Description (EN):

Artistic ceramics, as a traditional sector made up largely of small and micro enterprises, has been hit particularly hard by economic crisis, low-cost competition and restricted access to some non-EU markets. Globalisation has challenged this sector, which represents a central part of European tradition, but has also provided opportunities. In order to take advantage of these opportunities, the ceramics sector must prioritise new technologies, strengthen brands and develop services to maintain competitive advantage. Public policy must support this. The Innovation Union flagship initiative is designed to speed up and improve the way we conceive, develop, produce and access new products, industrial processes and services. This is what CLAY proposes for the artistic ceramic sector, in line with the recent drive towards advanced manufacturing. CLAY uses interregional exchange to achieve its objectives. All regions in the consortium have both important ceramics traditions and a growing basin of innovative SMEs, seeking market opportunities. They have all identified the challenge of matching these two elements of their regional economy, for the benefit of both. Interregional exchange will help them to identify solutions to the challenge, through improving regional programmes that can support the above described innovation in artistic ceramic SMEs. The overall objective is to ensure that selected policy instruments are adapted to support an important traditional sector to survive and flourish in today’s global environment. This will benefit the artistic ceramic sector and other sectors of the regional economy involved in innovation in industrial processes. Thanks to improved policy instruments for SME competitiveness in 5 European regions, in the mid-to-long term, CLAY regions will see a greater number of artistic ceramics SMEs surviving and thriving. Greater SME competitiveness contribute to the overall aim of socio-economic cohesion and growth.

Achievements (EN):

In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 10 good practices, produced 5 action plans and led to the increased capacity of 50 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 149,084. 00.

Expected Results (EN):

CLAY wants to answer the need identified by it partners for the traditional ceramic sector to adapt to the current economic climate. The overall objective is to ensure that selected policy instruments are adapted to support an important traditional sector to survive and flourish in today’s global environment. This objective is designed not only to benefit the artistic ceramic sector, where artisans and small companies can cooperate with other industry. It also benefits those other sectors of the regional economy that are involved in innovation in industrial processes, in design, in tourism. In line with a push towards advanced manufacturing on one side and inclusive economies on the other, CLAY partners believe that achievement of this overall objective will support the mid to long-term objective of ensuring ever increasing competitiveness among regional SMEs and, as such, across their territories. This objective is achieved through interregional learning to help policy makers address the innovation needs of the artistic ceramic sector. Thus, CLAY’s sub-objectives are to identify policy measures, which promote cross-cutting and cross-sector initiatives to: 1. promote innovation in the production process of artistic ceramics: advances in IT and automation could help to reduce costs and time in the way that ceramic SMEs are managed and that they produce their goods, while maintaining the traditional value of the products; 2. promote innovation in the design process and final product: traditional products are wonderful, but there is a growing market request for modern designs and modern characteristics in ceramics (from sensors for customer information, to advanced functionalities); 3. promote innovation in marketing and sales of artistic ceramic products. Traditional sectors require support to take advantage of the opportunities of modern marketing tools and of the global market, including internationalisation.

Expected Outputs (EN):

The expected result of the CLAY project is the creation of a policy framework in participating regions that helps the traditional ceramic sector to adapt to the current economic climate and helps innovative sectors of the economy to find new market opportunities. Specifically, CLAY will lead to improved policy instruments for SME competitiveness in 5 European regions, with relative impact as measured by identified result indicators for each region. Partners have all selected the result indicator "number of entities supported", which closely reflects the common desire to improve support (mostly project funding) provided for cross-sector support to artistic ceramics and to traditional sectors in general. Thus, the mid to long-term results of CLAY in regions that improve policy instruments thanks to CLAY should be a greater number of artistic ceramics SMEs surviving and thriving, thanks to innovation in process, products and marketing/sales. Greater SME competitiveness contributes to the overall aim of social and economic cohesion and growth in EU regions. These results are achieved through interregional learning to help policy makers address the innovation needs of the artistic ceramic sector. They produce the following outputs: • Reports and documentation from 8 Interregional Learning Events and 1 Exchange Event (total 9); • 5 Regional Stakeholder groups (1 per region), bringing together all the necessary actors to support achievement of CLAY objectives (including 1 workshop per semester in phase 1: total 30); • 5 territorial analysis (1 per region), based on a common template and developed in 3 stages (Understanding the artistic ceramics sector / Understanding innovation needs in artistic ceramics / Understanding how to meet innovation needs) with EU level input to corroborate results; • Min. 5 Good Practices (1 per region) identified and described (using a common template), representing policy measures (strategy, funding instrument, etc) that has actively encouraged innovation in artistic ceramics or in another traditional sector, with significant results; • 5 Action Plans detailing improvements to selected policy instruments designed by the end of Phase 1, in close cooperation with and approved by regional stakeholders; • Implementation and monitoring of 5 Action Plans during Phase 2; • Increased capacity in design, implementation and monitoring of policy instruments among average 10 people per policy region (including staff and stakeholders - total 50); • Communication Outputs (including: 1 Communication Plan; 1 website; 3 project level dissemination events, 5 mid-term regional events; 42 media appearances; 1 poster; Flyers / roll-ups); • Management Outputs (1 project management and monitoring system; 9 Steering Group Meetings with report; 1 Subsidy Contract; 1 Partnership Agreement; 8 Progress Reports).
