Description (EN):

Food industry, perceived as traditional, is in fact a challenging driver for innovation and growth today. STRING unifies regions sharing the ambition to improve the innovation capacity of their food clusters, enabling them to meet the increasingly diversified needs and the growing demand for larger quantities of food. These clusters are often impeded in their development and thus fail to efficiently support the innovation eco-system and hinder the partners’ access to new markets. The shared bottlenecks of agro-food innovation eco-systems –often rooted in the malfunctioning of policy instruments– urge partners to work on solutions adaptable to specific regional contexts. All STRING-regions have been renown for their food production traditions, and for their innovation potentials. They all are engaged in food innovation and production in different roles. The overall objective of the partners - independent from their development level and the strength of cohesion in their regional food sectors – is to improve the performance and implementation efficiency of development policies and programmes related to food R&D&I and clusterization to promote innovation value chains for the sector. By deepening cluster integration and creating more added value - contributing to smart growth – each region will reach this ambition. STRING promotes intensive interregional learning, knowledge exchange and lasting inter cluster cooperation. As the result of STRING the performance and implementation of ERDF-financed policy instruments related to agro-food innovation and to the vertical, triple-helix clusterization – both supported by enhanced SME participation – are improved. Intra- and inter cluster cooperation is deepened serving the proper operation of food innovation value chains in the 7 partner regions and EU-widely. Strategies for creating added value are adopted and successfully applied also via food-innovation projects born at the interface of co-working among economic sectors.

Achievements (EN):

In terms of activities, the project has organised a total of 68 policy learning events. It has also identified 26 good practices, produced 6 action plans and led to the increased capacity of 108 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 19,600,847. 82.

Expected Results (EN):

The OVERALL OBJECTIVE of STRING is to improve the performance and implementation efficiency of regional development policies and programmes related to food R&D&I, innovation, and vertical, triple-helix based clusterization, this way promoting innovation value chains developed in the framework of the regional food clusters as testbeds of co-creation of innovative solutions for the food production sector. The SUB-OBJECTIVES on the partner level are diverse and many-fold and are fundamentally rooted in the development level of the innovation eco-system in the socio-economic context concerned. However, partners share COMMON TOPICS OF INTEREST, explored during the project development phase, which can be considered as the shared ambitions to be achieved by partners. These thus form the basis for the project sub-objectives all aiming to improve and synchronize concrete policy instruments on the regional level to resolve the bottlenecks of clusterization and of the development of food innovation chains. The sub-objectives treated in the project are (1) promoting food-innovation eco-system frames such as open labs, test factories etc., (2) strengthening cross-sectoral cooperation initiates. As the condition of these it is also ambitioned to (3) improve the position of agriculture and food innovation in regional development by harmonizing policy instruments related to food sector innovation. (4) an additional sub-objective – especially in the more advanced innovation environments – is to promote the creation of added value by linking innovation and production to real consumer needs, thus improving the commercialization of R&D&I innovation, while the partners on the lower level of cluster integration aim at better exploiting the synergic effects of a closer internal cohesion. In addition, (5) tackling the cluster integration problems of the SMEs is a horizontal sub-objective of STRING as well as the inter-cluster cooperation of participating food regions.

Expected Outputs (EN):

The main project OUTPUTS are seven action plans addressing improvements (via new projects, structural change, new measures, increased funding) in seven regional policy instruments (all OPs) related to the agro-food innovation eco-systems. The project also produces a Policy learning Synthesis, which is a collection of best practices and their adaptation strategies for different socio-economic contexts and minimum 30 dissemination materials reflecting upon the project activities and lessons learnt. There will be 67 policy leaning events on the project level including stakeholder group meetings. As the RESULT of STRING the performance and implementation of regional development policies and programmes related to agro-food innovation, and vertical, triple-helix based clusterization are improved, intra- and inter cluster cooperation is deepened serving the proper operation of food innovation value chains in the partner regions, strategies for creating added value are adopted and successfully used. The results of STRING need to be evaluated in the context of their initial standards and the specific objectives they set for themselves, therefore not the same magnitude and type of impact is projected for all the seven STRING regions. By fostering the development of agro-innovation eco-system frames such as open labs, test factories etc. Debrecen and its region will successfully implement a project financed from ERDF (TOP) for an innovation lab specialized in agro-food R&D. Cross-sectoral cooperation initiatives will be strengthened in regions such as Central Denmark and Alsace by implementing measures to harmonize sectoral innovation initiatives and financing regarding food clusters. As another project result the position of agriculture and food innovation improves in regional development thanks to better harmonized policy instruments (Emilia Romagna) and the commercialization of R&D outputs becomes more efficient. Tackling efficiently the cluster integration problems of the SMEs and Mid-caps will also be a direct result of the project (mainly in Castilla y León and North Brabant and Romania), this way all participants of the triple helix relation will be equally motivated for co-working. Even though partner regions address diversified issues in the agro-food business they also profit from the flow of information on other thematic issues, the cumulative effect of which will be palpable in the sector years later. STRING will result in a positive change in the preparedness of organisations via the growing number of staff with enhanced knowledge and experience of food innovation practices, enabling them (121 at PPs and stakeholders) to propose new policies, to elaborate or implement improved measures and techniques. The impacts are expected to be overwhelming among SMEs, whose maximized cluster integration is a shared wish. The key result is their deeper engagement in co-working and, improved connections to the markets, all this creating social added value
