Description (EN):

The proposed project entitled “Regional Policies towards Greening the Social Housing Sector” is oriented to jointly tackling the topic of housing deprivation and energy efficiency in the scope of social housing sector towards a lower carbon economy. In this context the overall objective of the project is to improve regional policy instruments targeting the link between social housing sector and fuel poverty with green building interventions considering policy, institutional, financial and technical levels. Through interregional cooperation, regions will identify, share and transfer innovative methodologies, processes and good practices in developing and implementing greener social housing sector policies, targeting new constructions or retrofitting existing buildings. For do so, study visits, good practices workshop, local stakeholders meetings, among other dissemination events will be organised. Within this interregional learning process (phase 1 - 5 semesters) the regions involved in the project will develop important outputs, namely: self-assessment reports, good practices guides and regional action plans. Following the phase 1, it will start a period with the duration of four semesters - phase 2, focused on monitoring the implementation of the action plans developed previously and a final result report will be produced to summarise its achievements. The partnership includes 8 partners from 6 countries (Portugal, Spain, Croacia, Estonia, Sweden, Romania), with capacity to influence the policy instruments related to greening the social housing sector. The advisory lead partner, Nordregio (Sweden) will coordinate the project and provide scientific and technical support to the consortium. The other partners, mainly municipalities, energy agencies and Managing Authorities will jointly work in the development of the main project's activities, namely preparation, implementation and monitoring.

Achievements (EN):

In terms of activities, the project has organised a total of 60 policy learning events. It has also identified 17 good practices, produced 6 action plans and led to the increased capacity of 53 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 8,202,643. 86.

Expected Results (EN):

The overall objective of the project is to improve regional development policies oriented to the promotion of greening the social housing sector, through the enhancement of energy efficiency and the use of renewable energies, stressing its importance as an incubator for new markets in the field of energy, technologies, services and business models. Moreover, provides the opportunity to explore green building practices and significantly reduce GHG emissions through cost-effective means while providing much needed housing in a healthy and sustainable manner. Through interregional cooperation, regions will identify, share and transfer innovative methodologies, processes and good practices in developing and implementing greener social housing sector policies, targeting new constructions or retrofitting existing buildings. In this context the project’s sub-objectives will be: 1. to understand the role of the green building intervention in the social housing sector and the link with the fuel poverty topic; 2. to identify green measures for the social housing sector; 3. to identify, share and transfer experiences and good practices and to develop joint policy tools and instruments related to innovative solutions for greening social housing sector, namely in the areas of fuel poverty and energy efficiency; 4. to develop strategic guidelines and policy recommendations as an integrated toolkit for regional and local authorities, fostering greening the social housing sector, oriented to new and retrofitting existing buildings; 5. to improve regional/local policies by introducing best practices into EU mainstream programmes in order to contribute towards fostering the competitiveness, sustainability and social cohesion of cities, regions and the EU as a whole.

Expected Outputs (EN):

The main outputs and results of the project are the following: > Part A: exchange of experiences. Outputs: 1 handbook on project conceptual framework and methodology; 1 handbook for institutional/stakeholder involvement process; 6 LSG set up; 6 local stakeholders meetings/region; 6 reports on the local stakeholders meetings/region; 1 Self-Assessement Report Guide; 6 self-assessment reports; 1 integrated assessment report; 1 Good Practice Form; 6 Good Practices Guides in different languages; 1 integrated good practice catalogue in English; 25 good practices identified; 1 Good Practice Workshop; 5 study visits; 5 reports on the study visits; 1 Action Plan Guide; 1 Action Plan Workshop; 6 Action Plans; 1 Managing Authority Meeting; 1 "Policy Recommendations" report; 1 Report on "Green Social Housing". Results: Successful exchange of experiences and identification and analysis of good practices with the aim of developing and improving regional low carbon economy policy; 14 good practices successfully transferred; 6 regional/local policies and instruments improved; 42 people with increased professional capacity due to their participation in interregional cooperation activities. > Part B: communication and dissemination. Outputs: 1 communication strategy; 9 e-newsletters; 1 social media presence; 1 launch conference; 1 report on the launch conference; 1 briefing brochure; 1 promotional poster/region;1 final conference; 1 report on the final conference; 11 press releases; 1 project video; 1 communication in transnational seminar/partner; 1 communication in national seminars/region; 2 technical/scientific articles; 1 final brochure; 1 report on the policy learning platform activities. Results: A thoroughly communicated and disseminated project well-known by all relevant stakeholders (both policy and decision makers at regional and local level and the broader public). > Part C: project management. Outputs: 1 subsidy contract; 1 partnership agreement; 9 progress reports; 1 final report; 1 kick-off meeting; Rules and Procedures for the SC; 7 steering committee meetings; 7 memorandums of the SC meetings; Rules and Procedures for the PB; 3 political board meetings; 3 memorandums of the PB meetings; 1 intranet; 1 technical and financial planning of the project; 1 Financial and Project Management Handbook. Results: A well-managed project, reaching its objectives without irregularities and with smooth reporting to the programme.
