplace will make it easier for the businesses to market the products in both countries, thus making joint product development more reasonable and efficient.
