Description (EN):

To reach nationals targets for renewable energy shares of final energy consumption, CE regions have the common challenge to keep investing and even to accelerate the financing of concrete actions to deliver sustainable energy measures. The main objective of FIRECE is to increase capacities of regional operator to manage Energy Plans particularly on the financial resources locally available to enhance the investments in renewable energy (RE)by Industry, especially SMEs.The focus is on setting up Innovative Financial Instruments (IFIs) that will act as a leverage of the public resources avilable (estimated 180 Meuro from OP ERDF 2014-2020 dedicated topics) by Regional Authorities in charge to manage EU funds(Managing Authorities-MA).In parallel, a quality assessment criteria will assist operators and local actors to check and optimize use oF public resources addressed to investments on RE by the industrial sectors(manufacturing). The main project outputs are a transnational strategy to implement financial schemes and assess investments by public resources for Industry, a strong exchange knowledge action addressed to regional operators with training courses organized in 9 different regions, a methodology to support the exploitation of financial common financial schemes identified and a tool on-line available to local actors for the quality assessment of the investments. The project will implement 2 pilot actions in 9 different regions:6 regions will develop ex-ante analysis and following feasibilities study for IFIs to be included in current or new ERDF Programming period; 5 regions will test the tool to assess projects and investments supported by public resources in the frame of the Regional Energy Plans.A strong transferability action will assure dissemination of outputs and their sustainability. The areas participating in the project vary greatly in their financial support to RE market, so FIRECE project approach would encourage mutual learning and cooperation.

Achievements (EN):

FIRECE project aimed at supporting the industry low carbon transition according to the Regional Energy Plans with the implementation of Innovative financial instruments addressed to SMEs. Totally 8 Financial instruments have been designed in strict collaboration with the Regional Authorities in charge of managing EU funds looking both at the current Programme period 2014-20 and the next one. Additionally, FIRECE project developed appropriate assessment tool to monitor the public investments and assure the best impact for the achievement of the targets planned in terms of Energy savings. The tool have been tested with the involvement of at least 40 SMEs belonging to 5 different areas of the Central europe area and it will be available for the further use by other Regional Authorities. Partners and observers increased their competence and knowledge to manage Regional Energy Plans with training courses offered both at transnational level in agreement with FI-COMPASS and at local level in the form of training activities open to local actors and stakeholders dealing with the energy transition. 118 operators belgonging to Regional Authorities and other relevant public entities working for the Regional Energy Plans have been trained to manage the Regional Energy plans and assure the achievements of the energy targets planned.

Expected Results (EN): R 2.2 Status of capacities of the public sector and related entities for territorially based low-carbon energy planning and policies achieved through transnational cooperation.

Expected Outputs (EN):

FIRECE Project aims to contribute to the implementation of the Regional Energy Plans and contribute to achieve the targets (in terms of Energy savngs and RES) planned at EU and National Level.Actually, Germany, Italy, Poland and Croatia are not reaching the targets planned and the lack of investments by the Industry play a significant role for tha LRAs and related entities in charge to manage Energy Plans will be able to design, plan and manage financial instruments to support the low carbon energy transition by the Industrial sectors particularly. On the other side, enterprises will be assisted to apply to the innovative financial instruments with assessed investment plans. With the Innovative Financial Instruments, 8 CE regions will improve their capacity to meet Energy savings and RES targets according to their Regional Energy Plans and will increase the attitude of the Industry to invest on Energy. FIRECE finally will contribute to reach the targeted % of savings and reduction of fossil fuel by Industry. With the pilot related to the development of the Feasibilities studies for Financial instruments the real contribute (in terms of % to the targets) will be duly quantified. The same will be for the SMEs: the assessment procedure apply to evaluate the projects that require public resources will check their alignment with the targets required. The Pilot will permit to define the % of contribute to the Regional Targets in terms of energy savings.
