Description (EN):

The common challenge addressed by the CLEAN project is how best to meet EU energy efficiency targets for buildings in Europe’s regions. Buildings are responsible for 40% of energy consumption in the EU and the older ones consume between 8 and 12 times as much heating oil as new ones. Nine regions have joined together to address this challenge. The regions are evenly spread across Europe and contains a mix of different climates, city/urban areas and levels of development – less, transitional and more developed. The regions are represented by a mix of regional partners including managing authorities, region/city authorities and energy centres from: Region of Crete (GR), Region of Savinjska (SI), Region of North Karelia (FI), City of Iasi (RO), City of Naples (IT), City of San Sebastian (ES), Region Basse-Normandie (FR), County of Donegal (IE), County of Vasternorrland (SE). The budget for the project is €1.6 million. The objective is for the regions to work together between 2017–2022 to improve the capacity of their policy instruments to increase energy efficiency in housing and public infrastructure by 4%. The expected changes will be better performance in 9 Investment for Growth & Jobs policy measures that address energy efficiency. This will result from greater focus in policy instruments on stimulating effective engagement between public authorities and citizens who own properties, and research centres and companies who can introduce new innovative energy efficiency solutions. The main outputs will be Action Plans, revised governance arrangements for policy instruments, new types of projects supported as a result of interregional learning, and transfer of innovative policy and solutions. This will benefit all stakeholders in each region’s energy environment, i.e. consumers of energy services, suppliers of energy products and services, centres of energy expertise (including innovation) and public authorities (promoters of energy efficiency).

Achievements (EN):

In terms of activities, the project has organised a total of 81 policy learning events. It has also identified 44 good practices, produced 9 action plans and led to the increased capacity of 72 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 8,400,000. 00.

Expected Results (EN):

The overall objective is to “Increase energy efficiency results in housing and public infrastructure by an average of 4% by 2022 as a result of improved measures in ERDF low-carbon policy instruments that will stimulate improved engagement between energy stakeholders in European regions”. Improved measures can include new types of projects supported, improved governance and structural change. “Stakeholders” refers to the following: - Owners: Owners and occupiers of houses, public buildings and/or public infrastructure (i.e., beneficiaries); - Public Authorities: Promoters of energy efficiency policy, including those responsible for policy instruments; - Suppliers: Business providers of energy efficiency products and services; - Innovation Centres: Centers of energy efficiency knowledge, innovation or expertise. “Engagement” refers to the various ways in which the stakeholders interact in the regional energy environment, for example: - Awareness raising about the benefits of energy efficiency measures and/or the financial support available. - Quality or insurance mechanisms devised by suppliers, their representative bodies and public authorities to instill confidence in the quality of energy efficiency products and services. - Actions to encourage suppliers, consumers and innovation actors to work together to introduce new or improved products and services in the regional marketplace (e.g. open innovation). Whilst there are various strategies to reduce energy usage, this project focuses on the increasing the level of demand for energy efficiency policy measures within a region by improving the quality of the relationships or engagement between the different stakeholders, i.e. demand from building occupiers (owners), acceptability of products and services from energy efficiency suppliers, and the ability of energy innovation centres and public authorities to work together with building owners and companies.

Expected Outputs (EN):

PRE-DEFINED RESULT INDICATORS: The project will address 9 Growth & Jobs policy instruments (1 per region). All 9 policy instruments address ERDF Thematic Objective 4, i.e. Supporting the shift to a low carbon economy in all sectors. Estimated amount of Structural Funds influenced by the project: A target of € 20 million has been estimated across the 9 regions. This is based on a realistic assessment by each partner, taking into account the total amount dedicated to the relevant measure, the size and population over which the partner has influence and the likely budget of a potential project. The total estimated dedicated across the 9 regions is estimated at €142.7m made up as follows: Donegal €10m; Basse-Normandie €30m; Mellestra Norrland €8.7m; Naples €25m; San Sebastian €11.4m; Crete €23.6m; Savinjska €3m; North Karelia €16m; Iasi €15m. SELF-DEFINED POLICY INDICATORS: In the case of all 9 policy instruments, the self-defined policy performance indicators relate to the number of buildings that benefit from energy measures as a result of policy changes. Buildings can refer to houses, public buildings or infrastructure depending on policy instrument and region. The target for houses is larger than for public buildings. OUTPUT INDICATORS: Policy Learning Events organised (68): 5 interregional thematic seminars/study visits (in Phase 1 back-to-back with partner meeting 1,3,4,5,6); 1 launch conference/study visit (in Phase 1 back-to-back with Partner meeting 2); 6 staff exchanges (in Phase 1 - each region will participate in a maximum of 3 staff exchanges); 54 stakeholder meetings (6 per region in Phase 1); 2 partner meetings (Phase 2). Good Practices identified: 27 are targetted during the exchange of experience process (an average of 3 per region). Only practices, located in the partnership area, that have been individually analysed and validated as valuable to the project will be included. 11 have already been identified. People with increased professional capacity: 72 people are targetted to attain increased competence as a result of the interregional learning process (an average of 8 per region). This figure will only include persons who were actively involved in the exchange of experience process (e.g. partner staff and active stakeholder group members). Action Plans developed: 9 will be developed (1 for each policy instrument addressed). Appearances in media: 90 appearances in press, radio, television, news websites, online portals, blogs, etc. This is based on realistic targets of 10 per region (i.e. 2 per year). Appearances on partner websites and own publications will not count towards this indicator. Average number of sessions at the project pages per reporting period: 2000 (based on an average of 11 sessions per day per reporting period).
