Description (EN):

The key policy instruments linked to Investments and Growth are managed mostly from the main cities (regional or national capitals), often disconnected to rural areas, and have less impact in areas of lower population density, in particular the actions towards innovation of the SMEs. The promotion of entrepreneurship spirit has also to be further developed in rural areas, and in particular the promotion of new niches of business opportunities, such as “Energy, Environment, Eco-industries, ICT or Social Innovation”. Rural SMEs aims at improving the policies on regional support systems for entrepreneurs through exchange of experiences and identification of good practices, implementing the lessons learnt in regional action plans to increase the creation of innovative SMEs in rural areas, but also supporting those which are already established to introduce innovation in their dayly activity. To achieve this goal the project envisages the identification, transfer and adoption of projects, measures and policies that would contribute to find out solutions to key challenges that face business development in less populated areas, such as: access to finance; communication and logistics; access to knowledge; innovation services support. In particular, and through the organization of 7 Study visits, 4 Workshops & 2 Seminars, involving the partner’s staff and the relevant regional stakeholders, the project will focus on supporting measures linked to SMEs in all stages of their life cycle to achieve growth and engage in innovation: a) Rural Entrepreneurship (public support, new niches, young entrepreneurs) and b) Innovative Rural SMEs (public support, circular economy, social innovation, etc.).

Achievements (EN):

In terms of activities, the project has organised a total of 65 policy learning events. It has also identified 25 good practices, produced 7 action plans and led to the increased capacity of 79 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 7,760,000. 00.

Expected Results (EN):

Regional policies therefore need to actively support entrepreneurship development and capacity building for business creation and growth. The objective of this new project is thus to analyze opportunities and identify Good Practices (GP), in order to develop new measures that could be implemented in the framework of our respective O.P., to support entrepreneurship and the creation of innovative SMEs in rural areas. In that sense, among our subobjectives we could mention the identification, transfer and adoption of projects, measures and policies that would contribute to find out solutions to key challenges that obstruct business development in less populated areas (access to finance; communication & logistics; access to knowledge; etc.). In particular, the project will focus on supporting measures linked to SMEs in all stages of their life cycle to achieve growth and engage in innovation: : a) Entrepreneurship (public support, new niches and opportunites in sector such as: energy, environment, eco-industries and ICT, young entrepreneurs) and b) Innovative SMEs (public support, ecommerce, social innovation)

Expected Outputs (EN):

In line with the Programmes’ instructions and our project objectives, the key result sought “…is an improved implementation of regional policies and programmes, in particular programmes for Growth and Jobs and ETC, that support the creation, development and growth of small and medium sized enterprises”, in our case, for rural areas. Such policies should positively impact on the innovation of rural SMEs, with particular emphasis on the key needs and gaps (access to finance, access to knowledge, capacity building and, in general, the support to entrepreneurship development for business creation and growth). A) EXCHANGE OF EXPERIENCES: Outputs: - 7 regional SWOT analysis on entrepreneurship and SME support policies (with their impact on rural areas). - 1 Composite interregional SWOT analysis, including the distribution and gathering of 2 joint thematic surveys (1 to SMEs and 1 to stakeholders). - Identification of 28 Good Practices: (50% Entrepreneurship measures) & 50% (support of Innovation for rural SMEs). - 7 Action Plans - 7 Interregional study visits to learn about partner regions’ SME support facilities and entrepreneurship policies. - 4 Interregional Workshops to discuss Best Practices and how to transfer/adapt them to the needs and potential of the different territories involved. - 2 Seminars for experience exchange and capacity building. - 10 Stakeholders meetings per partner (Total: 70). Results: 14 partners staff (2 per partner) + 42 stakeholders (1*partner*6 events) + 28 stakeholders not travelling with increased capacity (knowledge / skills). 7 regions and member states considering integration of project’s policy recommendations. Regarding policy instruments, 6 PI will fund new projects to support services to create innovative SMEs in rural areas, 2 PI out of them will be also improved in terms of governace. Structural changes will be suggested for 1 policy instruments involving less regional funding to a more participatory and efficient approach. B) COMMUNICATION AND DISSEMINATION: Outputs: Updates of web resources, 14 e-newsletters issued (2*Semester (Phase 1) & 1*Semester (Phase 2), 63 press releases (49 P1 and 14 P2), 1 brochure printed in 3500 copies and disseminated in 7 countries, 1 poster printed in 70 copies and disseminated in 7 countries, 7 infodays, 1 Press conference, 1 high-level political dissemination event. Results: 63 appearances on the media, 604 participants in all events, 400 biannual new visits to the project’s website and at least 1960 external stakeholders reached. C) PROJECT MANAGEMENT: Outputs: 1 partnership agreement signed by all partners, 1 evaluation report, 7 steering group meetings (P1), 2 monitoring meetings (P2), 7 progress & 1 final report. Results: Continuous and effective day-to-day administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results within the budget.
