Description (EN):

When advertising door-to-door accessibility between origin (usually urban areas) and destination (often remote areas), the tourists often facing missing links on the last stretch of the journey, i.e. from the hubs/regional railway station to the final destination. Public transport is a challenging task in many hinterlands due to different factors that make the operation of regular lines difficult. Beyond that, locations with tourist frequentation are facing a variation in demand depending on seasons. Experiences have shown that a demand-responsive transport system (sharing/pooling/public), embedded in the trunk net of regular public transport, is a thankful enhancement in many cases: to cover the "last mile" in the travel chain of tourists and to provide for the inhabitants an alternative to car use for their daily ways. While various operational models of intermediate services have been created and tested in several foregoing projects, operators are still confronted with institutional barriers and/or the sustained financing in the long run. Capitalizing on foregoing research and development work, regions create new and tailor-made solutions on the basis of the experiences. Integrated solutions tailored to multiple user with target-group oriented information tools, interlacing with main public transport lines and hubs and introducing low-emission and energy-efficient vehicles, shall lead to sustainable and financeable regional mobility systems. Through an interregional exchange, a sound basis for the implementation of sustainable demand-responsive transport systems shall be developed. Policy recommendations and thereby catapulted policy dialogue processes shall facilitate the realization of low-threshold mobility services in the long run. Benefits lie in the positive environmental effect (both in destinations and origins=urban areas), in the improved accessibility for residents and in the regional economy (tourism as an important factor in rural areas).

Achievements (EN):

In terms of activities, the project has organised a total of 121 policy learning events. It has also identified 22 good practices, produced 6 action plans and led to the increased capacity of 106 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 9,431,441. 00.

Expected Results (EN):

Overall objective: Improve regional policies and create clear framework conditions for sustainable, flexible transport forms in the last mile of the travel chain to change the mode choice towards more sustainable transport modes in tourism and recreational related traffic from car to sustainable transport modes by 5% by 2020 (based on 2015), thus in line with the long term goal towards a competitive low carbon economy in Europe. Social and territorial cohesion is improved through equal transport opportunities and better accessibility for tourists and for residents of remote areas and hinterlands: Catchment area in public transport, measured from the capital of the region in travel time (60/120 min. from the capital), to be enlarged through the implementation of new flexible transport systems by 10% by 2020. The project makes a contribution to the Growth & Jobs goal through creating “green jobs” by implementing new mobility offers and services in less dense populated areas thus helping to reduce the unemployment rate in less favoured regions. 100 new “green jobs” created by 2020. Sub-objectives: • Putting the flexible transport offers on more economically viable basis of including different target groups with a special focus on tourism (higher costs recovery quota of (public) transport services (on average by 10%) • Increase of the number of multimodal/flexible public transport users (no. of passengers +25.000 p.a. / region) • Exchange of policies and best practice in the field of sustainable mobility with a focus on the last mile among the 6 regions in order to encourage participating regional authorities to adopt other approaches learned from this exchange and integrate them in their own regional policy. (no. of meetings with stakeholders: 36) • In view of actual implementation these policies and concrete measures shall be elaborated in line with the reg. structural funds programme in regard to potential funding of new projects (no. of projects: 6)

Expected Outputs (EN):

Outputs - Phase 1: In the beginning, the project partners will deal with the last mile topic in three joint analyses, which build the backbone of the interreg. exchange. The analyses prepared by each region will be consolidated and summarized in three synopses. • Analysis of institutional frameworks and barriers. • Analysis of the technical state-of-the-art of sustainable transport in particular flexible public transport systems in the regions. • Evaluation of (good) practice . Synthesis and policy recommendations: The Synthesis shall make the link between the three fields of analyses. Based on the results, it will derive recommendations for policy makers at different levels. Main lessons learned and recommendations will be presented in an easy read brochure. Action Plans: The regional action plans will make sure that lessons learned from the interregional exchange are integrated in the regional policies. Actions defined here will be put in practice during phase 2. Phase 2: Monitoring reports: will document the implementation of the action plans in the regions and measure the performance by regularly query the specific performance indicators predefined by the regions. Final brochure: will provide a review on the project achievements including lessons learned from the implementation phase to be presented at the final conference. Leaflets, newsletters, web articles, contributions to the policy learning platform: to spread the projects results within the region, within the countries of the project partners and at programme and EU level. Main results at the end of the project: • Clear institutional framework for flexible transport; if necessary, adaptations to facilitate the implementation of especially small-scale systems will be considered and discussed. • Derived from the joint analyses on frameworks, state-of-the-art and good practice, sound transferrable operational models (incl. financing structure) for flexible transport systems in each region were developed. • For the structural funds programmes: o Proof that the selected regional structural funds programmes will generally support measures for flexible transport / for the last mile. o Concrete funding grants for measures developed within LAST MILE (action plan). • For the two national/regional policy instruments: o Last mile issue is explicitly included in the regional strategy/plan as an investment priority/field of action or similar. o Allocation of national/regional funds to the implementation of mobility measures . • New individual mobility solutions for the last mile in each of the 6 regions (based on interregional exchange; plans have also been discussed with the other partners) that are embedded in an overall regional mobility strategy . • More tourists arriving by public transport in the region and using public transport for their on-site trips due to the improved accessibility by public transport and additional services on the final leg (last mile) within the region.
