Today’s geopolitical situation and EU’s Trans-European Transport Network's (TEN-T) regional initiative Rail Baltic are linking the region’s railway sector’s needs closer together than ever. Due to the cross-border nature of the railway transport and joint need of regional enterprises for further integration with European Railway system the project aims to reduce fragmentation of railway VET in the region. Cross-border cooperation enables the educational institutions of the 3 Central-Baltic countries to achieve the necessary methodological strength to develop integrated approach on how the VET institutions can help the regional railway enterprises to fulfil the requirements of European common railway network. With the joint effort of all the major railway VET providers in the region the project aims to jointly develop aligned specialisation modules that take into account the needs of the regional labour market, covering regional aspects and the EU directives. 5 multipurpose specialisation modules will be designed to be usable both for full degree obtainers and for in-service training programs. By reducing fragmentation of railway education through jointly developed regional specialisation modules the project aims to contribute to the programmes objective of development and further integration of the Central Baltic labour market. Aligned modernised specialisation modules will significantly improve the quality and cross-border cooperation abilities of the future workforce in the railway sector.

Achievements (EN):

EDU-RAIL - harmonization of VET programs in railway engineering, transport and logistics: During its lifecycle, project EDU-RAIL tackled the fragmentation of VET in the field of railway engineering, transport and logistics in the Central Baltic region by aligning five specialization modules. The modules, 15 ECTS each, were developed by project partners in Estonia, Latvia and Finland. The study modules take into account the regional labor market needs, including joint regional aspects and the shared challenges related to the further integration with the European Railway system. This resulted in the development of: 1) Jointly harmonized and modernized specialization and teaching methodology and study modules for railway engineering and logistics. The modules are used by partner organizations in Estonia, Latvia and Finland both for full-time students and by in-service training programs. The modules will be disseminated to other railway education institutions in the neighbouring countries of the CB region. 2) Teaching and study materials necessary to carry out the modules. 3) E-learning methodology and e-learning materials to carry out the modules, with the support of the partners’ e-learning platforms. 4) A teaching methodology for using railway simulators. 5) A plan to use a common study environment aimed at enhancing regional cooperation and a more efficient use of resources in each partner organization.

Expected Results (EN): R4.2. Increased share of aligned vocational education and training (VET) programmes in the Central Baltic region

Expected Outputs (EN):

The main results of the project are 1. 5 jointly developed harmonised and modernised specialisation modules (5-20 ECTS) and teaching methodology for railway engineering and logistics VET, that take into account the needs of the labour market, covering regional aspects and considering EU directives. The modules will be used by partner organisations both for full-time students and for in-service training programs and will be disseminated to other railway education institutions in the neighbouring countries of the CB region in order to facilitate common understanding and cooperation. Graduates of these harmonised and modernised modules will significantly improve the quality of the workforce in the regional railway sector and thus facilitate common understanding that leads to smooth and interoperable cross-border transportation within the common railway transport area. 2. teaching and study materials necessary to carry out the modules3. e-learning methodology and e-learning materials to carry out the modules, with the support of partners'' e-learning platforms4. developed teaching methodology for using simulation tools5. common study environment usage plan to enhance regional cooperation and more efficient use of resources of each partner organisation The project contributes to the programme result indicator „More aligned vocational education and training programmes in the Central Baltic region“ by reducing fragmentation of railway education in the region by harmonising railway engineering and logistics VET programs. Cross-border cooperation enables the educational institutions to achieve the necessary methodological strength to solve together complicated regional VET problems and raise the quality of railway VET through aligned program.
