Description (EN):

OSIRIS addresses essential challenges of seven public bodies in Europe: North (SE, FI), South (IT, PT, GR), East (SK) and West (NL). The challenges are referring to: employment, innovation, education, social inclusion and climate/energy. They all run Good Practices (GP) on Open and Social Innovation (OSI). Policy Instruments (PIs) need implementation of more effective Smart Specialization Strategies enhancing border-crossing interregional media solutions, visualizing and disseminating improvements and changes, increasing involvement for regional growth and employment. OSIRIS aims at improving design, rapid delivery and implementation of OSI policies and Action plans through co-creative regional eco-systems for innovation, inspired by the Lead Partner co-creative cyclic GP, the Innovation Loop. Policy-makers’ innovation management skills and co-creativity will be accelerated by interregional collaboration in focussed sectors and disciplines, adopting the penta-helix model (Government-Research-Business-Citizens-Society), empowering the Public Information Sector. A set of co-creative workshops for participatory policy design and exchange of knowledge, ensure individual, organizational and stakeholders involvement and learning, resulting in identification and implementation of desirable changes in the seven PIs, supported by ERDF/ESF. The 54 months project develops policy-makers’ capacities to: • exploit and optimize the potential of OSI methods and tools for delivering innovation policies addressing real life issues and societal challenges • get shared visions for designing new projects, services and products • make regional and local governments driving co-design enabled innovation. Outputs from the co-creative workshops, the export of successful GPs and the strategic policy recommendations iteratively developed and intertwined with proactive research and innovation will enhance the evolution of powerful Action Plans (AP) boosting societal quality of life.

Achievements (EN):

In terms of activities, the project has organised a total of 59 policy learning events. It has also identified 12 good practices, produced 7 action plans and led to the increased capacity of 165 people. In terms of results, the project has succeeded in improving 9 regional development policies for a total amount of funds influenced of EUR 4,105,122. 50.

Expected Results (EN):

OSIRIS’ overall objective is to improve the design, delivery and implementation of Open and Social innovation (OSI) policies guided by co-creative regional eco-systems for innovation, increasing growth and employment in regions, fostering business investments in R&I and boosting societal quality of life. This is done in an interregional learning process developing policy makers’ innovation management capacities enabling them to implement significant improvements into their regional innovation policies, connecting to Smart Specialisation Strategies (S3), balancing the urban and rural contexts. The project backbones are OSI approaches and tools exploiting the power in citizen´s perspectives, experiences, needs and expectations for a better life. The issues of the Policy Instruments (PI) constitute the baseline for novel co-creative processes engaging contributions from policy-makers, academics, industry, civil society, and sustainable environment, i.e., the penta-helix model (Carayannis, Barth and Campbell, 2012). Co-creation in OSIRIS is devoted to grasping needs and challenges, generating shared visions and transforming ideas into smart products and services delivered by the public and private sector in different domains: healthcare, social inclusion, transport, creative industries, tourism, etc. OSIRIS specific objectives include: 1. Exporting Good Practices (GPs) capable to address citizens’ needs, considering partners innovation experience and PIs issues; 2. Strengthening co-creation in the public administration exploiting open tools, assets, data, information and resources available for re-use (in the logic of government as a platform) through interregional cooperation of actors in different sectors; 3. Training public authorities to gain leadership in participatory governance stimulating investments through incentives (e.g. procurement for innovation, vouchers and tax credits), empowering regional innovation eco-systems conducive to firms and jobs growth.

Expected Outputs (EN):

OSIRIS will deliver for each activity, several outputs (and related deliverables) contributing to 4 main outputs: D1.1.3 - e-Catalogue of GPs, assessing the possibility of GPs to be imported and/or exported. This is contributed by: • D1.4.1 – Seven reports on OSI strategies and solutions for regional and local authorities, including final illustrative cases useful to define actions. • D1.5.1 – Seven Reports on learning outcomes from study visit D1.2.2 - Policy Recommendations on RIS D1.6.1 - Innovation leadership capability manuals D1.8.1 – 7 Action Plans contributed by: • All previous outputs • D1.7.1 – Seven Strategic Advice on action plans implementation All outputs are widely disseminated through multimedia material at various events, illustrated through storytelling. OSIRIS results consist of improvements of 7 PIs (all ERDF/ESF based) by injecting OSI approaches and tools which enable policy-makers to timely address real issues with innovative solutions. The co-creation process for participatory policy design, exploiting the assessment of concrete GPs on OSI from different territories, and the strategic recommendations iteratively developed and shaping the action plans, will bring innovative ideas and solutions to regional development that will strengthen regional eco-systems and reinforce growth and job opportunities. OSIRIS results cover three types of modification, as follows: • Seven PIs (SE, FI, NL, GR, IT, PT, SK) will support new projects (type1). In particular: the Innovation Loop GP successful implemented in SE will stimulate news projects in other regions applying the participatory policy design method with a bottom-up cross-sectorial fertilization approach and penta-helix model; in FI new projects improving SMEs’ competitiveness; in the NL new projects will be created with a bottom-up role of Local Action Groups working with villages; in GR new projects will reinforce interdisciplinary links between ICT social and eco innovation; in IT new projects focusing on OSI for advanced manufacturing and KET; in PT new projects based on new sustainable lifestyles, enabling people to combine the quality of life of micro cities with career opportunities normally associated only to large cities; in SK new projects on creative industries. • Five PIs (SE, FI, NL, PT, IT) will improve the governance (type 2) by better addressing OSI issues as key priorities/measures into PIs strengthening in this way a more participatory governance which is supported by OSI methods under a quintuple-helix model. Of these five PIs, four (SE, FI, NL, PT) focus on environmental sustainability and one (IT) on generating value and social benefits through re-use of public sector information. Other results include the creation of a network of stakeholders from 7 regional and local authorities promoting the adoption of OSI into regional action plans, expanded through interactions with the Policy Learning Platform.
