In 2011, the European Commission launched the Social Business Initiative (SBI)2 in a recognition of the growing social economy & entrepreneurship that accounts for more than 11 millions of workers, 4.5 % of the active EU population. Since then, a lot has been achieved (e.g. the European Social Entrepreneurship Fund, Social Stock Exchanges), however, policies addressed to social enterprises are still under-developed and fragmented in most Member States. Motivated by the above challenge, SOCIAL SEEDS partnership aims to equip policy-makers with evidence-based policy diagnostic tool that increases the effectiveness of local and regional policies for stimulation of growth & employment (preferably of vulnerable social groups) in social enterprises (SE) including their eco-systems in European cities and regions. To this end, regional and local government-run measurement and labelling scheme addressed to social enterprises (SE) will be established. It will help policy-makers’ concrete actions towards creating the right conditions to allow the sector to thrive. This new scheme will be fully exploitable - regardless of sectors, size of enterprises, maturity - and aligned throughout three different policy-making spheres enabling consensus between bottom-up and top-down implications. Although, similar issues related to strengthening the position of SEs within the private & public sphere has already been part of EU development agendas for many years, but the focus on ranking and benchmarking regional and local SEs according to policy metrics is new. Therefore, SOCIAL SEEDS partners believe that the achievements will efficiently contribute to shaping European policymaking as well as engage multi-stakeholders in the way policies are generated, implemented and monitored.

Achievements (EN):

In terms of activities, the project has organised a total of 43 policy learning events. It has also identified 25 good practices, produced 5 action plans and led to the increased capacity of 25 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 200,000. 00.

Expected Results (EN):

The overall objective of the SOCIAL SEEDS project is to equip policy-makers with evidence-based policy diagnostic tool that increases the effectiveness of local and regional policies and instruments for stimulation of growth & employment (preferably of vulnerable social groups) in social enterprises (SE) including their eco-systems in European cities and regions. To this end, regional and local government-run measurement and labelling scheme addressed to social enterprises (SE) will be established in order to help policy-makers’ concrete actions towards creating the right conditions to allow the sector to thrive. This new scheme will be fully exploitable - regardless of sectors, size of enterprises, maturity - and aligned throughout three different policy-making spheres enabling consensus between bottom-up and top-down implications, at 3 levels namely: MICRO: to compile standardized best & worst practices specialized for social enterprises, focusing their unique eco-system. On the one hand such a tool could be exploited as an SE-tailored service for re-organization of the business models of single organisations by investigation focusing on the basic pillars of their operations, exploitable for policy-makers of mezzo and macro levels. MEZZO: to identify, collect and assess SE case-studies that create the opportunity for comparative analyses, and assessments, therefore allowing policy-makers to obtain direct information on social enterprises’ state-of-play, operating logic, resource requirement as well as barriers supporting responsible & evidence-based policy interventions. MACRO: findings & consequences will act as important input for formulating regional and country-level strategies and policies of SEs. Exchange of structured and standardized information & knowledge on macro-level environment of SE’s supplies the base of a strategy-making tool not only the project-participant countries but for all countries needed this policy instrument tool in Europe.

Expected Outputs (EN):

Exchange of experience: 2 interregional workshops (Hungary, Belgium) will be addressed to regional Action Plans with 30 participants per region per event (120 participants), 5 thematic seminars & 5 study-visits (25 participants per each per event) will foster interregional policy learning. In one event a seminar and a study trip will be combined if possible (1/2 + 1/2 day events). 1 joint report entitled to Social Enterprise Inventory, 1 report on Framework for Social Entrepreneurial Strategies and Interregional cooperation opportunities for regions will promote lessons learned & policy improvements foreseen. Total of 5 study trips to successful social enterprises will generate 25 good practices identified & tackled. In total we expect 6 regional stakeholder meetings organized in semester 2,4&6 with a total of (30 per PP1, PP2, PP3, PP4, PP5, PP7, (PP8 and PP9 following partner changes replacing PP2 and PP7) per semester) 540 participants. Based on the number of partners, we expect to address 6 local or regional policies and consequently 6 regional Action Plans and a general policy recommendation paper forming elements of the policy diagnostic tool. All knowledge will be gathered and presented to further European regions with advanced and less advanced SE landscape in Brussels in the frame of the last interregional seminar with total of 50 participants (7 project partner staff and 43 guests). Communications: 1 website hosted by the I-RE EUROPE Programme website&7 micro-sites will be created. 2 brochures (1 brochure&1 one-pager leaflet) describing the project and the policy learning will be produced in a total of 2200 copies. In addition, 3 newsletters (900 copies)&50 press releases will be produced by partners. 1 poster per partner will be designed and printed for further dissemination purposes at regional stakeholder events. In addition, 1 scientific article will be produced to qualify the exchange of experience. 1 brokerage event on social enterprises will be organized in Brussels with 150 participants. Project management: Kick-off meeting will be organized in Hungary (1/2 day) with 15 project staff and 35 guest experts invited co-organized with half-day dissemination event (50 participants). SOCIAL SEEDS intends to have the following results: Partners' with increaded capacity resulting directly from the exchange of experience:25 staff members. Among the 25 identified good practices, 5 are expected as possibly transferred among the partners and integrated into the total of 6 policies addressed and to be improved. As a consequence, 6 business development policies focusing on social enterprises as well, are expected to be improved by integrating adequate measures for improving SE landscape. This improvement is secured by combining the policy improvement considerations with the action plan and a sustainable business model directed at each regional context, which will provide a very concrete and accessible tool for policymakers.
