Description (EN):

Technology and innovation have reached the field of waste and equipment and systems are increasingly more intelligent. Today, container-systems can identify recyclers and the amount of waste disposed of, when and where; they can communicate their available capacity to the collection services, compact waste, eliminate odours, be accessible or show information through screens. There is energy efficient equipment and Big Data solutions able to analyse usage trends and plan accordingly, in addition to many other ICT-based solutions, contributing in different ways to waste minimisation and to sustainability in the waste management process. The WIN-POL project aims at improving policies for waste management so that they increasingly foster and promote the use of intelligent equipment and planning derived of it, significantly contributing to waste minimisation in European cities and regions, through improved management procedures and awareness campaigns. Intelligent equipment and systems for waste disposal, collection and management bring about the opportunity to improve policies because the detailed information produced makes it possible to develop individual and accurate taxation policies in line with the “who pollutes pays” principles. They also lead to improved resource efficiency in the collection routes, to highly targeted campaigns that address critical groups of waste producers who have been identified thanks to data collected and, in general, to better strategic waste management planning at urban level as well as to cost optimisation in the mid-term, even if initial investments have to be faced. However, the degree of introduction of innovative equipment varies significantly from one environment to another. The WIN POL partnership gathers together cities and regions with proven experience in intelligent equipment and related waste management policies, and cities and regions planning to introduce them in the mid-term.

Achievements (EN):

In terms of activities, the project has organised a total of 42 policy learning events. It has also identified 27 good practices, produced 6 action plans and led to the increased capacity of 55 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 5,672,973. 65.

Expected Results (EN):

WIN-POL overall objective is to improve waste management policies of the partner cities and regions for them to foster intelligent equipment and related policies leading to waste minimisation, to more efficient collection and taxation systems and to more efficient tailored awareness campaigns. In order to achieve this overall objective, WIN –POL sets up the following sub-objectives: -To identify and exchange good practices and policies implemented in the partner regions and cities. -To mainstreamed the knowledge gained in the project into the waste management policies of the partner regions and cities. -To achieve widespread dissemination of project outputs to target groups in partner territories so that they contribute to reach the expected policy changes. -To make the largest possible audience aware of the results of the project through a final conference gathering together policymakers, stakeholders and media. The project will contribute to the programme overall objective of improving the performance of regional and local development policies and programmes, providing support to public authorities and other players of regional relevance across Europe to enable them to share experiences and policy learning, thereby finding solutions to improve their strategies and contributing to the reduction of disparities in the levels of development, growth and quality of life in European regions. In addition, it will contribute to the programme´s specific objective of improving the implementation of regional development policies and programmes aimed at increasing resource-efficiency [….] and environmental performance management (priority axis 4, investment priority 6g, specific objective 4.2).

Expected Outputs (EN):

WIN-POL outputs are the following: - 1 kick-off meeting. - 8 Steering Committees. - 7 progress reports plus 1 final report. - 6 Stakeholders Groups constituted. - 30 Stakeholders Groups Meetings held: 5 in Gijon (Spain), 5 in Antwerp (Belgium), 5 in Malta, 5 in Crete (Greece), 5 in Máribor (Slovenia) and 5 in South West Oltenia Region (Romania). - 18 Organisational Learning Sessions organised- 2 per partner organization - to transfer the knowledge gained in the cooperation to staff of the organizations: 2 by LP, 2 by P2, 2 by P3, 2 by P4, 2 by P5, 2 by P6, 2 by P7, 2 by P8 and 2 by P9. - 6 Baseline Reports of the state of the art of the partner cities and regions with regard to intelligent equipment and related policies for waste management. - A collection of 40 Good Practices in the project field: every partner will provide 4 from their area; Advisory Partner ACR+ will provide 8 across Europe. - 67 Policy learning events: 6 interregional events with site visits scheduled; 3 extra site visits to case studies; 30 Stakeholders Groups Meetings, 18 Organizational Learning Workshops, 8 bilateral meetings for import/export of GPs, 2 partners’ meetings in phase 2. - 6 Action Plans Communication products: - 1 project website. - 1 fan page . - 9 information posters installed in partners headquarters. - 9 roll-ups for communication events. - 1 subscription to a mass mailing software. - 1 subscription to a web conference software. - 1 list of 900 contacts for dissemination . - 2 flyers of the project. - 5 digital newsletters . - 45 press releases (each PP producing at least 1 during semesters 1, 2,3, 4 and 5). - 6 Info Days. - 24 tailored communication events (6 territories x 4 events each). - Attendance of project to 5 external events. - 1 Final Conference. - Promotional items for the project produced with own funds of partner organizations. The main expected results of WIN-POL are: - The improvement of the 6 policy instruments addressed in their measures for waste management, so that the introduction of intelligent equipment leading to fairer taxation, improved collection and more targeted awareness campaigns is fostered. - Knowledge and skills for better schemes for waste management making use of innovative systems acquired by the staff of partner organizations and the organizations supporting them through the stakeholders groups. - A broad audience in the partner territories made more sensitive of the role both citizens and businesses have in the generation of waste through their consumption and disposal patterns. - Citizens, businesses and administrations in partner regions will benefit from improved policies, in the form of fairer fees in the case of households and businesses, in the form of optimised collection processes and awareness campaigns in the case of the administrations. - A significant number of cities and regions in Europe being recipients of the project outputs and results.
