Description (EN):

Diseases that are transmitted from animals to humans are defined as zoonoses. The spread of these diseases in the human population is often linked to human activity, and the illegal trade of pet animals is an important route of transmission of zoonoses. In fact, animals bought on the black market may come from infected areas, and not be checked from the health point of view. Friuli Venezia Giulia and Carinthia are both transit as destination routes of the illegal trade of pet animals coming from Eastern European countries. The impact of this criminal activity generates negative effects on at least 4 areas: 1. Human health, 2. Animal health & welfare, 3. Market protection, 4. Consumer fraud. The Bio-Crime Project wants to reduce the zoonotic risk through the development of a joint strategy of action, against the illegal trade of pets, as an integrated part of prevention programs relating to human health and to the health and welfare of animals. The Bio-Crime Project would like to implement certain activities in order to reduce illegal pet trade, including: 1. Training courses for public officers, 2. The development of joint operative protocols, 3. The implementation of a digital web platform for sharing data, 4. Epidemiological surveillance of the confiscated animals, 5. Education projects of the citizens of the two Regions.

Die von den Tieren auf den Menschen übertragbaren Krankheiten heißen Zoonosen. Die Verbreitung dieser Krankheiten in der menschlichen Bevölkerung ist oft mit menschlichen Aktivitäten verbunden und dabei stellt der illegale Heimtierhandel einen wichtigen Übertragungsweg für Zoonosen dar. Die auf dem Schwarzmarkt gekauften Tiere sind keiner gesundheitlichen Kontrolle unterworfen und können aus infizierten Gebieten stammen. Friaul Julisch Venetien und Kärnten sind Transitrouten aber auch Zielrouten für den illegalen Heimtierhandel aus Osteuropa. Diese kriminelle Tätigkeit verursacht folgende 4 negative Auswirkungen: 1. Gesundheit der Menschen 2. Gesundheit und das Wohlergehen von Tieren 3. Marktschutz 4. Betrug für die Konsumenten. Das Bio-Crime Projekt zielt darauf ab, das Zoonosen-Risiko durch die Entwicklung einer gemeinsamen Strategie gegen den illegalen Heimtierhandel im Rahmen von Präventionsprogrammen für die menschliche Gesundheit und für die Gesundheit und das Wohlergehen der Tiere zu verringern. Ausbildungskurse für Staatsbeamte, Entwicklung von gemeinsamen Kommunikationsprotokollen, Einrichtung einer gemeinsamen IT-Plattform für den Datenaustausch, epidemiologische Überwachung bei den beschlagnahmten Tieren, Ausbildungsmaßnahmen für die Bevölkerung der zwei Regionen: Diese sind nur einige Beispiele des Projektes Bio-crime, welche das Ziel verfolgen, den illegalen Heimtierhandel zu verringern.

Le malattie trasmesse dagli animali all’uomo sono definite zoonosi. La diffusione di queste malattie nella popolazione umana è spesso legata all’attività antropica ed il traffico illegale di animali da compagnia è un’importante via di trasmissione delle zoonosi. Infatti, gli animali comperati sul mercato nero non sono soggetti ad alcun controllo sanitario e possono provenire da aree infette. Il Friuli Venezia Giulia e la Carinzia sono sia rotte di transito, sia paesi di destinazione del traffico illegale di animali da compagnia proveniente dai paesi dell’Est Europa. L’impatto di questa attività criminale genera almeno 4 effetti negativi su 1. salute delle persone, 2. Salute e benessere degli animali, 3. Protezione del mercato, 4. Frode del consumatore. Il Progetto Bio-Crime vuole ridurre il rischio zoonosico attraverso lo sviluppo di una strategia comune di azione contro il traffico illegale di animali da compagnia nell’ambito dei programmi di prevenzione della salute umana e della salute e del benessere degli animali. Corsi di formazione per pubblici ufficiali, sviluppo di protocolli operativi congiunti, realizzazione di una piattaforma digitale web per la condivisione dei dati, sorveglianza epidemiologica degli animali sequestrati, progetti di educazione dei cittadini delle due Regioni, sono solo alcuni esempi delle attività che il progetto Bio-crime vuole mettere in atto al fine di ridurre il traffico illegale di animali da compagnia.

