Description (EN):

EDU-LAB addresses fields with major societal challenges: - Labour market policies; - Education systems and policies; - Demographic change and migration. Brain drain due to higher academic and economic attractiveness in Western Europe is combined with an emigration from rural regions to cities and an overall population decline in the Danube region. EDU-LAB is one of the first projects aiming at improving institutional capacities to increase the labour market relevance of HIGHER EDUCATION with a view to retain more young talents studying and working in the region. EDU-LAB focuses on harmonizing labour market demands and educational structures. The starting point for a new mindset of cooperation is capacity development. EDU-LAB forms a triple helix cooperation model with partners from education, business and politics/administration in a joint learning process including further actors from civil society. EDU-LABs partnership is characterized by transnational, intersectoral and multilevel cooperation. The ERDF and IPA partners as well as ASPs come from 10 countries: Bulgaria, Croatia, Germany (Baden-Württemberg, Lead Applicant), Hungary, Romania, Slovakia, Slovenia, Bosnia and Herzegovina, Serbia and Belgium (ASP Danube Rectors' Conference). There are strong thematic linkages between EDU-LAB and EUSDR, especially PA9. EDU-LAB has also overlaps to PA7, 8 and 10. EDU-LAB will create the following outputs: - Learning interactions: stakeholder dialogue, development of new Danubian governance, training of target groups; - Strategies: policy recommendations, Danubian Charta for young talents; - Tools: e-learning courses; - Pilot actions: Coordination Points in Bulgaria, Slovakia and Serbia. EDU-LAB addresses the following target groups: - National public Authorities; - Higher Education bodies and; - Business Support Organisations. The “Danubian Charta for young talents” will embody the new governance model improving professional chances for young talents in their home areas.

Achievements (EN):

NEW DANUBIAN GOVERNANCE MODEL: Skilled-workforce emigration is one of the most urgent societal problems that Central and Eastern European and Southeastern European countries of the Danube Region face. The New Danubian Governance Model (NDGM) was developed by the EDU-LAB project consortium to offer a sustainable solution for this problem by developing a practice-oriented higher education model that aligns education and training with the demands of the job market. NDGM proposes solutions for linking basic knowledge to problem-solving, expertise to systemic understanding, theory to practice, analogue to digital forms of learning, individual learning and independent work to cooperative learning and team work, personal cultural identity to intercultural understanding, and self-reflection to social interaction. The major goals to be achieved by the New Danubian Governance Model are thus the following: • A combination of theory and practice is incorporated in the tertiary education. • A life-long learning system is developed in a systematic and sustainable way. • A cooperation between universities and companies in the field of teaching and research is enabled by law and stimulated by financial incentives. • The cooperation is a major stimulus for university research and practice-oriented study programmes. • In order to combine theory and practice, companies take over a binding and long-lasting commitment and responsibility in the learning partnership with universities. • The educational system is flexible and sustainable enough to follow the economic and social challenges, and continuous technical development. The development of NDGM was a joint effort of policy makers (education ministries and municipalities), higher education institutions, as well as employers’ organisations (chambers of commerce and industry) from 10 countries of the Danube region. The Model offers a practical policy guide for policy makers, higher education institutions and businesses. E-LEARNING COURSES: In the framework of the EDU-LAB project, two sets of e-learning courses have been developed. During the first year of implementation of the project, participating project partners have designed e-learning courses (ELCs) in order to enable stakeholders to contribute to a better linking of higher education to employment. The e-learning courses are the following: Encouraging the further development of Higher Education Acts. Fostering the creation of more professionally-oriented study programmes. Enhancing professional training (train the trainers) in companies. Strengthening the regional economic development. The courses show a variety of best practice examples for linking education to employment in the Danube Region and are targeted toeducational institutions, businesses and national public authorities. By pointing out successful alignments between higher educational offers and the needs of the business sector, the courses encourage stakeholders to look for their own solutions.

Expected Results (EN): Intensity of cooperation of institutional actors and other stakeholders in the programme area in order to tackle major societal challenges (survey based composite indicator)

Expected Outputs (EN):

An established new Danubian governance model for fitting institutional capacities to labour market relevance of higher education is the main result of EDU-LAB. Institutional actors in the fields of politics/administration, education and business will intensify their cooperation through joint learning interactions, stakeholder seminars and workshops.The joint learning process will stimulate a change of mindset of the target groups. Linking education to employment will be viewed from a more cohesive standpoint and will create a win-win-situation for all stakeholders. This will be the major immediate advantage of EDU-LAB. By adapting and implementing the new Danubian governance model in pilot actions, the main result of EDU-LAB relates not only to the PPs and ASPs but to the whole target groups of the region: - National Authorities responsible for higher education, - higher education institutions extending their educational offers by more professionally-oriented study programs, - Business Support Organizations encouraging their member companies to engage in labour market oriented education and training. The new Danubian governance model indicates the change EDU-LAB is aiming for in the region: harmonizing education systems with labour market demands and strengthening the companies due to a qualified workforce. By finding attractive study programs and qualified employment opportunities, more young talents will stay in their home region.
