Negru Vodă and General Toshevo are two tertiary nodes, according to the definition from the Applicant’s Guide, as both of them offer services (public and private) to their communities and beyond their administrative borders. For example, in Negru Vodă there are banks, social assistance facilities, a highschool, medical cabinets, an ambulance service anda post office.Negru Vodă is the only city on a radius of 32 km. In the same way, General Toshevo is the closest Bulgarian city to the Romanian border and its services are used by all the communities in the area. The two cities are connected through the European Road E675 and the Negru Vodă-Kardam custom point.From the data provided by the Romanian General Inspectorate of the Border Police, 94% of the heavy traffic in the Constanța-Dobrich cross-border area is orientated through the Negru Vodă custom point, as it represents the best alternative to the more congested, especially during summer season, Kavarna-Constanța road, part of the comprehensive TEN-T network. Still, some of the roads from Negru Vodă and General Toshevo, as highlighted by the feasibility studies, are in a poor and improper state for an efficient traffic. The project will improve the infrastructure of these roads, and therefore, the connection of cross-border tertiary nodes Negru Vodă and General Toshevo to the TEN-T infrastructure. The activities that will be implemented by the two beneficiaries in order to achieve the objective are related to project management, works (core activity) and publicity measures for a proper information of the public regarding the EU contribution. The estimated budget of the project is close to €8 mil, as specified in the detailed project budget below. The output of the project will consist in 25,53 km of upgraded roads and one joint mechanism to facilitate the connection of tertiary nodes to TEN-T infrastructure, resulting in an increase of the border population served by modernized infrastructure leading to TEN-T.

Achievements (EN):

The project is under implementation. The following results were achieved so far: - All the necessary equipment for the project teams of the project beneficiaries were purchased; - All the project beneficiaries acquired services for procurement consultancy, management for project implementation, translation & interpretation, information and publicity, works supervision; - The Lead Beneficiary signed the works execution contract in September 2018 and up to the date, the execution works were completed. - Also, the contracts for elaboration of the traffic management study was signed in January 2020 (delivery date August 2020) and acquisition of the maintenance vehicle was signed in April 2020 (delivery date June 2020) and currently are in progress. - The Beneficiary 2 signed the work execution contract in April 2018 and the execution works were completed.

Expected Outputs (EN): The upgrading of the roads in Negru Vodă and General Toshevo will influence directly the lives of their citizens and will contribute directly to the result indicator of the programme. 12.860 inhabitants,
