There is a strong cross-border challenge for vocational training of emergency skills in maritime transport in Central Baltic area, due to needs in employment, due to increase of risks and due to new technology, such as IT-based ship emergency advisory systems and intelligent medical equipment. The overall objective is in harmonizing and developing courses of skills in maritime emergency management, medical treatment and occupational safety. The beneficiaries are in the maritime (seaman, deck officer, maritime engineer) and nursing (registered nurse, emergency care nurse and public health nurse) education institutions. The expected improvements in education and safety are significant, and will therefore attract continued use. The participants will get excellent professional skills, and also are able to get international certification from the courses when applicable. Further, the results help the local employees in entering the European and international labor market. The development approach is based on surveys of the state-of-art in the maritime transport chain. Based on the results, the main outputs will be three Work Packages (Emergency Management, Maritime Medical Treatment and Occupational Safety Onboard) with total of 9 courses of different lengths (2-8 ECTS). The courses will be built, pilot tested and improved cyclically during three years with the target groups. Distance learning, especially onboard, will be easier than before. The courses can be updated easily and can be distributed in larger area than before. For radical improvement of education, a cross-border approach is needed as the shipping industry has become highly multinational, and the teething problems in education cannot easily be solved on the national level. The innovative co-operation between medical and maritime institutes in the project has a broad impact on CB Programme Regions, who have at least 68 vocational schools giving education of the project topics. Information added on 2020-05-14, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): To increase efficiency dealing with emergencies at sea and for a smoother mobility of personnel across-borders, Central Baltic project OnBoard-Med piloted and tested a series of cross-border oriented courses aimed at equipping personnel on-board of ships with knowledge about on-board medical treatments and occupational safety.

Expected Results (EN): R4.2. Increased share of aligned vocational education and training (VET) programmes in the Central Baltic region

Expected Outputs (EN):

The project encompasses a sizable part of emergency training in professional level degrees of maritime (seamen, deck officer, maritime engineer) and nursing (registered nurse, emergency care nurse and public health nurse) education, i.e. six VET curricula. The main results are as follows: 1) 9 vocational courses of various sizes in emergency skills in medical treatment, occupational safety and maritime safety for emergency crews, ships’ nurses, nautical and engineering professionals 2) Improved mobility of the workforce who with their harmonized training can easily adapt to new situations in Central Baltic enterprises but also internationally. 3) Improved employment possibilities for youth and adult learners attending the programs, as they will easier obtain the mandatory certificates needed in their professions. 4) Distribution of the harmonized educational materials for use in medical and maritime institutes in all Central Baltic countries. 5) All results contribute significantly to the existing national educational practices, and therefore attract continued use and further development. In addition, the results help the local employees to enter the European and international labor market. 6) Outstanding result and output: The project has a broad impact on the education in CB Programme Regions (also to CB countries as a whole), who have at least 68 vocational schools giving education of the OnBoard-Med topics, many in nursing. All of these will get direct benefits from the project, as they will receive the aligned results: the course contents and the harmonized educational materials that the project will create.
