European regions can contribute to EU industry renewal, competitiveness and internationalization through new ways of industry-led interregional cooperation and by leveraging and developing their own areas of industrial specialisation in relation to those of other regions. Within the Vanguard Initiative New Growth through Smart Specialisation, the S34Growth partners have been pioneering a new approach to European industry-led interregional cooperation since late 2013. As regions desire to leverage their own strengths in combination with innovation capacity in other regions interregionally, the existing policy structures and financing frames need to be improved to suit these interregional ambitions. The main objective of the S34Growth project is to develop and improve existing regional policy instruments to facilitate interregional collaboration, which in turn will support the renewal of Europe’s industry and competitiveness. The project focuses on industrial innovation related interregional collaboration. The project will engage ten European regions from 8 EU countries, as well as businesses, universities and other innovation actors from the regions, in innovative policy-learning, exchange of experience and co-creation activities. S34Growth activities build on an innovative methodology (learn, connect, demonstrate, commercialise) identified within the Vanguard Initiative, which consists of regional stakeholders learning from each other, connecting the organisations and activities, and moving on to demonstration projects with the ultimate goal of improving commercialisation and product and service development processes. As the main result of the S34Growth project, an innovative interregional element to the addressed regional policy instruments is developed, supporting the interregional, co-specialization approach to smart specialisation, and to be easily replicated at any domain and anywhere in Europe.

Achievements (EN):

In terms of activities, the project has organised a total of 87 policy learning events. It has also identified 23 good practices, produced 10 action plans and led to the increased capacity of 65 people. In terms of results, the project has succeeded in improving 8 regional development policies for a total amount of funds influenced of EUR 36,301,750. 00.

Expected Results (EN):

Overall objective: To develop and improve existing regional policy mechanisms and instruments to facilitate interregional collaboration which in turn will support the renewal of Europe’s industry and competitiveness. The focus is on improving the policy framework in order to be able to test and mainstream a methodology for industry-led interregional cooperation - following the S3 principle - that can be easily replicated at any domain anywhere in Europe. Sub-objective 1: Developing an interregional approach to S3 To identify good practices and propose novel solutions to help regional policy makers to improve and create mechanisms within current and future policy instruments supporting innovation actors to actively engage in interregional activities with relevant value chain partners. This will prepare the next generation of S3, which needs to break out of its regional focus and to be based on shared European strategic goals that valorise the specialisation of different regions. Sub-objective 2: Building globally competitive industrial value chains. To promote policy instruments that will enhance cooperation practices between regional clusters and innovation actors throughout the EU to establish common strategic goals and to exploit synergies and complementarities to fill the gaps in their value chains in order to lead global competition in current and future industrial markets and technologies.

Expected Outputs (EN):

As the main result of the S34Growth project, an innovative interregional element to the addressed regional policy instruments (10) is developed, supporting the interregional, co-specialization approach to S3, and to be easily replicated at any domain and anywhere in Europe. In S34Growth, the focus is on industrial innovation related interregional collaboration supporting the renewal of Europe’s industry and its competitiveness. Further as a result, S34Growth improves awareness and capacities of policymakers in the participating regions, as well as in other European regions, on how to incorporate interregional collaboration in the current and also future regional innovation policy instruments and in the implementation of smart specialization strategies, as well as on how to support regional stakeholders to actively engage in interregional activities with relevant value chain partners. With regard to stakeholders, the project results in improved awareness and capacities among regional clusters and other innovation actors in the participating regions and throughout the EU on the utilization of the new interregional cooperation instruments, as well as in improved cooperation opportunities between them by exploiting synergies and complementarities to fill the gaps in their value chains. 10 regional action plans focusing on the improvement of the addressed policy instruments are the main outputs of the project. Other outputs contributing to the above S34Growth results, and to the main outputs, build on the methodology (learn, connect, demonstrate, commercialise) identified within the Vanguard Initiative (VI), and are mainly planned and delivered in connection with the project’s On-Site Deep Dive (OSDD) interregional policy learning and exchange of experience concept. As the first output, facilitating the interregional learning in the OSDD process, an analysis of the state of play of the current policy frameworks will be carried out. Following the partners’ learning needs focused OSDD planning process, 10 OSDD visit programmes will be organized, one in each partner region. Each OSDD visit consists of three sub-activities: policy accelerator, co-creation session and site visits. Analyses and reports on OSDD experiences, performance and impact will be prepared for each OSDD, as well as final OSDD reports and learning logs to facilitate the preparation of the regional action plans. Furthermore, as outputs supporting the action plan preparation and the projects’ wider European dissemination and policy learning, OSDD results based policy briefs (10) consisting of analyses and recommendations will be prepared. 2 high-level interregional stakeholder and dissemination events and the project kickoff event will be organized, as well as 4 regional stakeholder meetings in each partner region (in total 40).
