Description (EN):

Nano-technologies and new materials (NMP) are a cornerstone of EU policy for innovation and advanced manufacturing. As one of the Key Enabling Technologies, the EU believes that NMP can reverse negative growth trends in manufacturing and foster growth and jobs. The statement is clear, but the road from intent to transfer, application and exploitation of NMP in manufacturing is long. NMP is dealt with in research. However, the common challenge is ensure that innovation actors cooperate to deliver research results to the manufacturing sector, with subsequent benefits for regional growth. NMP-REG groups partners from 5 regions, who want to face this challenge together. Their overall objective is to improve regional policies for delivery of innovation in NMP to manufacturing. NMP-REG focuses on policy actions that can support innovation delivery, using coordinated action from key players. Changes are particularly expected in projects funded by policy instruments (3 ERDF ROP / 2 other key policy tools for innovation), particularly in cluster support, financing for innovation actors and other horizontal innovation delivery measures. Partners also hope to influence policy management, in terms of monitoring and evaluation criteria for innovation delivery. NMP-REG achieves this through exchanging experiences and Good Practices in a context of interregional activities, communication and stakeholder engagement. Partners develop Action Plans that result in: improved policy instruments, more and better targeted funding, with leverage effect in mobilising private funding; new or improved models for innovation delivery thanks to cooperation across the regional innovation chain. All regional innovation players will benefit. NMP-REG works towards a medium/long-term impact of creating a regional system that can support the manufacturing sector in applying NMP research to create new products / services; create places of work; promote a market for improved and cost efficient products.

Achievements (EN):

In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 13 good practices, produced 5 action plans and led to the increased capacity of 59 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 10,402,557. 00.

Expected Results (EN):

Within the context of promoting Growth and Jobs, NMP-REG’s overall objective is to improve regional policies for the delivery of innovation in nanotechnologies, new materials and new production technologies (NMP) to the manufacturing sector. Application of technical advances in NMPs (materials, technical products, surfaces) to products and processes can improve quality and reduce costs. However, regional policies require improvement to ensure that advances in R&D reach manufacturers and are transformed into growth. NMP-REG focuses on policy actions that support innovation delivery, using coordinated action from key players in regional innovation chains. NMP-REG’s sub-objectives have been designed on the basis of regional needs and are: • To promote interregional learning and subsequent capacity building between partners and stakeholders on regional challenges and good practices (GP) related to policy instruments promoting NMP delivery into the manufacturing sector. Focus is on 3 types of instrument: cluster/collaboration initiatives; financial instruments for companies/ collaborations; horizontal tool for innovation delivery. 3 GPs have been identified (in regions with advanced NMP policy) in application phase: - Tuscan Innovation Poles (particularly nano cluster, funded by ERDF ROP 2007-13); - Flanders Make (strategic research centre for manufacturing, funded by regional government); - NRW state cluster policy (regional funding, which led to creation of partner 5 / other clusters); During interregional exchange activities, further GPs will be identified (at least 1 per type of instrument). • To design, check feasibility (Phase1), begin and monitor implementation (Phase2) of Action Plans for policy improvement on NMP delivery to manufacturing; • To foster networking at EU level on NMP innovation delivery, including sharing of NMP-REG Action Plan guidelines, through the Policy Learning Platform, on line publication and other relevant communication tools.

Expected Outputs (EN):

NMP-REG outputs are summarised as: • 1 exchange hub used by partners and stakeholders to share information, ideas and experiences on NMP delivery to manufacturing (available from project website / connected to Policy Learning Platform); • Reports and documentation from 15 interregional learning events (10 workshops, study visits, good practice group meetings; 5 staff exchanges); • Min 4 Good Practices of successful policy instruments (at least those identified in application phase, potentially others added during project) shared and analysed for transfer to other regions as part of their Action Plans; • 5 regional Action Plans designed by the end of Phase 1, in close cooperation with and approved by regional stakeholders; • 5 updated regional Action Plans, following initial implementation and monitoring by the end of Phase 2; • 1 set of NMP Guidelines for Action Plan Development, detailing the project interregional learning process and shared widely at European level; • Increased capacity in design, implementation and monitoring of policy instruments among average 15 people per region (including partner staff and stakeholders – total 75). Thanks to these outputs and the interregional activities undertaken to produce them, the expected short term results of NMP-REG in relation to delivery of NMP to the manufacturing sector are: • Improved policy instruments in 5 European regions, with relative impact as measured by identified result indicators for each region (specific indicators / amount of funds influenced); • More and better targeted funding in 5 European regions, with increase leverage effect of public funding in mobilising private funding / influencing industries or individual companies behaviour; • New / improved models for innovation delivery thanks to cooperation among actors in the regional innovation chain in 5 European regions (varying per region, including new or improved cluster models; new and better funding instruments; other horizontal measures; • Identification of other European regions interested in applying the NMP-REG results and recommendations (thanks largely to cooperation with ERRIN Network); • Greater awareness on the potential for regional growth thanks to better policies and cooperation among European regions. The mid to long term results of NMP-REG will fit within the overall objective of promoting regional growth. Regions that improve policy instruments thanks to NMP-REG results should be able to: • better support the manufacturing sector in applying NMP research to create new products / services (growth of existing enterprises; creation of new enterprises applying elements of NMP research); • create places of work (within existing/new manufacturing enterprises; within other organisations in the innovation chain, e.g. cluster management bodies); • promote a market for improved (better quality, safer, environmentally friendly) and cost efficient products.
