Description (EN):

The European Commission (Science in Dialogue Towards a European Model for Responsible Research and Innovation, 2012) states: “we can only find the right answers to the challenges we face by involving as many stakeholders as possible in the research and innovation process. Research and innovation must respond to the needs and ambitions of society, reflect its values, and be responsible.” The statement is clear, but the road from intent to implementation is long. EU regions are starting to address Responsible Research and Innovation (RRI), but they face common challenges of perceived complexity of the concept and means of application, lack of appropriate approaches for public authorities and lack of awareness over its huge potential impacts. In MARIE, partners from 8 regions face these challenges together in the context of their smart specialisation priority sectors. Their objective is to improve regional public policy that supports delivery of RRI to enterprises’ product, process and service design, production and distribution. Changes are expected in projects funded by policy instruments and in policy management structures and strategic focus, including integration of RRI criteria and RRI as a horizontal concept. MARIE achieves this through exchanging experiences on 3 types of support action contained in the RRI framework: Quadruple Helix; Open Innovation; Information & Tools for RRI application. Using interregional activities, communication and stakeholder engagement, partners develop Action Plans that result in: improved policy instruments; more and better targeted funding for RRI delivery; increased capacity among innovation actors; consolidated partnerships of quadruple helix innovation chain stakeholders. All innovation chain players benefit. MARIE works towards a medium-term impact of increased awareness and capacity on RRI delivery and a long-term impact of increased responsibility in innovation, with correlated benefits in growth and competitiveness.

Achievements (EN):

In terms of activities, the project has organised a total of 90 policy learning events. It has also identified 12 good practices, produced 8 action plans and led to the increased capacity of 115 people. In terms of results, the project has succeeded in improving 10 regional development policies for a total amount of funds influenced of EUR 1,269,487. 00.

Expected Results (EN):

The overall objective of MARIE is to improve regional public policy that supports delivery of responsible research and innovation (RRI) in design, production and distribution of innovations in S3 sectors. The project aims to support public authorities (PA) in designing and implementing an integrated policy support system that captures the multiple dimensions of RRI. In this context, it uses interregional learning to put into place 3 types of RRI public support actions: • Quadruple helix: to understand, develop, implement and assess RRI actions, stakeholders from research, business, PA and civil society must work together throughout the life cycle of the R&I process. The sub-objective is to identify how PA can help launch, support and facilitate such collaboration initiatives in S3 sectors; • Open Innovation: another key element of an RRI strategy, open innovation can be understood as firms using both internal and external ideas, partners and sources to encourage innovation. Companies integrate their own knowledge with complementary capabilities and resources of others. The sub-objective is to understand how PA can support and facilitate this process in S3 sectors; • Information and Tools: PA can provide information and tools (events, training, information hubs, methodologies, standards, ICT tools) to promote understanding of RRI and assist informed decision-making about its strategic application. The sub-objective is to define procedures and gather content for a PA information system, which can be adapted to each regional policy environment. By promoting this learning process, MARIE works towards its medium-term objective of increasing awareness and capacity on RRI delivery in participating and other interested regions. In turn, this should lead to the long-term objective of increasing responsibility in European innovation, with connected benefits in terms of inclusive and sustainable growth and competitiveness.

Expected Outputs (EN):

MARIE’s outputs are summarised as follows: • 10 interregional learning events in Phases 1 & 2 (including workshops, open sessions, study visits, feedback sessions), with reports and documentation; • 8 Local Stakeholder Groups created and meeting for workshops at least once per semester in Phase 1; • 1 RRI Inventory of experiences, available online GPs and tools on policy support tools (Quadruple Helix / Open Innovation / Information & Tools); • 1 project Knowledge Exchange Hub to share project material and provide high quality input to the Policy Learning Platform); • At least 10 Policy GPs (identified in application phase and integrated in the RRI Inventory) related to successful RRI policy instruments (Quadruple Helix, Open Innovation, Information & Tools) analysed for transfer as part of regional Action Plans; • Increased capacity in design, implementation and monitoring of policy instruments among min.200 people (average 8 staff per partner (10) – total 80; average 15 stakeholders per region (8) – total 120); • 8 regional Action Plans for policy actions in RRI delivery designed by the end of Phase 1 and implemented / monitored in Phase 2, in close cooperation with and approved by regional stakeholders. Exchange related outputs are supported by those for management (subsidy contract, partnership agreement SG meetings, progress reports) and to communication. Communication outputs, contained in an overall strategy, include programme level tools (website / poster), media campaigns leading to press appearances, electronic newspapers and regional/project level public events. Thanks to outputs and interregional activities, expected short term project results (in addition to specific indicators listed in the following section) in relation to RRI in the 8 MARIE regions are: • Policy instruments improved thanks to insertion of RRI concept into innovation delivery system in S3 sectors (overall concept and specific policy support actions, related to 3 types of RRI public support actions); • More and better targeted public funding, thanks to better use of ERDF ROP funding (see estimated amount influenced, Section C.6.2) for innovation using RRI criteria, with a real impact on the local enterprise system; • New / improved models for RRI delivery in S3 sectors that promote cooperation among regional innovation chain actors (Quadruple Helix), openness (Open Innovation) and RRI awareness and capacity (Information & Tools); • Greater awareness among regional stakeholders and wider public on the potential for regional innovation delivery policies to promote responsible growth. The mid to long term results will fit within the overall project objective of promoting regional growth. Regions that improve policy instruments thanks to project results should create an innovation system that is socially and environmentally responsible, as well as being competitive (improved products launched on the market, enterprise growth and creation / new and better jobs).
