Description (EN):

Industrial Symbiosis (IS) is a building block of the Circular Economy, a means to sustainable growth increasing resource efficiency and SMEs competitiveness and resiliency (COM(2014) 398 final/2). Despite the acknowledged advantages, IS is not yet fully widespread. The challenge TRIS is facing is to enable a systemic uptake of IS in 5 European regions, supporting policy makers to increase the competitiveness of their SMEs by introducing IS practices. To do so, the TRIS consortium will: -Identify facilitating elements and obstacles and embed them in (or remove them from) the appropriate policy instruments. -Reach out and engage with the actors that can drive and/or be impacted by the change and involve them in structured local networks. Starting from the knowledge already achieved within the Climate-KIC initiative, TRIS will benefit greatly from interregional cooperation, given the diversity in terms of geography, productive system and maturity of IS practices: the City of Birmingham, project leader, is the most advanced, Hungary and Emilia-Romagna regions have already tested pilot projects, while Småland och Öarna and Valencia regions have approached the topic more recently. Industrial Symbiosis Ltd will play both an advisory and dissemination role, acting as a bridge between the consortium and the European perspective. TRIS is determined to cause the following CHANGES and accomplish the following RESULTS: -Raising awareness on the concepts of IS and its economic and environmental benefits -Causing a mind-shift and building a cooperation culture in the stakeholder groups (including SMEs and policy actors) -Standardize IS practices into regional policy instruments -Launching tangible initiatives in the regions: reaching out to more SMEs, supporting their business with new IS cases/projects, preventing industrial waste production, testing new governance models. -Bringing IS to a higher position in the European political agenda.

Achievements (EN):

In terms of activities, the project has organised a total of 50 policy learning events. It has also identified 18 good practices, produced 5 action plans and led to the increased capacity of 68 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 25,333,629. 00.

Expected Results (EN):

The overall objective of TRIS is to support the partnering public authorities and related bodies to increase resource efficiency and the competitiveness of their SMEs, and productive systems at large (being SME a portion up to 99% of the EU entrepreneurial fabric), by introducing Industrial Symbiosis (IS) practices. The objectives will be pursued through the improvement of the regional policies addressing: - production and management of industrial waste, - efficient production processes, - access to innovative technologies and production techniques, - launch of new business strands and penetration of new markets. In order to do so, a favourable and stable environment needs to be created at local level. The sub objectives of TRIS are hence to: - Identify the enabling elements and the obstacles for such an environment to become long lasting and embed them in, or remove them from, the appropriate policy instruments. - Reach out and engage with the actors that can drive the changes and/or be impacted by them and maintain them, interconnected in a structured network.

Expected Outputs (EN):

TRIS is determined to achieve the following results: 1. Raising awareness widely of the concepts of Industrial Symbiosis and its economic and environmental benefits for SMEs and for society at large; 2. Causing a mind-shift in the regional stakeholder groups, that through the project, will gain more confidence with the concept of IS and of circular economy, will obtain hands-on knowledge and will become potential ambassadors or implement themselves IS practices; 3. Stimulating Policy actors to move systemically towards the adoption of IS practices, making them familiar with a number of enabling elements, and supporting their mainstreaming processes in the identified policy instruments; 4. Creating local IS-labs that will survive the projects and keep interconnected with the policy side; 5. Launch tangible initiatives in the regions reaching out to more SMEs (Hungary), supporting businesses through new cases/projects of IS (Valencia, Smaland), preventing industrial waste to be produced (ER), testing new governance processes (Birmingham); 6. Bring IS up to a higher position in the European political agenda. These results will be achieved through a 5 years long work and through concrete accomplishments that represent the building block of the high level results listed above: - local meetings: local IS-labs set up in each location with a minimum of 10 individuals; letters of commitments signed by each member; IS-labs will meet in each territory at least once each semester; - communication: communication plan prepared and updated annually; website pages on Interreg Site launched in year 1 and updated quarterly; visual identity of the project prepared; poster, brochures, leaflet: on the project, on IS basic concept, on technical themes; - Presentation of TRIS at public dissemination events: 2 at EU level, 2 per location organised by partners in Phase 1; one end of Phase 1 event and one final event organised in Phase 2; - Media coverage across the regions (press, tv, radio, web etc.) - Regional reports on the good practices analysed, assessed and shortlisted; - 10 peer reviews organised -> review reports prepared; - 5 site study visits organised (involving on average 25 participants each); - 5 Interregional workshops carried out, and reported, each on a specific theme (min 25 participants); - 5 staff exchanges occurred and reported; - 5 regional Action plans drawn, through an iterative process, presented and disseminated at EU and local level. - 30 IS-labs (6 per region). As Industrial Symbiosis is an innovative concept and TRIS a pioneer project, should the learning process be positive in phase 1, TRIS outcomes could require the some Pilot Actions implementation (funded by regional partners and not the TRIS project) in Phase 2, to test at small scale the results obtained.
