Description (EN):

Europe has a lower rate of start-ups compared with other parts of the world, e.g. US and Asia. Europe has to perceive as attractive for creative and young people. There is a need to offer attractive jobs and places to live, and to boost entrepreneur’s spirit before young people are leaving our regions. We thus need to develop an attractive tailor-made ecosystem for start-ups to improve SMEs growth, entrepreneur skills and to overcome defined barriers. The partners have define that collaboration with commitment, and willingness to invest in long-term policy is important for to increase the number and quality of startups in their region. The OSS project will work towards the main objective; Improve policies for SMEs competitiveness by enhancing advisory support services for first time entrepreneurs. OSS want to build an complete ecosystem for the entrepreneur starting new business. Every partner will contribute with an expertice and best practices from their First Line Service (FLS) system, and when OSS is finished, the Toolbox of experience and expertice will be presented. Together, OSS will enhance an advisory support service adapted to the needs of the entrepreneur. With the experience in each partners policy, and stakeholders from different levels to participate in changing the policy affecting our main objective, we enticipate to change the different regions advisory services. OSS will look at the possibility to make the advisory services more assessible with the evolvment of digital capabilities. OSS aim to address these topics; FLS system as a complete ecosystem; digital capabilities, mentoring and collaboration between startups and business, collaboration between different levels of gouvernance, access to finance, and business incubation. All the activities are created to enhance added value for the entrepreneurs and to increase the user satisfaction towards the advisory system in each region. OSS will create change through change in policy.

Achievements (EN):

In terms of activities, the project has organised a total of 58 policy learning events. It has also identified 27 good practices, produced 6 action plans and led to the increased capacity of 285 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 4,155,643. 60.

Expected Results (EN):

Overall objective: Improve policies for SMEs competitiveness by enhancing advisory support services for first time entrepreneurs. Sub-objectives: Exchange experience, identify, validate, benchmark and transfer good practices on: • The composition and governance of ecosystems for entrepreneurship, with focus on the features of 1st line services for first time start-ups, including collaboration with public and private sectors. • Digital solutions with a potential for making 1st line services more competitive, focused and efficient. • Mentoring – collaboration between start-ups and experienced businesses. • Financial instruments and access to finance (eg. cashflow, microfunding, crowdfunding). • Explore the requirements for transferring good practices on efficient advisory support services for first time entrepreneurs between the partners - adapted to different governance systems, cultures and nature of challenges. • Develop and monitor the implementation of action plans for improved policies on advisory support services on the basis of the lessons learnt from the project. • advisory services in first line ecosystems for entrepreneurship, when it comes to access to finance and financial instruments, access to other SMEs & innovative networks (market, clusters, R&D, facilities), know-how (mentors), technology related knowledge (digitazation) and startups directly from the education system.

Expected Outputs (EN):

Outputs: 46 policy learning events: 14 pol learn event (2 conferences, 6 workshops/SC meeting) + 36 regional stakeholder meetings + 2 project meetings fase 2. Note: the 2 conferences will be in sem 1 and 9, Kick-off conf and High level political dissimination event. 6 analyses/studies on gaps, shortcomings in ecosystems and advisory support services for start-ups. 1 methodological framework, Toolkit for bencmarking good practices for One Stop Shop. 30 good practices identified. 130 people with increased professional capacity. Around 60 different stakeholders with 2 participants = 120. Adding 10 people from the partners = 130. 6 action plans. 18 internal dissemination events for politicians and staff members. Min 12 international dissamination events attended. Min 6 newsletters. Min 14 pressreleases . 8 Progress reports. 1 final Project report. Based upon the lessons learnt from the policy learning process implemented in regional action plans, the project is expected to result in improved policies on SMEs competitiveness by enhancing advisory support services for first time entrepreneurs Governance: Policy instruments (PIs) no. 1, 2 and 6 are expected to be improved through enhanced procedures for communication and interaction between the different actors involved in the ecosystem for start-ups – leading to reduced fragmentation, increased process-efficiency and higher user-satisfaction with the first line services, and improving the management of policy instruments (organisation of calls, assessment of projects, evaluation). Projects: PIs no. 1, 2, 3, 4, 5 and 6 are likely to be improved through the generation of new projects on more user-friendly advisory support services, facilitating the access to risk finance, technology, established SMEs, and support from increasing the likelihood for business survival. Structural change: PI no. 1, 3, og 4 will redefine measure to also include actions on advisory services in 1.line system for first time start-ups, and PI 1, 3 and 5 will introduce a new measure for providing risk funding/access to mentors. The above-mentioned improvements of PIs are envisaged to: • Facilitate the access to finance and financial instruments for start-ups, • Improve the access to other SMEs & innovative networks (market, clusters, R&D, facilities), know-how (mentors), technology related knowledge (digitazation) and startups directly from the education system. • Increase user-satisfaction with the first line services for start-ups • Enhance the governance of ecosystems and policy instruments for first time entrepreneurs • Increasing the number of start-ups • Increase the likelihood of surviving the first 3 – 5 years of operation after establishing a business • Support sustainable economic growth in the participating regions • Reduce unemployment, poverty and social exclusion The above improvements of policy instruments are anticipated to effect funds amounting 10,1 MEUR in Structural Funds,and 1,1 MEUR in other funding.
