Description (EN):

INKREASE - Innovation and Knowledge for Regional Actions and Systems - aims at improving innovation delivery capacity of participating regions: the main goal is to mainstream, into the different regional strategies of partners, policies and tools to increase the capacities of the various innovation ecosystems, reinforce the collaboration between research and business communities and exploit the economic valorization processes of research results. INKREASE learning process tackles aspects related to: - management of structured innovation networks and clusters; - appropriate tools and mechanisms to leverage business investments in research and innovation; - new and more effective governance models; - sector specific needs. INKREASE has a clear focus on the challenges emerging from RIS3 and the identification and development of new value chains to support research-enterprise cooperation. Good practices on governance models, industry-science relations management schemes, business clustering and networking experiences are taken as inspiration for the regional Action Plans. The partnership covers 7 areas across the EU with similar RIS3 priorities and ERDF policy instruments, and includes Regional Authorities, innovation agencies and business support centers. Local Stakeholder Groups will act as keystone between regional priorities and interregional competences to be mainstreamed. Policy makers, representatives of research and business communities and other actors promoting and delivering innovation services are involved in the learning exercise, providing inputs and taking advantage of projects results. Project activities lead to the definition of 7 Action plans aimed at improving regional policy instruments with new actions, tools and governance mechanisms, increasing production and capitalization of results, mainly in terms of number of companies collaborating with research institutions and amount of private investment on research and innovation.

Achievements (EN):

In terms of activities, the project has organised a total of 68 policy learning events. It has also identified 13 good practices, produced 6 action plans and led to the increased capacity of 48 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 800,800. 00.

Expected Results (EN):

The overall project objective is the improvement of policies and programs for the delivery of innovation to increase regional competitiveness, with the purpose to strengthen the dialogue and the collaboration between research and business sectors, leverage R&I business investments and promote the creation of new innovation value chains according to RIS3, and capitalize on project outputs exploiting common value through the establishment of local ‘communities’ focused towards specialization areas. The goal is to elaborate 7 Action Plans aiming at the development of new methods to enlarge the capitalization of results, the improvement of existing measures performances and the adoption of more effective governance models, to improve the targets of the policy instruments addressed by each partner. Specific project objectives are: - identify tools and schemes to improve the connection between research and business actors, promote the development of R&D projects, favor diffusion, exploitation and capitalization of project results in the market and the communities, improving R&I value chain and innovation ecosystems - create or improve actions favoring networking and aggregation of different actors to create new innovation value chains including multidisciplinary R&D competencies addressing RIS3 priorities - define new governance models for the development of complex, large scale projects, taking into account the diversity of actors involved - improve networks and cluster management, and promote the creation of strategic partnerships addressing RIS3 priorities and specialization areas, also to exploit synergies among different territorial systems, and European and international collaboration opportunities - elaborate R&D&I projects evaluation and selection tools which allow to better address RIS3 priorities and possible interregional collaborations - develop monitoring and evaluation systems enabling to revise RIS3 according to the entrepreneurial discovery process.

Expected Outputs (EN):

The main result of the INKREASE project is the production of 7 Action plans. Each partner will improve its ERDF ROP raising its profile in order to reach higher performances. The change will be specific to the goals of each policy instrument and will range from improved actions to new governance models, up to the creation of the condition for interregional collaborations. Each partner will focus on its specific needs and produce results in terms of: - creation and strengthening of innovation value chains on RIS3 specializations, - improvement of the collaboration between research and business, - increased (private) R&D investments, - improved local and interregional collaboration on priority thematic areas, - improved governance of complex multi-actors partnerships and communities of actors gathered around RIS3 priorities, - improved monitoring and evaluation systems. The 7 Actions plans will be created on the basis of the contents developed by means of a range of learning initiatives undertaken by the partners which will exchange experiences and create a collective knowledge on topics of common interest. Phase 2 results are the implementation of the Action Plans. Main outputs of the interregional collaboration will be: - at least 30 good practices identified and analyzed. A collection of good practices will be produced (booklet) as pool of experience based examples where to find appropriate solutions and inspiration for the Action plans contents - 6 Exchange visits aiming at deepening the knowledge on others’ experiences and get detailed information - 6 Interregional workshops (CROSS’INNs) to discuss and create new knowledge on selected topics of interests targeted to participants’ needs - 3 Regional workshops (Learning Camps) per region, aiming at knowledge building addressed to policy makers and stakeholders, in order to create shared visions and common understanding of possible changes to be introduced in regional/national programs - 14 peer to peer reviews and 14 staff exchanges to build hands on understanding and knowledge - 1 online open consultation on the content of the draft Action plan, to integrate further contributions from stakeholders and other external experts or concerned actors - 1 major public events at the end of Phase 1 to share with a wide audience the projects results, in particular the content of the Action Plans - 1 project website and several papers and online pubblications (Good Practices booklet, newsletters, online mapping, …) - communication material to distribute information and create an open dialogue with the local, interregional and European innovation communities. Additional outputs are foreseen in Phase 2, namely: 1 final conference in Navarra and 1 web site updated.
