Description (EN):

Social Enterprises (SE) are drivers of social change that operate on the basis of viable business models, providing goods/services for the market in an entrepreneurial and innovative fashion and using profits primarily to achieve social objectives (European Commission’s Social Business Initiative (SBI) communication). The potential of SE to promote more and better jobs and generate inclusive growth, while addressing major societal challenges is widely recognised, especially after the adoption of the EC’s SBI in 2011. In view of the above, many European regions have in the past years rolled out initiatives to foster social entrepreneurship. The current issue at stake is, however, on how to effectively promote the competitiveness of SE already competing in the market, taking into account that their support needs differ from mainstream SMEs. In effect, SE business support policies are still rare and, when available, fragmented among public authorities. This challenge has motivated RaiSE partners to engage in cooperation and interregional exchange to enhance regional SE support policies to foster competitiveness, facilitating access to markets as well as finance and innovation. 6 regions, with an existing SE base but varied policy contexts, unite efforts to tackle the common challenge. Numerous activities have been structured in Phase 1 to promote active interregional exchange and effective regional stakeholder engagement for joint development of regional Action Plans (AP), as well as EU-wide dissemination. The plans should conduce improvements in the policy instruments selected, delivering new and enhanced services, further specialisation of training and support infrastructure, new funding for cooperation and ventures, etc. They should also conduce to better governance, engaging multiple stakeholders in policy development and implementation. The roll out of the APs will be monitored through Phase 2 over two years. All in all, the project duration is 54 months.

Achievements (EN): In terms of activities, the project has organised a total of 54 policy learning events. It has also identified 20 good practices, produced 6 action plans and led to the increased capacity of 77 people.

Expected Results (EN):

The overall objective of RaiSE is to contribute towards the competitiveness of SE in the EU through improved regional policy development and implementation, enabling specialised business assistance and support. RaiSE particular focus is on promoting growth and access to markets, thereby targeting relatively consolidated SE. In order to reach the overall objective, the project aims to establish a thorough interregional learning and knowledge process, building on existing strategies and current capabilities of the 6 partnering regions and expert advice by P7. The interregional learning process, which engages key regional stakeholders all along the process, shall facilitate joint identification of effective SE assistance and support instruments and improvement of regional policy and governance. In specific, the following sub-objectives have been defined: 1- To promote interregional exchange of experience, pooling regional competences and approaches to deliver opportunities for mutual learning and joint policy development, by means of joint analysis (mapping, surveys, interregional policy studies, etc.), sharing of good practices (GP), exchange (well-planned targeted study visits and staff exchanges), networking RSG and interregional stakeholder meetings and targeted capacity building (interregional thematic workshops - ITW, peer reviews, etc.); 2- To facilitate the elaboration, application and monitoring of Actions Plans (AP) seeking to integrate good practice in regional business support policies for SE competitiveness; 3- To mobilise regional stakeholders, especially those involved in policy-making and implementation but also the wider SE community, making them part of the interregional learning process, while ensuring the effective roll out of the APs; 4- To support dissemination of project activities and results beyond the project partnership, reaching the wide European public.

Expected Outputs (EN):

RaiSE intends to produce the following key outputs: - 6 RSGs set up in each partnering region, serving as an informative & consultative mechanism and promoting project cooperation with and engagement of regional policy makers, but also intermediary organisations participating in SE policy implementation (RDAs, BSOs, incubators, chambers, etc.), and the local SE community. - 6 regional study reports elaborated by partnering regions, comprising the regional mapping of SE & joint surveys identifying existing barriers to SE growth & uncovering business support policy and infrastructure in the region. - An interregional analysis of policy support instruments for SE development elaborated by the advisory partner, with a shared analysis of gaps, strengths & opportunities for policy change as well as a diagnostic of challenges ahead. - 6 interregional exchange activities’ reports elaborated by partnering regions, covering key findings resulting from experiences exchanging & mutual learning. - 3 ITWs organised, dealing with 1) skills enhancement for market access; 2) access to public procurement markets; 3) new business models and strategies for SE growth . - 1 Good Practice Guide (with at least 12 GP). - 6 regional APs developed by the end of Phase 1 as a result of a joint partnership effort, based on the GPG, peer reviews and staff exchanges. The design follows a participatory approach where regional stakeholders are empowered through a significant effort of consultation and negotiation. - 6 follow-up reports on AP implementation, elaborated at the end of Phase 2 on the basis of on-going monitoring and evaluation of regional policy improvements. - Learning progress and results widely disseminated to defined target audiences, by means of website visits, social network updates, periodic eNewsFlashes, publications, joint and clustering activities with other projects, etc. - Enhanced capacity at individual, organisational, stakeholder and external level, counting 37 policy-learning events organised through Phase 1 . These outputs should, all in all, result in policy improvements in the ERDF ROPs and other instruments of the participating regions. Expected improvements are: changes in the governance model of SE support policy, funding made available to facilitate public-private cooperation initiatives and investment, reinforcement of the infrastructure support and specialist advise, etc. In addition, lessons learnt from the cooperation can lead to improvements on the management of ROP/policy instruments, like for example better measures for regional stakeholder consultation in how to support SE development. In addition to the above-mentioned outputs and results, RaiSE should deliver other medium/long-term impacts such as: increased cooperation between SE from the different regions, creating opportunities for market access and/or collaborative innovation, and job creation resulting from improved SE competitiveness.
