EU regions are experiencing growing levels of air pollution, CO2 emissions, traffic congestion. In a situation of general lack of financial resources for big infrastructural investments, the development of sustainable multimodal mobility becomes one of the EU key challenges. To be more efficient, mobility systems require a greater integration at each territorial level. Therefore, to overcome the current barriers, EU regions need integrated strategies enhancing an effective modal interchange and a higher integration between land use and transport planning processes. MATCH-UP project focuses on the optimization of the places where people change between transport modes. By considering 4 main types of low-carbon means of transport (Walking/cycling; Rail transport; Public transport; Green vehicles), MATCH-UP aims at achieving significant improvements of modal interchange within 4 involved countries (IE, DE, PT, RO). The overall objective is to embed multimodal mobility strategies into the Project Partners’ policy instruments (i.e. two ROPs funded by Structural Funds and 2 local policies) by defining design requirements concerning interchange nodes and transport services for managing and coordinating the interchange, and by developing tools and methods to assess different policies and design scenarios and to define the priority level of multimodal actions. The interregional and multilevel exchange of experience process, through various activities as staff exchanges, site visits and the involvement of local stakeholder groups (e.g. policy makers, managing authorities, transport service providers) will increase skills and knowledge among policy makers and other public administration staff, thus influencing their capacity to promote new initiatives towards sustainable mobility. Beside Project Partners and local stakeholder groups, MATCH-UP will reach other Target Groups through local dissemination activities, public conferences and thematic fairs.

Achievements (EN):

In terms of activities, the project has organised a total of 30 policy learning events. It has also identified 15 good practices, produced 4 action plans and led to the increased capacity of 63 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 5,431,596. 71.

Expected Results (EN):

MATCH-UP OVERALL OBJECTIVE is to embed multimodal mobility strategies into the PPs’ policy instruments by working on policy learning, sharing knowledge, best practices transfer. As a matter of fact, overcoming the main barriers and gathering the opportunities connected to modal interchange is a crucial prerequisite to make low-carbon means of transport more competitive, more suitable, more comfortable than the private motorized vehicles. The overall objective will be achieved through 3 SUB-OBJECTIVES: 1) defining design requirements for passenger-friendly interchange nodes (functionality, safety, capacity, passenger satisfaction, comfort, accessibility), dealing with the urban dimension of interchange. 2) defining different requirements (organizational, structural, technological, etc.) for managing and coordinating the interchange among transport modes and services, (integrated timetable, ticketing and information systems, ICT equipments, interoperability, etc.) dealing with the transport dimension of interchange. 3) developing tools&methods, to assess different policies and design scenarios and to define the priority level of different actions. Starting from the analysis of urban/transport good practices concerning 4 types of low-carbon urban means of transports (Walking/cycling; Rail transport; Public transport; Green vehicles), the PPs will share effective strategies and solutions to be transferred within their territorial contexts through the Action Plans, thus improving their skills on multimodal urban mobility in coherence with the selected policy instruments, producing the following IMPROVEMENTS: - greener public transport and its connection with walking&cycling paths (PP4). - increase in cycling as a mass mode of transport, and the use of green private vehicles (PP2). - the boost of the shift towards green vehicles and walking&cycling (PP5). - better connections among public transportation and other forms of low-carbon mobility in a peri-urban context (PP3).

Expected Outputs (EN):

MATCH-UP aims at achieving a significant improvement of modal interchange involving the 4 main types of low-carbon means of transport within specific local contexts, through a well structured learning process and the implementation of Action Plans. Through the exchange of practices and knowledge, the learning process will allow to overcome the main structural, technological and political barriers to multimodality by improving skills and behaviours, by raising awareness on low-carbon urban mobility, in order to change the policies addressed and to further foster the use of low-carbon means of transport. KEY RESULTS: - Increased knowledge and skills of PPs (approaches, methodologies) concerning the integration of low-carbon multimodal transport policies and measures (modal interchange policies), in terms of physical, organizational, structural, technological requirements through exchange of information and sharing experiences - Increased capacity and skills of PPs and key stakeholders on critically analyse, assess and then select the best multimodal mobility scenarios for their regional context -improvement of the 4 addressed policy instruments MAIN OUTPUTS: MATCH-UP description framework for GPs. Collection of good practice factsheets (at least 8). Key success factors identification. MATCH-UP handbook for multimodal solutions made available both to PPs and to a wider audience. Evaluation System as a tool for assessing the different scenarios and determining priorities for the APs 4 Action Plans. 7 Interregional Thematic Meetings (5 in phase I, 2 in phase II), dedicated to PPs exchange of experiences, mutual learning, communication and coordination. 4 Site visits. 4 staff exchange. 16 local meetings with stakeholders groups (ShGs). As for communication outputs, 1 communication&dissemination plan (CDP): 4 Stakeholders Databases; 8 Newsletters (4 in phase I, 4 in phase II, in English and in the 4 other languages); MATCH-UP website and social media profiles; 20 press releases (4 editions for each of the 5 countries involved, related to the 2 international conferences and after each year in PH1); participation to the European mobility week (2), 2 project brochures (2 eds to be translated and delivered 1 at the beginning of the project and 1 at the end of phase I), articles/appearances in press&media, video. Moreover, to communicate and to disseminate MATCH-UP results, several EVENTS tailored to specific TGs are foreseen: 2 public conferences; 4 calls for interests for stakeholders; 8 local meetings with Target Groups (Mobility Cafès) As for the outputs of the manag. activities, a sound technical and financial management is expected, based on tools and methods agreed among partners, including, annual Work Plans for MATCH-UP activities, Steering Group meetings for strategic coordination and guidance, reports concerning Site visits (4), staff exchanges (4), ITMs (7), SG meetings (7), ShGs workshops (16), Mobility cafès (8)
