Description (EN):

EU 2020 highlights that the EU and Member States should enable SMEs to turn environmental challenges into opportunities. Green growth can offer significant benefits, however as stated in the Small Business Act (EP 2014/2209 INI)) policy makers need to fully understand the potential of the green economy, whilst being aware of the barriers that SMEs face regarding the greening of their products, production processes, business practices and services. The circular economy is a key concept of the green economy, based on optimising systems rather than components, away from ‘Resource to Waste’ to resilient and productive circular systems. Strategic alliances between support organisations such as Ellen MacArthur Foundation, McKinsey Company, etc and multinational enterprises have been at the forefront of circular economy exploration and application. SMEs rarely have the same access to knowledge networks to stay up to date with new technologies, or communicate with potential clients or investors. It is therefore key to understand how SMEs can exploit the opportunities of circular value chains. The CESME project address SME inclusion in the circular economy, by interregional meetings identifying good practices aiming to examine how best regional and local authorities and business development agencies can improve relevant policy instruments and design support packages to assist SMEs to enter the circular economy. Through the creation of a return on investment analysis quantifying the economic and social benefits of circular value chains as well as a white book guiding SMEs step by step into circular economy, the CESME partnership hopes to introduce new circular initiatives targeted SMEs. These initiatives will be implemented and tested for feedback and adaptation in order to be replicable tools across EU as well as monitored against their expected impact. Finally, this will lead to the improved effectiveness of the policy instruments addressed by the project partners.

Achievements (EN):

In terms of activities, the project has organised a total of 53 policy learning events. It has also identified 31 good practices, produced 6 action plans and led to the increased capacity of 54 people. In terms of results, the project has succeeded in improving 8 regional development policies for a total amount of funds influenced of EUR 26,690,936. 70.

Expected Outputs (EN):

The overall objective of CESME is to improve the effectiveness and impact of the policy instruments addressed within the partnership stimulating green growth in general and circular economy in particular. More specifically the project aims to provide policy makers with knowledge on how policy instruments and support packages can assist SMEs to enter the circular economy. Furthermore, CESME will provide concrete tools assisting SMEs approaching green economy. On the overall CESME will address 5 policy instruments with Growth and Jobs or ETC programmes and 1 regional funded policy instrument. The activities within CESME will lead to 8 policy learning events with at least 10 good practices identified within the policy field addressed. Furthermore, the partner organisations will attend these events resulting in 30 people with incresed capacity within the field tackled. Based on the policy learning events, 6 Action Plans will be produced, 1 White Book containing containing all the lessons learnt and the recommendations targeted 1) SMEs at practical level and 2) policy makers at strategic level, a toolkit containing a green profile asessment tool as well as a return on investment calculation model targeted SMEs. These outputs will provide 7.000 EUR from Growth and Jobs or ETC funding and 1.300 EUR in other funding for implementing new initiatives in support of the effectiveness of the policy instruments addressed. Based on these result indicators CESME will enable 690 SMEs with new tools for approaching or improving green initiatives, another 30 will be thoroughly informed about the circular economy approach, 1 web-based platform will be created sharing information and encouraging SME collaboration and finally 1 Regional Operational Programme will be specified with concrete target indicators based on CESME.
