Description (EN):

CONTEXT: Medical technologies are a key sector for the future in Europe by bringing solutions to reduce healthcare costs in a context of ageing population. With emergence of new and cross-sectorial technologies, it is one of the most innovative high-tech sector which faces a strong world competition requiring each time more innovation. But the sector is fragmented with a high number of products and SMEs; RDI infrastructures offers do not always meet effectively companies demands. PARTNERSHIP: The project brings together 9 partners from 8 EU countries (FR, IT, NL, D, FI, DK, HU, PL) with a mix of regional public authorities, innovation agencies and a cluster (all having delegation of competencies from their public authority) and an advisory partner. They are supported by strongly involved skilful stakeholders: managing authorities, centres of research, clusters, hospitals. OBJECTIVE: Improving public policies (structural funds and regional policies) in favour of RDI facilities to be more adapted to the specificities of the medtech domain. APPROACH: In phase 1, the project follows a progressive 3-steps approach starting from a state of the play in each partner’s region from which best practices will be cross-analysed to deliver recommendations in order to improve the policies addressed in partners’ regions. MAIN ACTIVITIES/ OUTPUTS: The project will lead to the implementation of 8 local action plans thanks various activities of exchange of experiences, among which self-assessment, benchmarking, interregional mapping and joint analysis, 1 interregional seminar, 3 study visits, 4 workshops, 4 dissemination events (2 at European level to fuel the EU reflection). MAIN EXPECTED RESULTS: Increase knowledge and skills among stakeholders and staff members (50). 20 best practices and 8 improved policies instruments (5 related to structural funds) to strengthen RDI ecosystems, develop new RDI business models and new RDI interregional projects at EU level in the medtech sector.

Achievements (EN):

In terms of activities, the project has organised a total of 65 policy learning events. It has also identified 20 good practices, produced 8 action plans and led to the increased capacity of 48 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 8,541,088. 00.

Expected Results (EN):

Main objective: improve implementation of policies and programmes in favour of RDI facilities and infrastructures in the medtech sector by benefiting from experiences and success stories of European partners in order to provide adapted supports through R&I investments and projects, to develop the potential for excellence of firms, to keep a competitive advantage in the world competition and to accelerate adoption and combination of new technologies to produce new products and services responding to identified needs in health sector. 3 sub-objectives treated during specific workshops in the project: - Strengthen the innovation ecosystem of the medtech sector: finding policy solutions to create better and stronger organised innovation ecosystem (new tools, renovated governance), increasing better collaboration and understanding of methods/processes within partnership revolved around RDI infrastructures; enhancing accessibility and involvement of RDI facilities. To create added value in the medtech sector, it is important to share and mutualise various capabilities, technologies and services responding to patient’s needs. Developing links between R&D platforms could encourage and facilitate collaboration between firms, labs, hospitals or healthcare institutions. - Develop business models of RDI facilities giving better access to SMEs of the sector: improving policies to develop sustainable models enhancing innovation through new ideas, products and partnerships (including reflection on short/ long terms funding) to reinforce links between RDI stakeholders to develop more adapted R&I facilities, combining various capabilities and technologies. - Create potential synergies by identifying complementary strong domains in each region.This objective answers to local and regional needs in the sector. The wide range of specialised technologies available in the European network will increase possibilities of combination and capabilities to develop European excellence.

Expected Outputs (EN):

OUTPUTS Project management: - 1 Subsidy Contract. - 1 Partnership Agreement signed by all partners. - 7 SC meetings and minutes (5 during phase 1, 2 during phase 2). - 5 audited progress reports in phase 1, 2 audited progress and final report in phase 2. Exchanges of experience: - Reports and documentation on interregional learning process events: 1 interregional seminar, 3 thematic workshops + 1 methodology workshop, 3 study visits, 2 exploration meetings - 1 interregional cross-analysis, 1 self-assessment questionnaire, 1 interregional benchmarking on innovation ecosystem and business models of RDI facilities, 1 interregional mapping of excellence application domains in medtech. - 20 identified best practices among which 12 in depth analysis best practices, 1 final joint recommendation document, - 8 action plans locally elaborated during Phase 1 through 5 stakeholders’ meetings in each region, 16 working sessions and 8 follow-up reports on the implementation of these action plans during Phase 2. - 50 persons will improve knowledge and skills through the exchange of experiences. Communication and dissemination: - Events: 1 launching kick-off event, 2 dissemination seminars, 2 EU level communication events, 1 final conference. - Dematerialised activities: 1 webpage created on the project and updated at least once per semester, 4 e-bulletins during Phase 1, 2 created and animated LinkedIn communities, 1 Twitter account, 1 online platform. - Publication: 1 poster created and displayed, policy recommendation brochure and flyers. RESULTS: Project management: - Effective project management and effective activities leading. - Respect of the project’ schedule and deadlines by the partners (reports, inputs). - Collaborative and team spirit among the partners. Exchanges of experience: Related to the main objective of the project: increase of the effectiveness of RDI infrastructures in the medtech through the improvement of supporting public policies and programmes: - better integrated governance of the policy instrument to increase the number of new partners in the triple helix innovation system of the sector (10) - improved representativeness of the stakeholders. - Implementation of new business models for RDI infrastructures in order to meet more easily the SMEs demands and increase the number of projects (10) developed by RDI infrastructures (technological platform, centres of research, universities, hospitals…). - Increase the number of joint interregional excellence projects at European level (10). Achievement of the results will be monitoring during Phase 2 through the self-performance indicators. Communication and dissemination: Expected attendance: 400 people in dissemination events (2 regional, 2 EU dissemination, final conference). Expected average number of sessions at the project pages per month: 70. Expected appearance in press & media: between 1 or 2 per month. Valorisation of regional public policies in favour of RDI to fuel EU reflection on the subject.
