Description (EN):

Each European region has its own particular characteristics and yet show parallels in their challenges. The policy initiatives carried out by these regions are already helping a large number of SMEs to reach international markets. However, there is still potential to reach a larger number of SMEs and room to improve the internationalisation process. The project aims to foster the internationalisation of SMEs by means of entering the virtuous triangle “collaboration-innovation-internationalisation”. Collaboration among SMEs will help to overcome their size problem and hence will ease and promote their internationalisation and innovation processes. The exchange of experiences among partners and regional key agents will allow to find the best practises in fostering internationalisation. These results will encourage and facilitate collaboration among SMEs –at regional and interregional level- with the aim of providing them the best tools and conditions to access international markets successfully. The proposed interregional cooperation will involve public authorities, Structural Funds Managing Authorities and relevant key agents who will work together to deepen into the aspects to be developed in each region with special emphasis on SME cooperation and new innovative methods. All these actors will not be able to force SMEs to collaborate, however they can help them connect to other SMEs from different regions with their own experiences to share and needs to solve.Through this “connecting process” will arise a shared vision that will create an environment that promotes synergy, flexibility and sustainability. Inside Out EU addresses the barriers SMEs face when going international and will help them overcome these challenges.The output expected is the implementation of Action Plans resulting in an innovative improvement of regional policies addressing the subject which will hence contribute to achieve the objectives and results defined in the Interreg Europe Programme.

Achievements (EN):

In terms of activities, the project has organised a total of 64 policy learning events. It has also identified 15 good practices, produced 7 action plans and led to the increased capacity of 57 people. In terms of results, the project has succeeded in improving 1 regional development policies for a total amount of funds influenced of EUR 160,000. 00.

Expected Results (EN):

The overall objective of the project will be: Improve existing support to SME internationalisation thanks to the use of ESIF to help them grow and expand and perform better in foreign markets. Specific sub-objectives will focus on: - Enhance of regional and international partnerships for business: grouping, co-working, clustering when tackling internationalization, innovation and competitiveness at transnational level or beyond. - Develop innovative tools and services to overcome barriers to internationalisation. - Build capabilities inside the SME to compete successfully in the international market. - Boost inside the SME competitiveness and growth when going international. - Identify good practices, especially to design innovative tools related to the RIS3, when addressing the Entrepreneur Discovery Process (EDP) potential opportunities where innovation and internationalisation meet. - Innovate to build capabilities inside SMEs in order to compete successfully in the international market. - Promote the cooperation between institutions and key actors seeking synergies and creating a suitable climate among SMEs to gather and go international. - Improve governance: the involvement of all relevant actors at regional level during the expected learning process will help to improve, not only policies, but also governance. - Offer our SMEs a comprehensive and integrated support framework to perform successfully when going international.

Expected Outputs (EN):

The final objective of the Inside Out EU project is the improvement of the efficiency and efficacy of the SMEs internationalisation regional policies having as a result an increased international presence and a considerable boost in the number of consistently exporting companies. The improvements and measures inspired through the implementation of the project will be addressed to the Growth & Jobs or ETC programmes (5) and the policy instruments (2) supporting the project. The aim will be to incorporate new projects and improvement of governances in order to offer a better support to SMEs. The result will be an enhanced international enviroment based on the transnational collaboration. In order to achieve this objective, the regions should go through a learning process (benchmarking, exchange of experiences, regional stakeholder and key agents meetings, study visits…) that will have as a result a relevant number of good practices (7). This good practices will be adopted and adapted into the regional policies by the project partners. The process to adapt and adopt these measures will be defined in a regional action plan (7-one per region-). These action plans will be developed thanks to a strong collaboration with the main regional stakeholder and key agents. The project will contribute to increase the professional capacity of a high number of people (35) due to their participation in interregional cooperation activities that will work as conducting wire to attain the objectives and results established in the conception of the project. The results of the project implementation will be disseminated through the organisation of policy learning events (76), appearances in the media (29) and through sessions at the project pages (3.675 average/per reporting period).
