Deviant sexual behaviour (DSB) is a problem for roughly 10% of the population, and a half of it poses a societal threat and needs to fought with. Modern approach to this challenge is to apply curative-punitive measures and ensure the social inclusion and participation in the labour market of people with DSB as widely as possible. At the same time, the existing services have to be improved. The main objectives of Project are: 1) To improve knowledge, exchange good practices and enhance the capacity of professionals working with persons with DSB to detect, intervene and handle relevant cases professionally, effectively and efficiently and to enhance the possibilities for DSB to receive adequate counselling, and, 2) To provide DSB with relevant and adequate counselling that will increase their social inclusion and enhance their possibilities to participate in the labour market. The following activites will be carrioed out: 1) comparative analysis of DSB counselling needs, 2) development and implementation of training and networking seminars, 3) piloting of counselling for DSBs and their close ones. As a result - counselling services are available for the DSB and that they are delivered professionally and with high quality, taking into account the peculiarities of different types of DSB and the situation in each country. For this, 80 specialists will be trained to provide relevant counselling; - DSB have sufficient possibilities in the CB region to obtain adequate and relevant counselling provided by professional specialists that will decrease the DSB committing actions that stigmatize them or are illegal / criminal and help them thus to participate in the society and working life despite their illness. For this, 2000 DSBs and their family members will be counselled. Project will be implemented by Estonian Sexual Health Association, Estonia and Sexpo Foundation, Finland.

Achievements (EN):

DSB strenghtened social inclusion of people with deviant sexual behaviour: The main objective of the project was to strengthen social inclusion of people with deviant sexual behaviour (DSB). During the implementation, the project offered counselling services both for people with deviant sexual behaviour and their closed ones. Altogether 873 people got counselling whether though online or phone call services which were provided by partner organisations. Project also organised training for professionals who are working with people with DSB. Totally, 292 professionals with different backgrounds (social and youth workers, psychiatrists, psychologist, police and probation workers, child protection specialists, sexual health counsellors etc.) participated in the trainings. Trainings focused on how to provide adequate and relevant counselling to DSB. Training themes included for example topics like sexuality in general, different types of DSB, main associated problems and common intervention, as well as therapy methods; how to detect possible DSB among clients and how to approach the person; how to establish trusting relationship with DSB etc. Amongst the other activities, the project also implemented a media campaign to raise knowledge about DSB. The campaign´s main purpose was to inform the target group about counselling services and channels where they can get help and advice. Through these activities, the project aimed on decreasing of social exclusion of DSB and increasing the inclusion of DSB into the labour market.

Expected Outputs (EN):

The main results of the project are: • DSB have sufficient possibilities in the CB region to obtain adequate and relevant counselling provided by professional specialists that will decrease the DSB committing actions that stigmatize them or are illegal / criminal and help them thus to participate in the society and working life despite their illness. In the project, up to 40 specialists working with DSB will be trained in total for 120hrs, 2 cooperation networks established (1 in Finland, 1 in Estonia). • DSB in the CB region have received adequate and relevant counselling that has increased their social inclusion and enhanced their possibilities to participate in the labour market leading to DSB being actively involved in the labour market (having found a job, participation in active labour market measures etc). For this purpose different supportive services (labour market counselling, certain types of labour market training etc) for the target group will be oragnised in the project. In the project, 2000 DSB and their close ones will have participated in the counselling activities (1200 in Finland, 800 in Estonia). Approximately 200 people will participate in receiving the supportive services. The results contribute to the programme result indicator of “communities with improvements“ through involving directly 1200 DSB into the socioeconomic activities of the region and indirectly 800 close-ones of DSB.
