Deepening of a successful tripartite partnership. The City Cooperation project has helped in the period 2007-13, to establish a partnership of 24 cities (AT-SI-HU) and implement exemplary pilot and cooperation activities. Based on this experience the participating 8 Austrian, 9 Slovene (and 7 Hungarian) cities intend to still significantly deepen the initiative and focus on two very current joint challenges characteristic for the region. In order to highlight the identification with the cooperation in the cities at a political, administrative, economic and touristic level even more, Austrian cities have founded their own registered association as a carrier, which bundles all activities and is the basis for a trilateral funding body as a key project result. The greater project goal is analogue to the program specific target - raising the level of cross-border cooperation between municipalities - strengthening the cities and their players in the network as the main carrier of a polycentric and growth-oriented development of the cross-border region of Slovenia-Hungary-Austria by coordination and development of the positioning of the individual network partners as individually profiled and transregional perceptible lighthouses of the region as well as the cooperation in its entirety joint development and implementation of innovative and site-related purchasing power systems as a strategy for coping with the current challenges such as the digital transformation. The cities of the polycentric structured border region target on solutions which increase the overall competitiveness of enterprises and the region through a linking-up of new solutions.

Vertiefung einer erfolgreichen trilateralen Partnerschaft. Das Projekt City Cooperation hat in der Periode 2007-13 geholfen, eine Partnerschaft von 24 Städten (AT-SI-HU) zu etablieren und pilothafte Kooperationsaktivitäten umzusetzen. Aufbauend auf diesen Erfahrungen wollen die beteiligten 8 österreichischen, 9 slowenischen (und 7 ungarischen) Städte die Initiative noch deutlich vertiefen und auf zwei sehr aktuelle gemeinsame und für die Region charakteristische Herausforderungen fokussieren. Um die Identifikation mit der Kooperation in den Städten auf politischer, administrativer, wirtschaftlicher und touristischer Ebene noch stärker herauszustreichen haben die österreichischen Städte einen eigenen Verein als Träger gegründet, welcher alle Aktivitäten bündelt und die Basis für eine trilaterale Trägerschaft als zentrales Projektergebnis darstellt. Das übergeordnete Projektziel ist analog zum programmspezifischen Ziel - Anhebung des Niveaus der grenzübergreifenden Zusammenarbeit zwischen Gemeinden die Stärkung der Städte und ihrer Akteure im Netzwerk als wichtigste Träger einer polyzentrischen und wachstumsorientierten Entwicklung der grenzüberschreitenden Region Slowenien-Ungarn-Österreich durch die Abstimmung und Weiterentwicklung der Positionierung der einzelnen Netzwerkpartner als individuell profilierte und überregional wahrnehmbare Leuchttürme der Region wie auch der Kooperation in ihrer Gesamtheit die gemeinsame Entwicklung und Implementierung von innovativen und standortbezogenen Kaufkraftbindungssystemen als Strategie zur Bewältigung von aktuellen Herausforderungen wie dem Digitalen Wandel. Die Städte der polyzentrisch strukturierten Grenzregion zielen damit auf Lösungen ab, die durch Vernetzung von neuen Lösungen die Wettbewerbsfähigkeit der Unternehmen und der Region insgesamt erhöhen.

Poglobitev uspešnega trilateralnega partnerstva: Projekt City Cooperation je v finančni perspektivi 2007-2013 pripomogel k temu, da se je ustanovilo partnerstvo 24 mest (AT-SI-HU) in da so v sklopu sodelovanja bile izvedene pilotne aktivnosti. Temelječ na teh izkušnjah hoče 8 avstrijski, 9 slovenskih ( in 7 madžarskih) mest to iniciativo znatno poglobiti in se osredotočiti na dva zelo aktualna skupna izziva, ki sta značilna za regijo. Da bi prišlo bolj do izraza identificiranje s kooperacijo v mestih na politični, administrativni, gospodarski in turistični ravni, so avstrijska mesta ustanovila lastno društvo kot nosilec, ki združuje vse aktivnosti in predstavlja osnovo za trilateralno glavno odgovornost kot osrednji rezultat projekta. Glavni cilj projekta je primerljiv s programsko specifičnim ciljem – Dvig nivoja čezmejnega sodelovanja med občinami – krepitev mest in njihovih odločevalcev v mreži kot najpomembnejši nosilci čezmejnega (Slovenija-Madžarska-Avstrija) policentričnega razvoja, ki je usmerjen k rasti, kas se doseže z usklajevanjem in nadaljnjim razvojem pozicioniranja posameznega partnerja/mesta v mreži kot individualno profiliranega in medregisjko opaznega, prepoznavnega in izstopajočega, kot tudi kooperacije v celoti,s skupnim razvojem in implementacijo inovativnih sistemov pridobivanja kupcev in povečanje njihove potrošnje, ki so vezani na določeno mesto, kot strategija za premagovanje aktualnih izzivov kot so digitalne novosti in spremembe. Mesta policentrično strukturirane mejne regije iščejo rešitve, da bi s povezovanjem novih rešitev povečala konkurenčnost podjetij in regije nasploh.

Expected Results (DE): Niveau der grenzübergreifenden Kooperation zwischen Gemeinden und BürgerInnen im Programmgebiet

Expected Results (SL): Stopnja čezmejnega sodelovanja med občinami in državljani v programskem območju

Expected Outputs (DE):

Die Beiträge zum programmspezifischen Resultat sind vielschichtig: 1) Die Profilierung der Städte erfolgt durch ein größtmögliches Maß an Bürgerbeteiligung. Schon die Fachkonferenz verfolgt das Ziel, international relevante Expertise möglichst vielen Stakeholdern aller Städte zu vermitteln. Innerhalb der Pilotaktivitäten wird die Einbindung auf Bürger erweitert, sodass potenziell alle Bewohner der Städte an Beteiligungsprozessen teilnehmen können, wodurch sich die Bekanntheit der Kooperation erhöht. 2) Die Instrumente der Kaufkraftbindung steigern die regionale Wertschöpfung und richten sich an alle Bürger der Region. Die Rolle der Städte als innovative Dienstleister für Unternehmen und Einwohner wird insgesamt gestärkt. 3) Die Kommunikation wird die Projektegebnisse in direkter Weise der gesamten Bevölkerung der Region zugänglich machen. Eine gemeinsame Kommunikationsstrategie wird sich auf vorhandene Medien stützen und so zu einer nachhaltigen Vernetzung beitragen.

Expected Outputs (SL):

Večplastni doprinosi k programsko specifičnemu rezultatu: 1) Prepoznavnost mest je pogojena z največjo mero udeležbe občanov . Že uvodna konferenca zasleduje cilj, da se predstavi mednarodno relevatna ekspertiza čim več deležnikom vseh mest. Znotraj pilotnih aktivnosti se bo vključevalo občane, tako da se potencialno vsi prebivalci mest lahko udeležijo aktivnosti, pri čemer se poveča prepoznavnost kooperacije . 2) Instrumenti pridobivanja kupcev in povečanje porabe povečujejo regionalni prihodek in so naravnani za občanom. Vloga mest kot inovativnim izvajalcem storitev za podjetja in prebivalce se bo povečala. 3) Rezultati projekta bodo dostopni na neposreden način vsem prebivalcem preko komunikacije . Skupna komunikacijska strategija bo oprta na razpoložljive medije in bo omogočala trajnostno mreženje.
