Description (EN):

RETRACE addresses the EU challenge of transitioning towards a Circular Economy following the priorities set up by the “Flagship Initiative for a Resource-efficient Europe” for a shift towards a resource-efficient, low-carbon economy to achieve sustainable growth as enshrined in Europe 2020 strategy and the EC Communication “Towards a circular economy: A zero waste programme for Europe”. RETRACE partners deem that the adoption of more systemic approaches at territory/regional level can play a leverage effect in such transition. Specifically, the Systemic Design approach seeks to create complex industrial systems. It aims to implement sustainable productive systems in which material and energy flows are designed so that waste from one productive process becomes input to other processes, preventing waste from being released into the environment. RETRACE’s main goal is to promote the adoption of Systemic Design as a method allowing regional and local policies in their transitions towards a Circular Economy, focusing thus both on a territorial/regional policy perspective and on systemic approaches for a Circular Economy. To that end, RETRACE will achieve the following outputs and results: - Development of 5 regional/national holistic diagnoses. - Identification and exchange of 30 good practices in 5 target policy areas. - Holding of 7 interregional exchange of experience activities with participation of 182 stakeholders and partners. - Engagement of 5 regional/national stakeholders groups all along the exchange and strategic thinking process leading to the definition and implementation of 5 Action Plans. - Outreach of politicians and policy-makers with specific activities and publication for increasing the ownership of process at target policies and RIS3 level. - Issue of policy recommendations and road map for the adoption of method and good practices by other EU regions.

Achievements (EN):

In terms of activities, the project has organised a total of 50 policy learning events. It has also identified 51 good practices, produced 5 action plans and led to the increased capacity of 78 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 20,241,016. 78.

Expected Results (EN):

RETRACE’S main goal is to foster and promote the adoption of Systemic Design as a method allowing regional and local policies in their transitions towards a Circular Economy. It looks for improving the policies and capacities of EU regions in the adoption of systemic approaches leading, ultimately, to the further identification of synergistic opportunities and models and to an increase of the absorption capacity of companies in their implementation. Specific Objectives: • To provide methodological tools for regions to adopt Systemic Design approaches at territory and cross-sectorial level. • To exchange and disseminate good practices in the field of Circular Economy, 1) allowing the adoption of systemic approaches for holistic assessment of new business opportunities and models, and 2) increasing the absorption capacity of companies in their implementation. • To lead strategic thinking processes with all relevant stakeholders, organised around Stakeholders Groups, leading to the adoption of Action Plans with specific proposals of improvement of existing regional policies, programmes, or instruments. • To implement and evaluate the impact of Action Plans • To contribute to the regional smart specialization strategies of partner regions, thanks to the identification of new business opportunities and models coming up from the strategic reflection following a Systemic Design approach. • To raise awareness among politicians and policy-makers in the tangible benefits for a transition towards a Circular Economy. • To deliver a Policy Road Map, making visible the benefits of adopting systemic approaches. • To disseminate project results at the widest level, looking for synergies with other INTERREG EUROPE related projects and existing networks and initiatives in the Circular Economy field. • To contribute with good practices, policy briefs and recommendations to the INTERREG EUROPE Policy Learning Platform on Environment and Resource Efficiency.

Expected Outputs (EN):

Main Expected Outputs: - 5 regional Holistic Diagnoses with assessment on the potential connections and synergies of the territorial natural/environmental assets of the 5 target region, the systemic links of 3 priority industrial sectors to their regions and a self-assessment on policy gaps. - 5 Stakeholders Groups created and engaged: 50 people. At least 4 meetings at each region on Phase 1 (once a semester) and 2 meetings in Phase 2 (once a year). - 7 interregional events organised to exchange experience: 5 Field Visits and Peer Review workshops to the 5 partner regions and 2 Field Visits of 2 good practices identified outside the partnership of interest to the partnership in Scotland (UK) and The Netherlands, completing the scope of partners' good practices: participation of 26 partners and stakeholders at each: 182 people. - 30 Good Practices identified in 5 different policy areas. - 5 Regional/national Action Plans + 5 Annexes with project impact and recommendations into RIS3 + 5 Annexes with Monitoring Plans for impact assessment. - 5 Policy Briefs targeting politicians and policy-makers with tangible benefits and potential impact - 10 regional Dissemination Events held (2 Dissemination Events at each region, S1 and S4): 400 attendants. - 2 interregional Dissemination Events held (Brussels at S4 and Slovenia at S7): 200 attendants. At least 20 politicians and policy-makers engaged on Policy Panel at last event. - 3 publications produced and disseminated to different target groups: a) “RETRACE Method for Systemic Approaches on Circular Economy” aimed at regional policy-makers and policy-managers. b) “RETRACE Good Practices Guide on Systemic Approaches on Circular Economy” aimed at policy-managers, companies, industries, NGOs, society. c) “Policy Road Map for a Systemic Approach on Circular Economy”: aimed at politicians and policy-makers. - 200 articles/appearances in press and media and one video with 1.000 views. - 1.240 participants in dissemination events: 10 regional Dissemination Events: 40 people x 10 events = 400 people + 2 interregional Dissemination Events: 100 people x 2 events = 200 + RETRACE active presentation by 8 partners on 2 external events each: 40 people x 16 events = 640 people. - 80 people (30 partner staff and 50 local stakeholders) with increased professional capacity. Main Results: - Policies, programmes and objectives of 5 ERDF/ESF OPs 2014-2020 influenced by RETRACE by the end of the project, with an estimated impact of 2.000.000 €. - 30 exchanged good practices influencing / impacting on target policies. - 5 RIS3 influenced in terms of identification of new smart specialization niche areas, priority of Key Enabling Technologies and new business opportunities resulting from transitioning towards regional systemic approaches.