Expected Results (DE):

Die Regionen Friaul Julisch Venetien und das Land Kärnten sind Transitrouten und Zielrouten für den illegalen Heimtierhandel. An der Übergangsstelle von Tarvis und auf den Autobahnen der zwei betroffenen Regionen werden tausende von Heimtieren aus Osteuropa transportiert, die auf den Schwarzmarkt eingebracht werden. Der Umsatz solcher kriminellen Tätigkeiten liegt bereits an 2. Stelle nach dem Drogenhandel. Der illegale Tierhandel verursacht 4 negative Auswirkungen: erhöhtes Gesundheitsrisiko für die menschliche Gesundheit, erhöhtes Gesundheitsrisiko für die Gesundheit der Tiere und Misshandlung derselben, wirtschaftliche Schäden für die ehrliche Tierhalter, Betrug des Konsumenten. Hauptziel des Projektes ist es, die grenzüberschreitende Koordination zu stärken, die Integration von Gesundheitspolitik und die Fähigkeit der Behörden institutionell zuständigen das aus dem illegalen Tierhandel stammende Zoonose-Risiko für die Bevölkerung des Programmgebietes durch Programme zur Ausbildung, zur epidemiologischen Überwachung und durch erkennungsdienstliche Tätigkeiten im epidemiologischen Bereich zu verringern und das Wohlergehen von Tieren beim Transport zu schützen. Die vorgesehenen Aktivitäten sind: a. Ausbildungskurse für Staatsbeamte über folgende Themen: illegaler Tierhandel, Cyber-Kriminalität, Rechtsvorschriften und Bioterrorismus; b. Entwicklung von gemeinsamen Kommunikationsprotokollen und Aufklärungskampagnen; c. Anschaffung von Ausrüstungen zur Quarantäne für die beschlagnahmten Tiere; d. Epidemiologische Überwachung des Tollwutvirus bei den beschlagnahmten Tieren. Die erwarteten Ergebnisse sind: Verringerung des gesundheitlichen Risikos für die Menschen; Verbesserung des Tierschutzes; Verringerung der gesundheitlichen Kosten; Schutz des Marktes und der Konsumenten; Prävention des Bioterrorismus.

Il Friuli Venezia Giulia e la Carinzia sono sia rotte di transito sia rotte di destinazione per il traffico illegale di animali da compagnia. Attraverso il valico confinario di Tarvisio e lungo la viabilità autostradale delle due Regioni passano migliaia di animali da compagnia provenienti dall’Est Europa e destinati al mercato nero di animali da compagnia. Il fatturato di questa attività criminale è secondo solamente al traffico di droga. L’impatto negativo del traffico illegale di animali da compagnia genera almeno quattro effetti negativi: aumento del rischio sanitario per la salute delle persone, aumento del rischio sanitario per la salute degli animali e maltrattamento degli animali, danni economici agli allevatori onesti, frode per il consumatore. L’obiettivo principale di questo progetto è di potenziare il coordinamento transfrontaliero, l’integrazione delle politiche sanitarie e la capacità delle pubbliche amministrazioni istituzionalmente competenti per ridurre il rischio zoonosico correlato al traffico illegale di animali, nei confronti della popolazione delle due Regioni attraverso programmi di educazione, sorveglianza epidemiologica e attività di intelligence in ambito epidemiologico e di tutelare il benessere degli animali durante il trasporto. Le attività previste sono: a. Corsi di formazione per Pubblici Ufficiali su traffico illegale di animali, cybercrimine, legislazione, bioterrorismo; b. Sviluppo congiunto di protocolli di comunicazione e campagne di informazione; c creazione congiunta di una piattaforma informatica per il coordinamento e l’informazione in tempo reale; c. acquisto di attrezzature per la quarantena per gli animali confiscati; d. sorveglianza epidemiologica del virus della rabbia negli animali confiscati. I risultati attesi sono: riduzione del rischio sanitario per l’uomo, miglioramento del benessere animale, riduzione dei costi sanitari, protezione del mercato e del consumatore, prevenzione del bioterrorismo.
