DEVISE aims to give response to the current challenge that 10 European regions are facing to unlock and exploit the potential that digital tech SMEs have as enabler for the competitiveness of other SMEs belonging to sectors included in their Regional Smart Specialisation Strategies (RIS3). Although a significant progress has been made in the definition of more focused policies supporting these strategic sectors, more coordinated actions are required to foster the growth of digital SMEs providing innovative solutions that allow other sectors to be more competitive. Having this into consideration, DEVISE aims, by 2021, to increase by 15% the number of digital tech SMEs enabling competitiveness in other regional strategic sectors through improved supporting policy instruments. In doing so, the project will follow an innovative intersectoral approach involving all the relevant stakeholders in the process of analysing the current context, learning from other EU regions and defining improved policies integrating the lessons learnt. DEVISE will produce concrete outputs to meet this objective and other long-term effects. This includes the definition of 10 regional action plans that will help policy makers to improve the effectiveness of the instruments they are responsible through more focused actions supporting the issue addressed in DEVISE. We will also put a lot of effort to set up 10 regional digital transformation enabling environments that will cooperate together. DEVISE will facilitate the creation of these environments formed by digital and other key sectors. Policy makers, business support organisations, educational centres and SMEs from the digital and other smart specialisation sectors will be the main participants and beneficiaries of these environments expected to last beyond DEVISE’s lifetime. These environments will bring improved coordination and increased collaboration between the digital sector and those belonging to other smart specialisation sectors.

Achievements (EN):

In terms of activities, the project has organised a total of 97 policy learning events. It has also identified 28 good practices, produced 10 action plans and led to the increased capacity of 99 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 1,249,630. 00.

Expected Results (EN):

DEVISE’s main objective is to, by 2021, increase by 15% the number of digital tech SMEs enabling competitiveness in other regional strategic sectors through improved supporting policy instruments. The consecution of this objective brings associated the achievement of the following sub-objectives: 1) Design and implement more effective supporting instruments focused in the growth of the digital SMEs as provider of innovative solutions enabling the competitiveness and innovation engagement of SMEs from other smart sectors of the participating regions. 2) Establish digital transformation enabling environments in 10 European regions cooperating together. 3) Facilitate the coordination and increased collaboration between SMEs of the digital sector and those belonging to other regional smart specialisation sectors.

Expected Outputs (EN):

DEVISE intends to unlock the existing potential that the digital SMEs have as enabler of innovation and competitiveness in other regional strategic sectors. In doing so, we will work together with all the relevant stakeholders to establish the ideal ecosystem where to define the right policy instruments that allow the participant regions to, by 2021, increase by 15% the number of digital tech SMEs enabling competitiveness in other regional strategic sectors. This is the main result expected coming from the project but DEVISE is thought to bring more long-term effects lasting beyond the project’s lifetime. The approach presented, where special importance is given to the facilitation of activities that boost intersectoral cooperation at regional and interregional levels, it’s intended to set up the basis for long-lasting cooperation. The following results and outputs contributing to them are expected: 1) 10 improved policy instruments supporting the growth of digital SMEs providing solutions to other strategic sectors to engage with innovation and be more competitive. This will be achieved by using the outputs developed in the project, more concretely: - the 10 regional supply/demand analysis will serve to identify the regional strengths and the gaps that need to be bridge. - the good practices shared (at least 20) will be a key asset for regions to identify those from where they can learn to address the challenges they face - the exchange of knowledge activities (a total of 25 including staff exchanges, site visits and workshops) will allow partners and stakeholders to access to the relevant information and experience they require - 10 structured action plans reviewed by peers with expertise in the topic addressed will help to define concrete and effective instruments 2)10 regional digital transformation enabling environments established and cooperating together. DEVISE will facilitate the creation of these environments formed by digital and other key sectors. It will be achieved thanks to: - the facilitation and coordination make at regional level through the intersectoral networking events and stakeholder group meetings (10 per region) - the interregional ecosystem that will promote cooperation at EU level 3) Improved coordination and increased collaboration between SMEs of the digital sector and those belonging to other smart specialisation sectors. The intersectoral networking events and stakeholder groups formed by relevant representatives of the implied sectors will input into this result. Management and communications activities will produce outputs to support the achievement of this results. As it has been stressed, facilitation and coordination of different stakeholders and SMEs belonging to different sectors is crucial in the project. Therefore, the management and communication activities explained in sections C.5 and C.7 and detailed in D.1 and D.2 sections will produce the outputs to reach the expected results.
