Description (EN):

REFREsh tackles the main challenges of rural areas in CE regions. Unused industrial heritages exist which need a revitalisation and a new form of use. One approach often Cities use is to involve creative scene in the reutilization of industrial heritages and areas. In rural areas this often fails through a missing critical amount of creative actors to sustainable reutilize the industrial sites alone. For that a multifunctional approach is necessary by combining the established stakeholders from trade, industry and services with the creative scene. Just by working together in close cooperation a mutual added value and sustainable reutilization of sites can be achieved. The main objectives of REFREsh are therefore to reutilize industrial heritages through new forms of creative use and attract new creative actors for valorise the industrial heritage in cooperation with actors from trade and service sector. The partnership consists of Municipalities, regional and cultural actors from 5 countries in CE bundle there competences to provide benchmark tools for analysing territorial situation and combination options for creative, trade, and service actors, develop regional strategies for the integration of creative scene in the reutilization of industrial areas into cultural attractive places in cooperation with trade and service sectors. The projects transform industrial heritages into cultural centres for creative scene as starting point for development of the industrial areas, Municipalities and regions in Central Europe. To reach enough creative actors and foster transnational cooperation of creative scene transnational exhibitions, cultural events and creative workshops are implemented in the reutilization to attract creatives in taken part in reutilization and increase competence form politicians, planners, site managers how to integrate creative scene for the joint development of industrial areas as starting point for further reutilization in whole CE.

Achievements (EN):

The main objective of the REFREsh project was to reutilize industrial heritage through new forms of creative use, involving creative actors but also actors from the trade and service sector in the process. During the project, ten partners from Germany, Hungary, Slovenia, Italy and Croatia collaborated for three years to reutilize five selected industrial sites in the countries. Investments were implemented in Freiberg (DE), Komló (HU), Piran (SI), Castello di Godego (IT) and Lokve (HR). After the sites were refurbished, their new use was tested through pilot actions in all regions. Thereby, the integration of the creative scene was focused to test the reutilization of the spaces as cultural centers - the starting points for the development of the selected industrial areas, municipalities and regions. The pilot actions included exhibitions, cultural events and creative workshops, with the intention to reach a critical mass of creative actors and to foster transnational cooperation of the creative scene. Unfortunately, due to a pandemic caused by COVID-19, most of the events could not be implemented as foreseen. However, successful alternatives in form of videos and digital implementation were developed to test the reutilization concepts in the countries and implement the pilot actions in new ways. They proved the success of the newly created spaces. Within the project a benchmarking and strategies for the integration of the creative scene were developed as well. All this brought a new value to the rural regions and led to sustainable results. The tested approaches of the REFREsh project can be transferred to other rural areas in Central Europe where old industrial heritage can be given a new purpose as well. Through the project, partners have improved capacities for a sustainable use of cultural heritage and resources and tried to show how old industrial heritage transformed into cultural centers could be a starting point for development of the industrial areas, municipalities, and regions in Central Europe.

Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The project is linked to the result indicator of specific objective 3.2 in the following way: By developing and testing of innovative concepts for reutilization the project partner get management competences to develop and establish new reutilization approaches and build up institutional capacity. Additional the tested reutilization concepts in pilot actions in combination with strategies for integration creative actors in existing spatial structures and sectoral functions transferred in regions and central Europe capacity from public authorities, economic development actors and site mangers increased for multifunctional regional development. Change in PP regions are: DE: Reutilization of industrial areas with multifunctional use integrating creative scene, increased capacity of political makers and planners to combine different sectors trade services . HU: Development of Komlo to a green and creative Municipality. Create an industrial thematic route together with partner settlements. SI: Increased capacity through successfully tested integration of creative scene for development of harbor area and industrial areas. IT: Best-practices for reutilization for creative use of other industrial areas. Further activities for integrating creative scene. HR: Reutilization of industrial heritages for cultural purpose, integration of creative scene to realize revitalization projects for development.
