Description (DE):

Die langfristige Sicherung der Qualität der Grundwasserkörper beiderseits der Mur, die einerseits einer intensiven landwirtschaftlichen Nutzung unterliegen, andererseits gleichzeitig als Speicher für die Trinkwasserversorgung dienen, stellt eine gemeinsame Herausforderung dar. Das übergeordnete Ziel ist die Erreichung einer grenzüberschreitende Zusammenarbeit zur nachhaltigen Sicherung und Qualitätsverbesserung an der unteren Mur und in den angebundenen Grundwasserkörpern, um langfristig einen guten qualitativen Zustand des Grundwassers zu erhalten. Das wird auch einen positiven Einfluss auf den Zustand des Oberflächenwassers am Fluss Mur im Grenzgebiet von 67 km haben. Die Hauptoutputs basieren auf der integrierten Vorgangsweise in weiten Teilen des Projektgebiets und liefern auf verschiedenen Ebenen (Messung, Modellierung, Vermeidungsstrategie) Beiträge zur Verminderung des Austrags von Nährstoffen aus der landwirtschaftlichen Bewirtschaftung und damit zur Verbesserung der Wasserqualität in der Projektregion. Durch die grenzübergreifenden Herangehensweise wird die Voraussetzung geschaffen, dass die Maßnahmen zur Sicherung und/oder Verbesserung der Grundwasserqualität z.B. durch geänderte Landnutzung nicht wieder durch infiltrierende Schadstoffe aus der Mur von dem Grundwasserkörper auf der anderen Murseite neutralisiert werden. In diesem Zusammenhang kommt der Entwicklung von gemeinsamen Strategien zur Co-existenz von Landwirtschaft und Grundwasserschutz eine hohe Bedeutung zu. Davon profitieren auch alle Bürger in der Projektregion durch eine nachhaltige Verbesserung der Umweltsituation. Die angewandten Methoden per se sind nicht neu; dennoch stellt die verknüpfte Anwendung von Messung der Detailprozesse, deren regionale Modellierung und Monitoring zu beiden Seiten der Mur einen innovativen Ansatz dar.

Skupni izziv predstavlja dolgoročno zagotavljanje kakovosti teles podzemne vode na obeh straneh Mure, ki so po eni strani podvržena intenzivni kmetijski uporabi, po drugi strani pa se jih uporablja kot zbiralnik za oskrbo s pitno vodo. Splošni cilj je vzpostavitev čezmejnega sodelovanja za trajnostno ohranjanje in izboljšanje kakovosti spodnje Mure in povezanih teles podzemne vode, z namenom dolgoročno ohraniti dobro kakovostno stanje podtalnice. To bo pozitivno vplivalo tudi na stanje površinske vode reke Mure na obmejnem območju v dolžini 67 km. Neposredni učinki temeljijo na celovitem delovanju večjih delov projektnega območja in na različnih ravneh (meritve, modeliranje, strategija preprečevanja) prispevajo k zmanjšanju iznosa hranil iz kmetijstva in s tem k izboljšanju kakovosti vode v projektni regiji. S čezmejnim pristopom bomo ustvarili pogoj, da se ukrepi za zagotavljanje in/ali izboljšanje kakovosti podtalnice, kot npr. s spremenjeno rabo tal, zaradi infiltriranih snovi iz Mure v telesu podzemne vode na drugi strani Mure ne bodo ponovno nevtralizirali. V zvezi s tem je razvoj skupne strategije za soobstoj kmetijstva in varstva podtalnice zelo pomemben. Trajnostno izboljšanje okoljskih razmer bo koristilo vsem prebivalcem, ki živijo v projektni regiji. Uporabljene metode same po sebi niso nove; kljub temu pa povezana uporaba meritev podrobnih postopkov, njihovo regionalno modeliranje in spremljanje na obeh straneh Mure predstavljajo inovativen pristop.

Description (EN):

Safeguarding the long-term quality of bodies of groundwater on both sides of the Mur (or Mura) River, which on the one hand are subject to intensive agricultural use and on the other hand a reservoir for drinking water supply, is a common challenge. The overall objective is to establish cross-border cooperation in order to sustainably safeguard and improve the quality of the lower Mur River and the connected bodies of groundwater to achieve a long-lasting good qualitative state of groundwater. This will also positively affect the state of the surface water of a 67km long cross border section of the Mur River. The main outputs are based on an integrated approach in the wider parts of the project area and contribute on different levels (measurement, modelling, avoidance strategy) to reducing the discharge of nutrients from agricultural management and therefore to improving the water quality in the project region. The cross-border approach creates the conditions necessary to ensure that the measures taken to safeguard and/or improve the quality of groundwater, e.g. changing land use, will not be neutralised by infiltrated harmful substances from the Mur River of the body of groundwater on the other side of the Mur. Therefore, the development of joint strategies for the co-existence of agriculture and groundwater protection is of the utmost importance. This will also benefit all citizens in the project region, as the environmental situation is going to improve sustainably. The methods used per se are not new: nevertheless, the combined use of measurements of detailed processes, their regional modelling and monitoring on both sides of the Mur River is an innovative approach.

