New models of innovation are needed because globalization and digitalization cause rapidly changing value chains and business models. Policy makers need to learn about such new models to keep the pace and be able to provide fast and flexible support for emerging industries in order to make/keep a region competitive at global scale. ClusteriX 2.0 aims to improve policy instruments related to the actual delivery of innovation making better use of clusters to facilitate such processes by focusing on complementary competences, by introducing new models of innovation for the development and operational implementation of strategic cluster partnerships. Our goal is to increase the number of collaborations between enterprises and knowledge institutions (by 5 % on average by 2020) leading to new value chains through cross-cluster collaboration and eventually to new products and solutions. This shall be done by improving policy instruments related to networking, clusters and open innovation through smart specialization. As sub-objectives we intend to increase the number of cross-sector collaborations and cluster partnerships within each partner region and to develop strategic interregional partnerships based on complementary competences identified through smart regional profiling. The main outputs are 81 policy learning events organized, minimum 20 good practices identified, analysed and shared, 10 action plans developed and implemented and minimum 50 appearances in media. Direct beneficiaries are at least 50 people from Managing Authorities/Intermediate Bodies, implementing organizations, and various local/regional/national stakeholders with increased professional capacity benefiting from the interregional exchange. Through improved policy instruments (9 Structural Funds, 1 regional) enterprises, research institutes and other innovation actors in the region benefit indirectly from ClusteriX 2.0.

Achievements (EN):

In terms of activities, the project has organised a total of 141 policy learning events. It has also identified 12 good practices, produced 9 action plans and led to the increased capacity of 60 people. In terms of results, the project has succeeded in improving 11 regional development policies for a total amount of funds influenced of EUR 13,427,413. 00.

Expected Results (EN):

Taking into consideration the objectives of European cluster policy: To better use clusters to boost regional growth, there is a need to improve policies in order to: • Overcome the predominance of 'sectoral' industrial policies. • Address difficulties for SMEs integrating into new value chains through innovation. • Integrate regional, industry and SME policy efforts to avoid fragmentation. • Create synergies across Europe along smart specialisation. The projects aims to improve the policy instruments related to the actual delivery of innovation in the regional innovation chains making better use of clusters to facilitate such processes by focusing on complementary competences, by introducing new models of innovation for the development and operational implementation of strategic cluster partnerships. The strategic character is essential to ensure a long-term, sustainable perspective for the partnerships that can/should be created both at regional and interregional level. ClusteriX 2.0 OVERALL OBJECTIVE: By improving policy instruments related to networking, clusters and open innovation through smart specialization we aim to increase the number of collaborations between enterprises and knowledge institutions (by 5 % on average by 2020) leading to new value chains through cross-cluster collaboration and eventually to new products and solutions. SUB-OBJECTIVES: (1) To increase the number of cross-sector collaborations and cluster partnerships within each partner region and, (2) To develop strategic interregional partnerships based on complementary competences identified through smart regional profiling. This sub-objective is in line with the EU recommendation to build upon the Regions of Knowledge experience and develop joint measures supporting this process. The objectives and sub-objectives will always be at the forefront of all activities that are to be carried out throughout the project, in both phases.

Expected Outputs (EN):

ClusteriX 2.0 addresses 9 Structural Funds Programmes and 1 regional programme (Flanders Cluster Support Programme). There are 2 national policy instruments (addressed by P4 and P6) and 8 regional ones. We see this mix as positive for the interregional learning process: on one hand there is a good size of SF programmes enabling a synergetic exchange between peers and bringing along the potential of spill-overs in other fields, especially when governance is concerned. On the other hand there is enough diversity to profit from by looking into different levels and approaches. Although the majority of policy instruments are SF related, the project shall also influence regional funds. The rationale behind is that certain activities within the priority axis or measures addressed are designed in such a way that they also leverage regional funding. (Example from Lower Austria/LP: The policy instrument addressed, the Lower Austrian Cluster Programme supporting cluster management, is ERDF co-financed, but the new RDI projects that shall be triggered by ClusteriX 2.0 can be supported by a regional funding instrument.) Since the partnership includes both MA/IB bodies and the implementing organisations, it is estimated that it shall be possible to reach out the targets mentioned in the indicators table calculated for the years 2019 and 2020, i.e. for the implementation phase. The self-defined indicators are part of the policy instruments addressed and shall be monitored and reported by each partner. Concerning the output indicators: The total number of policy learning events organised is 81: We will organize 9 project meetings in phase 1 including back-to-back a. peer group discussions of good practice cases, b. study visits, c. in-depth exploration meetings to assess the transferability/adaptability of good practices in the action plans, d. one specific workshop dedicated to related European initiatives and e. one workshop dedicated to a joint policy peer review. In semester 4-6, we plan 7 additional in-depth exploration meetings. In phase 1, semester 4-6, we will organize 3 staff exchanges, where voluntary hosts identified in the project preparation phase will host staff members of other project partners for up to 2 weeks. In phase 2 there will be 2 monitoring meetings. At regional level there will be at least 10 meetings (1 per partner) with local stakeholders in each semester of phase 1, in total 60. In fact we think that this dialog should continue also in phase 2. We estimate that a minimum of 20 good practices will be identified, analysed and structured for dissemination purposes. The targets for the other indicators were planned based on the partners’ input as well as from the practical experience of coordinating Interreg IVC projects.
