Abrupt and heavy precipitation events occur more frequently and are more intensified than they used to be due to climate change which is a scientifically accepted fact. Therefore the application of technological systems to monitor and provide forecasting and early warning of such events is crucial to a wide spectrum of societal sectors. The main objective of BeRTISS is to develop and establish a pilot transnational severe weather service by exploiting Global Navigation Satellite Systems (GNSS) tropospheric products to enhance the safety, the quality of life and environmental protection in the Balkan‐Mediterranean region. The project aims to provide timely information and warning regarding severe weather events as well as long-term monitoring of weather and climate change in the region, through the mapping and visualization of water vapor (the most abundant greenhouse gas that accounts for ~70% of global warming and most critical meteorological parameter for accurate weather prediction by forecasting models) for the first time in real time in this region. Furthermore, it builds on the GNSS Meteorology knowledge deriving from previous relevant European research projects and it will comprise the continuation of ongoing actions, such as the EU-COST Action “GNSS4SWEC” in which some of the partners are participating, in particular with respect to the expansion of the existing GNSS network of tropospheric products in one of the Europe’s most remote region and vulnerable to severe weather and climate change. To achieve this, a new GNSS Analysis Center (AC) will be installed in Cyprus for the processing of GNSS tropospheric products and the computation, with the aid of numerical prediction models, of meteorological severe weather parameter, and all derived products and will be displayed in real time on a dedicated web-platform to provide the general public (operational forecasters, national meteorological services, research institutions, decision-makers, financial, agriculture and environmental sectors, tourist agencies, citizens) with prompt uninterruptable information and early warnings of forthcoming severe weather events. The project will enhance the transfer of knowledge and expertise on techniques for monitoring, mapping and predicting such phenomena as well as the cross-border research cooperation, by bringing together scientists in the fields of GNSS technology, Meteorology and Climatology from Greece, Cyprus and Bulgaria to address issues, which due to the nature of the atmosphere are of common interest to all countries. The results will improve the understanding of the tropospheric dynamics over the cross-border region and especially of the morphology and climatology of heavy precipitation events. They will also contribute to the improvement of relevant European and regional strategic policies for the protection of lives, climate, environment, biodiversity and natural resources in the region.

Expected Results (EN):

The effects resulting from the project in the transnational Balkan‐Mediterranean region are: 1) Improvement of the quality and augmentation of cross-border GNSS tropospheric data related to severe weather and climate variations, 2) Expansion of the existing European GNSS network of tropospheric products to the southeastern part of Europe, 3) Extension of Meteo-sensors network to the Balkan-Mediterranean region, 4) Improved accuracy and predictability of severe weather events by the forecasters who will incorporate the hourly updated PWV data in severe weather nowcasting and thereby produce high-resolution rapid-cycle numerical weather predictions, 5) Improved early and precise issuance of warnings regarding rapidly developing severe weather events (flash floods, extreme hail storms, etc), 6) Enhancement of the knowledge/expertise transfer in the fields of GNSS data processing, numerical model application, meteorology and climate monitoring, 7) Enhancement of cross-border research cooperation, 8) Promotion of the use of reprocessed long-term GNSS tropospheric datasets for climatology and climate change research, 9) Increase of the amount and quality of information concerning peoples insurance from extreme weather conditions and future climate change impacts, through the devoted web-platform and the close cooperation with national meteorological organizations, 10) Improved hazard management and thereby lowering of loss of life and national infrastructures destruction caused by extreme weather events, 11) Improvement and construction of innovative environmental/civil protection and climate change resilience policies and, 12) More efficient decision-making for the preservation of the environment and biodiversity in the cross-border region, through the systematic monitoring and analysis of the regional extreme weather and climate conditions with the aid of the pilot severe weather monitoring service.

Expected Outputs (EN):

The proposed project intends to develop a monitoring service to provide continuous and uninterruptible information for nowcasting, forecasting and early warning for Precipitable Water Vapor (which is a direct indicator of extreme precipitation events) using the GNSS derived tropospheric products and WRF (Weather Research and Forecasting) model, that will be tangible and visible to the general public (forecasters, national meteorological services, research institutions, decision-makers, financial, agriculture and environmental sectors, tourist agencies, citizens) through the electronic platform that will be constructed. For the first time it will be possible, through this service, to map and visualize in real time the Precipitable Water Vapor (the key meteorological parameter for accurate weather forecasting and global warming estimation) and to provide on an operational basis timely warning information about dangerous imminent weather phenomena over the Balkan‐Mediterranean region. In detail, the main outputs of the project are: 1) Unified GNSS network of tropospheric products in the Balkan‐Mediterranean area, 2) New GNSS tropospheric satellite data Analysis Centers, 3) New Meteo-sensor instruments for measuring atmospheric conditions (temperature, pressure, humidity), 4) Hourly updated GNSS tropospheric products, 5) Continuously updated database of the critical meteorological parameter Precipitable Water Vapor, 6) Maps, time series and animations of PWV using the WRF (Weather Research and Forecasting) model, 7) Regional severe weather maps demonstrating the occurrence, evolution and propagation of severe weather events, 8) Warning information concerning impending dangerous atmospheric phenomena and, 9) Interactive web-platform to display the end products that will be available for operational forecasters, meteorological service organizations, regional authorities responsible for civil and environmental protection and the general public in the region.
