Description (EN):

If EU energy efficiency targets are to be met, concrete and widespread policy level improvements are needed in European regions. Buildings are among the main sectors identified as being responsible for Europe’s emissions, so policy actions must start there. To face this challenge, REBUS brings together 8 partners from 8 countries (7 addressing a policy instrument and 1 Advisory), who share the same need for improvements in policy to promote energy efficiency in public buildings. The overall objective of the REBUS project is to improve the capacity of public authorities in European regions to undertake efficient renovation works of their public building stock, thus saving energy and public resources. The huge potential for energy savings in the public building stock is hampered in each phase of the local authority energy renovation process: planning, implementing and monitoring. These problems all stem from a basic need in public authorities: to raise awareness and build skills on energy related issues among civil servants. REBUS uses interregional exchange among regions with a varied level of development on this issue, together with communication and engagement activities to develop Action Plans resulting in: - Improved policy instruments (6 ERDF ROPs, 1 Environmental Programme) - Improved skills at individual, organisational and regional level - Involvement and engagement of stakeholder to create a system, in which improved approaches are understood, supported and disseminated. REBUS assists the public sector and contributes to EU policies on energy efficiency by providing means and instruments to design an Energy Renovation Path for public buildings grouping Good Practices identified, analysed and exchanged by partners. Thanks to the REBUS communication strategy, EU Public authorities, who share the common problem behind implementation of EU legislation on energy efficiency, benefit from the project approach to improve their energy policy content and management.

Achievements (EN):

In terms of activities, the project has organised a total of 78 policy learning events. It has also identified 13 good practices, produced 7 action plans and led to the increased capacity of 159 people. In terms of results, the project has succeeded in improving 11 regional development policies for a total amount of funds influenced of EUR 8,139,410. 96.

Expected Results (EN):

The overall objective of the REBUS project is to improve the capacity of public authorities in European regions to undertake efficient renovation works of their public building stock, thus saving energy and public resources. REBUS supports local authorities in designing an energy renovation path (ERP) for planning, implementing and monitoring renovation works in public buildings. In planning, a lack of reliable information, skills and effective decision-making structures hinders the process of prioritising buildings to be renovated. In implementation, it affects the public tender process and subsequent works. In monitoring, it leads to difficulties in selecting/using tools that can monitor impact and consumption. The REBUS ERP, developed thanks to interregional exchange, helps public authorities to improve the following aspects of their energy policy content and management: - raise awareness on potential savings/ efficient use of resources; - collect feedback and stream line data on energy efficiency needs in the public buildings; - use this feedback to select buildings for renovation; - draft tenders for renovation works that include energy efficiency baselines, targets and monitoring measures; - manage the buildings in a more efficient way after renovation. In this context and using interregional learning and stakeholder engagement, project sub-objectives are: - to improve skills on the above topics at individual (staff from spatial planning / legal departments; policy makers), organisational (local/regional public authorities) and regional (stakeholders e.g. energy agencies, construction sector) level. - to design, start implementing and monitoring Action plans detailing local application of the ERP and developed on the basis of the experiences shared within the partnership and analysed to design their transfer process - to ensure dissemination of project results among relevant EU networks thanks to Policy learning Platform and REBUS communication tools.

Expected Outputs (EN):

The REBUS project produces the following outputs: - 7 local stakeholder groups created and run according to the specific needs of each territory involved in the partnership (e.g. specific involvement methods, targeted actions, etc.). - 12 Good Practices identified thanks to cooperation with local stakeholders during the context analysis phase and exchanged with partners to identify means of transferring them . - 80 staff members with increased capacity on the topic of renovation in public buildings, who share knowledge within their organisations . - 120 stakeholders with increased capacity on the topic of renovation in public buildings, who are involved in all phases of project implementation . - Documentation from 7 interregional exchange events including –study visit reports drafted by the organising partner collecting information on the visit and the feedback obtained during the study visit workshops; list of dos and don’ts developed after each knowledge café section; report of staff exchange; meeting minutes, which include presentations from the Bilateral exchange rounds. - 1 Energy Renovation Path (ERP), collecting Good Practices identified, which include guidelines on planning, implementing and monitoring renovation works in public buildings . - 7 Action Plans developed in cooperation with the relevant Managing Authority during phase 1 and monitored during phase 2 and detailing means for local implementation of the ERP. - 1 website personalised and updated on the INTERREG EUROPE page. - 1 project intranet to share documents among partners and local stakeholders . Thanks to the activities undertaken by the REBUS partners and the outputs delivered, the project will achieve the following results: - 7 Policy instruments improved in partners’ regions. - 7 improved paths to undertake energy efficient renovation works in public buildings thanks to the GPs identified, exchanged and transferred . - Clustering of EU experiences on the theme thanks to the participation in the Policy learning platform. - Widespread awareness on the topic of energy efficiency in public buildings and its link with monetary and natural resources saving . In the medium and long term, the REUBS activities help achieve the goals set in the Europe 2020 strategy thanks to the reduction of energy consumption in public buildings and the consequent better use of public resources that can be redirected towards productive activities.
