Description (EN):

Territorial attractiveness (TA) is reflected in the set of specific economic, environmental and social potentials of a territory which make it competitive in comparison to other territories. Through good governance, policies can maximise these potentials to increase attractiveness of the regions for residents, visitors and investors. The main challenge in the Danube Region is lack of capacities of target groups involved in development planning for more efficient and cooperative multilevel governance considering the needs of all stakeholders. The main project objective is to strengthen multilevel and transnational governance and institutional capacities of policy planners involved in territorial development of the Danube Region, which will result in more harmonised governance system of the area. This will be achieved by firstly establishing a permanent common transnational platform for monitoring territorial attractiveness (CO-TAMP), 11 national platforms (TAMP), and Territorial attractiveness atlas. Secondly, we will implement an intensive capacity building programme for empowering multilevel public authorities and civil society in 11 countries related to development planning resulting in enhanced skills and knowledge. Finally, the policy integration process, including transnational workshops, policy recommendations and memorandum of understanding, will capitalise the results and assure the long-term impact and leverage effect in the society. By such innovative approach, combining the capacity building with user friendly web platforms on TA, the target groups will learn to identify and utilise territorial potentials of the Danube Region. Policy planners at all levels representing economic, environmental and social aspects, as well as civil society, business and academia, will be able to better respond to development trends and societal challenges in the region, shaping the territorial policies in order to create a more attractive Danube Region.

Achievements (EN):

The project ATTRACTIVE DANUBE has built upon the wider expert/non-expert public participation to select a national set of indicators, suitable and tailored towards specific needs and situation of the participating country and region. This participatory planning concept is one of the core values of the project, fundamental to its overall success and is of key importance in good governance. Therefore, three national workshops were organised by each partner country between May 2017 and May 2018, a total of 33 in all, with almost 800 attendees. TERRITORIAL ATTRACTIVENESS MONITORING PLATFORMS (TAMP): Within the ATTRACTIVE DANUBE project was developed Territorial Attractiveness Monitoring Platform (TAMP) which is an interactive cartographic application for displaying statistical data. This platform was developed by Geodetic Institute of Slovenia and the project partners provided inputs from their freely available data sources for their country. TAMP provide attractiveness indicators with a use of an interactive web map viewer as well as provides powerful analytical tools for spatial querying.

Expected Results (EN): Intensity of cooperation of institutional actors and other stakeholders in the programme area in order to tackle major societal challenges (survey based composite indicator)

Expected Outputs (EN):

Main project result will be improved capacities of public institutions and other stakeholders and their increased involvement in participatory planning processes for balanced territorial development in the Danube Region. By learning to identify, understand and utilise territorial potentials of territories in the Danube Region, the project stakeholders will be able to better respond to development trends and societal challenges in the region, shaping and when necessary adapting the territorial policies in order to contribute to a more attractive Danube Region. At least 2.000 individuals involved in territorial policy planning will directly benefit from project activities and outputs and will be better equipped to plan and implement informed decision-making processes for future territorial development, addressing environmental, economic and social challenges. Target groups represent authorities and public bodies at the national (120 organisations), regional (100) and local (500) level, and also civil society and NGOs (150), international organisations (10), businesses and academia (200 org.). By utilising the common and national platforms (WP3 and 4), participation and capacity building activities (WP3 and 5), and policy integration process (WP6), territorial policy actors in the Danube Region will be better connected, and the cooperation within and across sectors will be strengthened and sustained resulting in maximising development potentials of the Danube Region.
