Description (EN):

This project develops planning tools that enhance the use of participatory techniques, and gives assistance for decision makers concerning land use planning and natural resource governance. Concretely, the development of participatory tools such as participatory GIS (PPGIS) is needed. Until now, these tools have been developed for urban areas and utilized successfully. However, the challenges of the use of the tools in rural areas are the following how to reach various stakeholders in sparsely populated areas, and how to make especially socio-cultural as well as indigenous and local knowledge spatially explicit. In addition, the challenge is how to apply information technology dependent participatory methods for remote regions. The project will work with stakeholders in such livelihoods as herding, tourism, recreation, forestry, agriculture, mining and energy production. The focus is in local, as well as in indigenous, residents’ knowledge. Objectives The project objectives are to combine and disseminate of the best practice knowledge, and increase local acceptance and participation mechanisms in different nature-based industries, and, amalgamate indigenous and local knowledge into land use planning.

Expected Results (EN): Preparedness of responsible authorities in remote, sparsely populated areas for environmental management in relation to climate change and impacts of new investments in exploitation of natural resources

Expected Outputs (EN):

BuSK develops methods and practices together with stakeholders in order to improve the collection and utilization of locally relevant knowledge in land use management planning and decision making. The practical aims are to develop possibilities for citizen participation through tools such as PPGIS and to develop the PPGIS method itself for the use by communities in remote and sparsely populated areas with often limited technical communication systems. Another outcome will be criteria for a social license that can be applied to the fields other than mining where the concept already has been adopted. Thirdly, guidance to regional and local decision makers in selecting relevant information from the abundance of knowledge will be given. The information collected in BuSK through participatory methods and the development of a PPGIS resource will be valuable in two ways: it will inform local stakeholders the ways in which data for land use planning is generated and interpreted, and secondly, it will give planners and policy makers greater insights and better preparedness to the knowledge of local stakeholder groups' traditions of land use that may be affected by planned activities. The usable and practical products and services from the BuSK project are thus within the core of Program results sought in Priority axes 4, i.e. development and transfer of decision making tools that on one hand help local authorities to deal with sustainable environmental management, and on the other hand develop governance concepts that help to involve all groups of local communities in decision and policy making processes. BuSK products and services also help to make cultural heritage values and cultural ecosystem services better visible and spatially located in planning process.
