Description (EN):

TRINNO brings together 5 pro-active regions (4 learning /1 Advisory) to address a common challenge. In areas suffering from effects of the economic crisis, traditional industrial models cannot compete. Partners note the need for a dynamic business support system, helping enterprises and aspiring entrepreneurs to apply benefits of digital innovation (digital manufacturing, Internet of things, big data, etc) to traditional sectors. The overall objective is to promote competitiveness in EU regions through improving policy instruments for business support systems that focus on applying digital innovation in the local economy. Changes are expected to policy instruments (ERDF ROP, measures for SME competitiveness) and, in turn, to local business support systems. Partners exchange Good Practices (GP) to improve projects financed by the policies and provide input to possible management improvements. They achieve this with an interregional learning approach starting from 2 GP (Barcelona business support ecosystem / Tuscan measures to promote innovation in traditional manufacturing) and integrating them with experiences from other partners. Using workshops, visits, staff exchanges and communication, partners develop Action Plans that result in; • Improved policy instruments, focused on business support ecosystems merging the traditional economy with innovative models/tools; • Better targeted funding for business support; • Increased capacity among partner staff and political/technical stakeholders; • Consolidated partnerships of technical / policy stakeholders, maintained as part of the business ecosystem. Policy makers, business support providers and end beneficiaries (enterprises/aspiring entrepreneurs) will benefit. TRINNO lays the foundations for a system to support local economies by taking advantage of digital innovation. A new generation of highly trained business support actors will be able to support a new generation of innovative workers in traditional sectors.

Achievements (EN):

In terms of activities, the project has organised a total of 62 policy learning events. It has also identified 9 good practices, produced 4 action plans and led to the increased capacity of 55 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 26,739,050. 64.

Expected Results (EN):

TRINNO’s overall objective is to promote competitiveness in EU regions through improving policy instruments for business support systems that focus on the application of digital innovation (products and process) in the local economy. Sub objectives mirror our approach (C4), dealing with the 2 main components of our proposal (business support / link between traditional, local economy and digital innovation) in turn. These sub-objectives relate to real needs identified by each partner region, which they address through interregional cooperation and involvement of stakeholders necessary to improve policy and implement concrete actions for business support. We use interregional learning between partners and stakeholders to: • identify the necessary components of a business support ecosystem in participating regions and define measures within a regional Action Plan for its creation (in Szeged, where the new ELI development requires a new business support service) and upgrading (in Tuscany (Arezzo), where Lead Partner runs an Polilab Hangar for business support, North and Western Ireland, where Partner 4 runs business support services, Heart of Slovenia where Partner 6 runs a business one-stop shop); • identify specific ecosystem components necessary to promote digital innovation in the local economy, and define measures in the regional Action Plan to introduce / develop these components (in all participating regions, with variations in terms of: digital innovation speciality e.g. Lazer in Szeged, 3D printing in Arezzo; and types of companies targeted e.g. artisan companies in Arezzo, Northern and Western and Heart of Slovenia, local ELI suppliers in Szeged); • check feasibility of Action Plan measures, before implementing and monitoring them (project Phase 2) over a 2 year period (all participating regions); • contribute to the Policy Learning Platform, making the results of our project available and contributing to EU wide capacity building and policy learning.

Expected Outputs (EN):

The concrete outputs of our project are: • 9 participative Interregional Learning events, promoting 4 learning levels (in Phase 1 and 2), and 4 staff exchanges (1 per region) for a total of 13 Interregional Events; • min.10 Good Practices shared (2 - Barcelona Ecosystem / Tuscany traditional-innovation, identified in application phase; 2 further GP per region identified during exchange - total 8) and analysed for transfer to other regions as part of regional Action Plans; • 4 stakeholder groups created and active in all project stages (1 per region), involving political (MA of policy instruments, local authorities) and technical stakeholders (business support organisations, chambers of commerce, job centres, development/innovation agencies, incubators/start up hubs, universities/research centres); • 4 regional Action Plans describing how results of interregional learning will be used to improve policies for business support linking tradition and digital innovation, designed by the end of Phase 1, then implemented and monitored in Phase 2; • 1 targeted and efficient communication strategy, on-going throughout Phases 1 and 2 of the project and engaging all target groups (policy makers, technical stakeholders and end beneficiaries - enteprises and aspiring entrepreneurs, including HEI students). Our outputs, and the process of interregional and regional learning designed to create them, lead to our expected short term results: • Improved policy instruments in 4 European regions, focused on business support ecosystems helping to merge the local, traditional economy with innovative models/tools; • More and better targeted funding for business support in the specific field of interest in 4 European regions (see result indicator for overall amount of funds influence, which should leverage further public/private investment; • Increased capacity in design, implementation and monitoring of policy instruments among min.15 people per partner region (partner staff and political/technical stakeholders – total min.60 people); • Consolidated partnerships of technical / policy stakeholders in 4 European regions, based on local stakeholder groups created during TRINNO and maintained as part of the business ecosystem; • Greater awareness among general public and EU regions/representatives on potential to merge traditional skills in the local economy with innovation. Mid/long term results are linked to the overall objective of promoting competitiveness through improving policy instruments for business support, particularly related to application of digital innovation in the local economy. By improving identified policy instruments, thanks to Action Plans and in a climate of cooperation, partner regions lay the foundations for a system that supports the local economy by taking advantage of innovation potential. A new generation of highly trained business support actors should be ready to support a new generation of innovative workers for traditional sectors.
