Description (EN):

Currently available sustainability assessment tools cover buildings and small urban areas, with no support for the territorial scale, typical in the rural, low density Alpine regions. The project aims to facilitate the development, exchange, and implementation of innovative policies and plans at territorial level based on common assessment tools. By developing a transnational assessment framework and a strategy for sustainable and low carbon territories, the project will improve the sustainability of the Alpine built environment. Through objective criteria and indicators, the tools will support in the sutainability assessment of a territory, the definition of objective performance targets, the decision making in planning processes at territorial level and the implementation and monitoring of effective low carbon policies, therefore fostering innovative practices at the territorial level among all stakeholders. Main outputs include: a generic transnational assessment framework for assessment at territorial scale, a set of harmonized, regionally contextualized assessment tools for territories, a guideline for the implementation of assessment tools in policies and territorial plans, a toolbox for the adoption of strategies for sustainable and low carbon territories, the creation of Local CESBA Committees. The CESBA Alps project will be part of the transnational CESBA initiative, ensuring the durability and transferability of results across Alpine space regions.

Achievements (EN):

Sustainable development has to be reflected at local level. At the same time, the local level must be in line with the sustainable objectives defined at national and European level. The CESBA Alps project generated the first tool for sustainable development assessment of territories using a common methodology and a list of 280 indicators, which allow reflecting local standards and degrees in the sustainability field defining for each assessment criterion a territorial performance scale. Moreover, CESBA Alps defined 18 Key Performance Indicators in line with the UN 2030 Agenda and the goals of the EU strategy for the Alpine region (EUSALP) to assess the sustainability territories performance at transnational level.

Expected Results (EN): Level of Implementation of low carbon policy instruments

Expected Outputs (EN):

The availability of assessment and support to decision tools, will facilitate the implementation of innovative and efficient low carbon strategies and policy instruments. Current policy instruments are generally based on qualitative indicators. The possibility to implement in the policy instruments, by means of the new assessment tools at territorial scale, measurable, verifiable and reliable indicators will increase the quality and level of implementation of low carbon policies.
