The UNESCO global Geopark Karavanke (hereinafter GP) exists since March 2013, and is made up of 14 communities on both sides of the border that are merged into a joint venture. Shortly after the formation of the GP, the bilateral cooperation in the form of an ARGE (society) developed to be a major operational challenge, although of detailed imposed Statute due to different legal and financial engineering of national frameworks. The main objectives: 1) Submission of an EGTC Geopark with the integration of the objectives of the complying specialist institutions, 2.) Strengthening the bilateral identity, 3.) Strengthening the international importance of Geoparks. Main Outputs: 1.) EGTC Regulations (communities, specialized institutions), 2.) Request for proposals a EGTC (communities, specialized institutions), 3.) Publicity actions for an active integration of the population (population, schools), 4.) Draft Alpe - Adria - Geopark platform (Geopark with all partners), 5.) Enforced UNESCO Conference (Geopark partners and population). Approach: 1) a moderated process to legally and financial challenges, 2.) issue-specific activities with public activity. Need: The Geopark is pursuing its development exclusively across borders. New / innovative: • First congregation cooperation between Austria and Slovenia which wants to establish itself as an EGTC, • The Geopark would be the first borderland communities make by the existing voluntary cooperation for compulsory program, • Through public effective events and creative participation of the area a new form or the first bilateral form of citizen participation is going to be created, • The Geopark will position these former border region internationally through the active use of the possibilities in the UNESCO network.

Der UNESCO Geopark Karawanken-Karavanke (im weiteren GP) besteht seit März 2013 und setzt sich aus 14 Gemeinden beiderseits der Grenze zusammen die in einer Arbeitsgemeinschaft zusammengeführt sind. Bereits kurz nach Entstehung zeigte sich trotz des detailiert auferlegten Statutes, dass die bilaterale Zusammenarbeit in der Form einer ARGE, aufgrund unterschiedlicher legistischer und finanztechnischer nationaler Rahmenbedingungen eine große operative Herausforderung darstellt. Die Hauptziele: 1.) Einreichung einer EVTZ Geopark unter Einbindung von den Zielen der enstprechenden Fachinstitutionen, 2.) die Stärkung der bilateralen Identität, 3.) Stärkung der internationalen Bedeutung des Geoparks. Hauptoutputs : 1) 1 EVTZ-Statut (Gemeinden, Fachinstitutionen), 2.) Antrag zur Einreichung einer EVTZ und (Gemeinden, Fachinstitutionen), 3.) öffentlichkeitswirksame Maßnahmen zur aktiven Integration der Bevölkerung (Bevölkerung, Schulen), 4.) Entwurf AlpeAdria Geoparkplattform (Geopark mit allen Partnern), 5.) Durchgeführte UNESCO Konferenz (Geoparkpartner und Bevölkerung). Herangehensweise: 1) ein moderierter Prozess zu den legistischen und finanztechnischen Herausforderungen, 2.) themenspezifische Aktivitäten mit öffentlicher Wirksamkeit. Notwendigkeit: Der Geopark verfolgt seine Weiterentwicklung ausschließlich grenzüberschreitend. Neu/innovativ: Erste Gemeindekooperation zwischen A-SLO welche sich als EVTZ etablieren möchte. Geopark wäre das erste Grenzgebiet, in dem die Gemeinden die bisherige freiwillige Kooperation zum verbindlichen Programm machen durch öffentlichkeitswirksame Veranstaltungen und kreative Mitgestaltung des Gebietes soll eine neue Form bzw. die erste bilaterale Form der Bürgerbeteiligung geschaffen werden- der Geopark wird durch die aktive Nutzung der Möglichkeiten im UNESCO-Netzwerk diese bisherige Randregion international positionieren.

Karavanke UNESCO globalni Geopark (v nadaljevanju GP) obstaja od marca 2013 in je sestavljen iz 14 občin iz obeh strani meje, ki so skupaj združene v delovni skupnosti. Že kmalu po nastanku se je pokazalo, kljub detajlirano dorečenemu statutu, da predstavlja bilateralno sodelovanje v obliki delovne skupnosti, zaradi različnih legitimnih in finančnotehničnih nacionalnih okvirnih pogojev, velik operativni izziv. Glavni cilji: 1.) Ustanovitev EZTS Geopark z vključenostjo ciljev ustreznih strokovnih institucij, 2.) Krepitev bilateralne identitete, 3.) Krepitev mednarodnega pomena Geoparka. Glavni neposredni učinki : 1) 1 Statut EZTS (občine, strokovne institucije), 2.) Vloga za ustanovitev EZTS (občine, strokovne institucije), 3.) Javno učinkoviti ukrepi za aktivno vključitev prebivalstva (prebivalstvo, šole), 4.) Osnutek AlpeAdria Geopark platforme (Geopark z vsemi partnerji), 5.) Izvedena UNESCO konferenca (Geopark partnerji in prebivalstvo. Pristop: 1.) Moderiran proces k legitimnim in finančno-tehničnim izzivom, 2.) Tematsko-specifične aktivnosti z javno učinkovitostjo. Nujnosti: Nadaljnji razvoj Geoparka sledi izključno ciljem čezmejnega sodelovanja. Novo/inovativno: - Prvo medobčinsko sodelovanje med Avstrijo in Slovenijo, ki se želi uveljaviti kot EZTS, - Tako bo Geopark prvo obmejno območje, v katerem se bo dosedaj prostovoljno sodelovanje občin spremenilo v zavezujoči program, - Skozi javno učinkovite prireditve in kreativno sodelovanje na območju se mora vzpostaviti nova oblika oz. prva bilateralna oblika sodelovanja državljanov. - Geopark bo skozi aktivno uporabo možnosti v UNESCO mreži, to dosedanjo obrobno destinacijo mednarodno pozicioniral.

Durch das Projekt wird die grenzüberschreitende Zusammenarbeit zwischen Gemeinden und Institutionen unter Einbeziehung der Bevölkerung gesteigert und gestärkt. Das Projekt ermöglicht eine bewusste, gelebte bilaterale Identität. Das Projekt trägt maßgeblich zur Steigerung des Bekanntheitsgrades des Projektgebietes auf internationaler Ebene bei. Das Projekt bietet Schulen einen aktiven Umgang mit Ihrem Lebensraum und vestärkt die Sprachkompetenz der Bürger.

Expected Outputs (SL):

Preko tega projekta se bo povečalo in okrepilo čezmejno sodelovanje med občinami, institucijami z vključenostjo prebivalstva. Projekt omogoča zavestno, živečo bilateralno identiteto. Projekt prispeva odločilno k povečanju stopnje prepoznavnosti projektnega območja na mednarodni ravni. Projekt ponuja šolam aktivno ravnanje z njihovim življenjskim prostorom in krepi jezikovne kompetence državljanov.