Achievements (DE):

Im Rahmen des EU-Projekts SI-MUR-AT („Ökologisch nachhaltige Landwirtschaft im Einklang mit einer zeitgemäßen Wasserwirtschaft / Ekološko trajnostno kmetijstvo v skladu s sodobnim upravljanjem z vodami“) wurden fundierte Grundlagen für die Sicherung und Verbesserung des qualitativen und quantitativen Zustands des Grundwassers geschaffen. Um die Versorgung der Bevölkerung mit Grundwasser in ausreichender Menge, in passender Qualität und zu leistbaren Kosten sicherzustellen, standen folgende Punkte im Fokus: • Maßnahmen zur Reduzierung der Nitrat- und Pestizidbelastung im Grundwasser, • Errichtung und Betreuung von landwirtschaftlich genutzten Testfeldern, • Identifizierung der mit der Landwirtschaft verbundenen Risiken, • Praktische Schulung der Landwirte und Berater, damit vermehrt grundwasserverträgliche landwirtschaftliche Methoden im Projektgebiet anwendet werden, • Erstellen von Wirtschaftlichkeitsanalysen als Hilfe für die Anwender, • Etablierung einer Nährstoffmanagement Plattform und eines damit verbundenen Dokumentationssystems. Das Projekt SI-MUR-AT hat Strategien für die Koexistenz von Landwirtschaft und Grundwasserschutz auf beiden Seiten der Mur entwickelt. Die umfangreichen Unterlagen, die gemeinsam erarbeitet wurden, wurden mehrfach diskutiert und präsentiert und stehen der Öffentlichkeit zur Verfügung. Die wesentliche Erkenntnis aus drei Jahren gemeinsamer Arbeit ist, dass nur durch eine Kombination von Maßnahmen und durch Zusammenarbeit aller maßgeblichen Akteure die Erreichung bzw. Herstellung des „guten chemischen“ Zustands aller Grundwasserkörper im Rahmen einer ökologisch nachhaltigen Landwirtschaft im Einklang mit einer zeitgemäßen Wasserwirtschaft effektiv und nachhaltig möglich sein wird.

Achievements (EN):

The EU project SI-MUR-AT (“Ecologicly sustainable agriculture in line with modern water management/Ekološko trajnostno kmetijstvo v skladu s sodobnim upravljanjem z vodami”) has provided sound foundations for securing and improving the qualitative and quantitative status of groundwater. In order to ensure the supply of groundwater to the population in sufficient quantities, in appropriate quality and at affordable costs, the following points were in the focus: • Measures to reduce the pollution of nitrate and pesticides in groundwater; • Construction and support of agricultural test fields, • Identification of the risks associated with agriculture; • Practical training of farmers and consultants to increase the use of groundwater-compatible agricultural methods in the project area; • Creation of cost-effectiveness analyses as a help for the users, • Establishment of a nutrient management platform and associated documentation system. The SI-MUR-AT project has developed strategies for the coexistence of agriculture and groundwater protection on both sides of the Mur. The extensive documents, which have been compiled together, have been discussed and presented several times and are available to the public. The main finding from three years of joint work is that only through a combination of measures and through cooperation between all relevant actors, the achievement or production of the “good chemical” status of all groundwater bodies within the framework of ecologically sustainable agriculture in line with a modern water management will be possible effectively and sustainably.

Expected Outputs (DE):

Die Hauptergebnisse des Projektes liegen in der langfristigen Erhaltung eines guten qualitativen Zustands der beidseitigen Grundwasserkörper, die einerseits einer intensiven landwirtschaftlichen Nutzung unterliegen, andererseits gleichzeitig als Speicher für die Trinkwasserversorgung dienen. Dies ist nur durch gemeinschaftliche Anstrengungen in der grenzüberschreitenden Mur Region möglich. Durch die Hauptresultate des Projekts werden auf verschiedenen Ebenen (Messung, Modellierung, Vermeidungsstrategie) Beiträge zur Verminderung des Austrags von Nährstoffen aus der landwirtschaftlichen Bewirtschaftung und damit zur Verbesserung der Wasserqualität in der Projektregion geleistet. Da die Systeme des Grundwassers und Trinkwassers untereinander verbunden sind, werden die Wirkungen der guten Praxis auch einen positiven Einfluss auf den Zustand des Oberflächenwassers am Fluss Mur im Grenzgebiet von 67 km haben (auch Ziel der österreichisch-slowenischen Gewässerkommission).

Glavni rezultat projekta je dolgoročna ohranitev dobrega kakovostnega stanja teles podzemne vode na obeh straneh meje, ki so po eni strani podvržena intenzivni kmetijski uporabi, po drugi strani pa se jih uporablja kot zbiralnik za oskrbo s pitno vodo. To je mogoče samo s skupnimi prizadevanji v čezmejni regiji Mure. Glavni rezultati bodo na različnih ravneh (meritve, modeliranje, strategija preprečevanja) prispevali k zmanjšanju iznosa hranil iz kmetijstva in s tem k izboljšanju kakovosti vode v projektni regiji. Ker sta sistema podtalnice in pitne vode medsebojno povezana, bodo učinki dobre prakse pozitivno vplivali tudi na stanje površinske vode reke Mure na obmejnem območju v dolžini 67 km (tudi cilj Avstrijsko-slovenske komisije za vode).
