Description (EN):

"After the creation and growth of a business, transfer is the third crucial phase in its life cycle." - Commissioners Tajani and Hahn, Foreword of Guidebook No. 3 - Facilitating Transfer of Business 2012. STOB regions project addresses the challenges of this third phase of business transfer in 9 EU regions. There has been a strong focus on start-ups across Europe, however, of equal importance is ensuring the survival of existing businesses. Safeguarding SMEs, arguably, has a higher impact on jobs and growth. This is reinforced by the fact that the success rate of transferred businesses is higher than that of start-ups. The STOB regions partnership brings a range of different experiences and levels of expertise, including regional authorities and business support institutions. The interregional approach explores and examines the challenges faced by succession and seek to find new or improved methods to support business transfers. Over 3 years of sharing experiences and participating in interregional learning, the partners benefit from improved knowledge on the various approaches across the regions. Peer reviews and workshops on specific topics related to business transfer will help promote the learning process and improve the implementation of ESIF programmes. STOB regions also offers input to the debate on both a European and regional level,encouraging greater attention on business transfer in the future cohesion policy with two high-level dissemination events. The strength of having a wide range of institutions involved guarantees knowledge sharing between regional stakeholders, feeding into the learning process as well as into regional action plans, a key output of the project. These plans will contain concrete projects that build on the good practices identified and transfer new ideas to partner regions with recommendations made for a future regional strategy to support succession. They will be implemented and monitored in the second phase of STOB regions.

Achievements (EN):

In terms of activities, the project has organised a total of 105 policy learning events. It has also identified 18 good practices, produced 8 action plans and led to the increased capacity of 287 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 3,300,000. 00.

Expected Results (EN):

STOB regions aims to optimise the implementation of the ESI Funds in the regions in the field of companies succession and transfer of business through initiating a learning process, exchanging experiences, evaluating, transferring and up-scaling the good practices in the partner regions. With the results of the project regional stakeholders on all levels will be enabled to see the whole process of a business transfer and to improve projects and their regional strategic approach to the topic applying a holistic approach. The sub-objectives are: SO 1) To address crucial issues in business transfers and generation shift such as: Sensitisation and raising awareness and barriers for a transfer, psychology of company succession; Family Businesses; Advisory services for the whole transfer process; Valuation, rating and maintenance of value of companies in the transfer process; Buyer from universities/ Employee buy-out / Migrant buyers / Female Buyers / Buyers from other countries (internationalisationandToB); Matchmaking; Business Transfer in rural areas; Financing / Financial instruments to support TOB; Knowledge transfer / Innovation. SO 2) To contribute in a measurable way to regional growth through the business transfers and regional action plans. SO 3) To benefit from interregional policy learning on all levels (from regional government to stakeholders) SO 4) To benefit from mobilising the regional stakeholders and include their expertise SO 5) To mobilise expertise and multi-funding sources for new projects supporting the transfer of business SO 6) To develop and implement peer reviewed action plans and to engage stakeholders in the process SO 7) To raise awareness on the topic and to disseminate the project at regional and EU level SO 8) To ensure smooth and effective project management

Expected Outputs (EN):

Results: The following results can be expected from the interregional policy learning process and the intense cooperation: • Increased political commitment and awareness to support transfer of business as an crucial factor for achieving growth and jobs, • Increased capacity of the MAs/IBs of ESIFs and regional authorities on policy interventions, new initiatives, methodology and tools in the policy area of business transfe.r • More effective governance and implementation of the ESIF programmes. • A holistic view on the process and the requirements and obstacles of transfer of business. • A stable network in the regions between the partners, the policy makers and the regional stakeholders. In figures that means: • 7 addressed ESIF programmes improved, • 2 national/regional strategies improved, • ca. 5 Mio Euros budget from ESIF programmes are influenced. As a result the regions will find more entrepreneurs interested in taking over a business and have more successful transfers. The results of the exchange and the learning process will be fed into the "succession wiki", an easy-to-use online reference tool. Buyers and sellers find an overview on what has to be considered can search for keywords to plan the succession process and find links to further information in different languages. The succession-wiki will be hosted from the advisory partner without additional costs and gives an added value to the INTERREG Europe website. Outputs: STOB Regions has nine regional partners. Each partner will elaborate an action plan with projects funded by ESIF programmes. So as an output we have: • 9 action plans. STOB Regions will have the following further outputs: • 9 inception reports. • 9 peer reviews. • 9 thematic workshops and its proceedings. • 9 workshop reports. • 2 open high-level dissemination events (Midterm in phase1 and Final in phase 2). • 6 steering group meetings. • 2 interregional monitoring meetings (phase 2). • 72 regional stakeholder meetings. • 16 regional seminars with stakeholders to elaborate action plan. • 1 kick-off and one final meeting. • 8 progress reports (6 for phase 1 and 2 for phase 2), 1 final report. • 1 communication strategy. • 27 press releases. • 1 project website and updates. • 1 project leaflet in all languages. • 9 promotional roll-ups.
