Description (EN):

GREEN PUBLIC PROCUREMENT TO ACHIEVE GREEN GROWTH: Since April 2016, the new EU public procurement system generates new opportunities for public administrations to incentivise eco-innovation and resource efficiency via green public procurement (GPP), i.e. by applying new environmental criteria in tenders. GPP4Growth regions are called to play an important role, using their purchasing power to choose green goods & services, and promote sustainable consumption & production patterns. PROJECT OBJECTIVE: GPP4Growth brings together 9 partners from 9 countries, involving the managing authorities & regional bodies influencing regional & national policy instruments, to exchange experiences & practices, and improve their capacity on implementing resource efficiency policies that promote eco-innovation and green growth through GPP. EXPECTED CHANGES: Over 7% increase in the number of businesses in partners’ regions, integrating environmental factors and costs when producing goods and/or providing supplies, services and works. Increased capacity of 200 staff of public administrations to effectively implement resource efficiency policies, applying GPP. 10+Meuros of investments unlocked to promote new green products and services development. Increased knowledge awareness of over 1000 stakeholders on the influence of GPP on the adoption of sustainable consumption and production patterns by businesses. MAIN OUTPUTS & BENEFITS: 3 interregional workshops, 2 existing experience visits & 1 regions summit to promote experiences exchanges of partners and stakeholders. 9 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries. 14 policy briefs to transfer GPP4Growth lessons learnt to public authorities beyond the partnership. A digital lifecycle costing (LCC) method and resources for all EU public administrations to allow harmonised application of LCC. 5 thematic studies & analyses on practices that improve effectiveness of GPP.

Achievements (EN):

In terms of activities, the project has organised a total of 75 policy learning events. It has also identified 46 good practices, produced 9 action plans and led to the increased capacity of 188 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 62,000. 00.

Expected Results (EN):

THE OVERALL GOAL OF GPP4Growth: GPP4Growth aims to improve the addressed policies on resource efficiency, incorporating green public procurement to support public administrations and businesses to adopt life-cycle cost approaches and improve the overall management of resources and waste. The project will allow the involved public authorities to share practices and experiences relevant to the benefits and methods for implementing GPP, use of common GPP criteria for key sectors and identification of opportunities to apply GPP to achieve green growth based on regional conditions and challenges. The overall objective is to support the GPP4Growth partners to transfer the lessons learnt into regional policies and action plans. OPERATIONAL OBJECTIVES: 1. Increase the capacity of regional administrations to effectively implement resource efficiency policies, applying green public procurement. 2. Improve the implementation of national/regional resource efficiency policies, providing incentives to businesses to integrate environmental factors and costs when producing goods and/or providing supplies, services and works. 3. Unlock regional/national investments on green public procurement to promote the development of new green products and services. 4. Improve regional actors’ readiness and create knowledge awareness on the influence of green public procurement on the adoption of sustainable consumption and production patterns by businesses operating in the region.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE Outputs: 1 interregional workshop on different GPP approaches. 1 interregional workshop on eco-labels and non exclusive GPP practices. 1 interregional workshop on monitoring green contracts performance and compliance indicators . 2 interregional existing experience visits to on GPP processes and results . 1 regions summit on GPP to allow EU level learning and exchange of experiences . 9 stakeholder groups . 54 meetings with stakeholder groups . 1 digital Life-Cycle-Costing method and resources to allow public authorities apply harmonised LCC methods . 14 policy briefs based on project’s lessons learnt . 9 action plans to improve the 9 policy instruments addressed . 1 needs analysis report to identify the benefits, barriers and opportunities for the GPP4Growth regions associated with GPP . 1 good practice guide on successful GPP cases . 1 report on factors that influence businesses of the key GPP4Growth sectors to participate in green tenders and contracts . 1 comparative analysis report on existing GPP measures, plans and criteria used in the consortium countries . 1 policy recommendations report on the implementation of GPP in the GPP4Growth regions . 45 internal debriefing meetings to allow organisational learning. 1 sustainability plan. Results: 200 staff members from partners with increased capacity (knowledge / skills), 30 regions & member states considering integration of project’s policy recommendations & guidelines, 20 territorial administrations used the LCC tool. As concerns policy instruments, it is expected that the 9 policy instruments addressed by the project will fund new projects for new green products, services and works and will be improved in terms of management, especially integrating or expanding the use of GPP criteria in tenders and lifecycle costing in evaluation of proposals. B) COMMUNICATION AND DISSEMINATION: Outputs: 1 communication plan; 1 website, networking pages, updates of web resources, biannual issues of newsletters, 72 press releases, 1 brochure printed in 5000 copies and disseminated in 9 countries, 1 poster printed in 300 copies and disseminated in 9 countries, 18 infodays. Results: 72 appearances on the media, 1500 participants in all events, 1000 biannual new visits to the project’s website, 1800 followers/funs of project’s networking pages, at least 1000 external stakeholders reached. C) PROJECT MANAGEMENT: Outputs: 1 partnership agreement signed by all partners, 1 operational workplan & biannual updates, 1 quality management plan, 6 steering group meetings, 2 monitoring meetings in phase 2, 8 progress & 1 final report. Results: Continuous and effective day-to-day administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results, 100% of project’s budget correctly spent.
