Description (EN):

SubNodes tackles the weak intermodal integration of peri-urban hinterland regions to primary TEN-T hubs. Suitable medium-sized cities in these areas shall be developed into attractive intermodal secondary hubs (so called "subnodes"), which better connect the hinterland to the TEN-T rail network. The project intends to establish this approach in the participating regions and beyond by adopting a SubNodes Strategy, conceptualizing its implementation and testing innovative actions in real world conditions. Policy recommendations derived from this process will be integrated into the transport plans of the regions. Planning capacities of transport authorities will be enhanced by mutual-learning platforms so that they can respond more targeted to passenger needs in peri-urban regions. Through the pilots the modal split of the connections concerned will change in favour of public transport already during project lifetime, through policy integration of the strategy and the action plans this trend shall sustain beyond. Project results will immediately be used by the partners as transport authorities or operators, and by the general public regarding pilots; the latter being indirectly the end users. Further stakeholders will benefit through transfer and capacity building events. SubNodes was born by the notion that many regions are seeking solutions how to adapt their secondary transport network to an upgraded or new TEN-T node within or close to their territories (e.g. VDE8 in Thuringia). Rooted in the Territorial Agenda 2020, SubNodes is a strategic approach to promote polycentric development in the public transport sector in light of changing settlement patterns and locational advantages due to major investments in TEN-T. The development of subnodes on a transnational level is an instrument to better exploit accessibility gains also in the hinterland, therefore SubNodes' transnational added value is to enhance the effects of the transnational TEN-T infrastructure.

Achievements (EN):

SubNodes tackled the weak intermodal integration of peri-urban hinterland regions to primary TEN-T rail hubs. For this, suitable medium-sized cities in these areas were to be developed into attractive intermodal secondary hubs, so called sub-nodes, which better connect the hinterland to the TEN-T rail network and offer passengers a continuous travel chain. The project's ultimate aim was to establish the subnodes-approach in the participating regions by adopting a SubNodes-strategy, conceptualizing its implementation and testing innovative actions in real world conditions. Policy recommendations derived from this process were integrated into transport plans or spatial planning strategies of the regions. One core joint output is the signing of a joint declaration, in which the political representatives of the partner regions agreed on key statements, such as: - A polycentric spatial development and the reinforcement of regional public transport systems contribute to equivalent living conditions. - Suitable small and medium-sized cities in Central Europe are to be developed as sub-nodes. - In order to strengthen territorial cohesion within and between Europe’s regions, an adequate support of secondary transport networks is necessary to the same extent as for the TEN-T core networks.

Expected Results (EN): R 4.1 Status of coordinated planning capacities of the public sector and related entitites for regional passengers transport systems linked to national and European transport networks achieved through transnational cooperation.

Expected Outputs (EN):

The project tackles the weak intermodal integration especially between bus and rail in the peri-urban hinterland of TEN-T hubs. Main results include the elaboration of a joint strategy for the development of subnodes, which lays ground to turn selected medium-sized cities into attractive intermodal secondary transport hubs. This conceptual basis is translated into concrete regional implementation plans to overcome urgent bottlenecks. Through the realization of 6 pilot actions the effectiveness of innovative approaches will be tested and demonstrated. 6 Regional action plans and the embedded pilots will provide a first impetus to strengthen the selected subnodes, both during project lifetime and beyond. Long-term impacts will be sustained by the revision of 9 public transport plans in the participating regions. Tangible first improvements are complemented by capacity building measures for the partners' staff and key stakeholders. Being a cross-cutting topic public transport planning requires ongoing exchange between a variety of actors from different governance levels and sectors. With a structured stakeholder involvement and a series of mutual-learning events the capacities for coordination shall be raised. The combination of a new strategic approach, the conceptualisation and implementation of innovative actions in the regions, and the enhanced planning and coordination capacities of partners and stakeholders shall result in a prosperous development of intermodal subnodes.
