Gastronomy, local and regional food heritage is a common European cultural heritage, and as such also a major economic asset. Regional agro-food value chains and the cooperation they generate between various sectors including agriculture, tourism, hospitality, education etc. can have a serious positive impact on local development. One way of materializing such cooperation is the growing trend of food related tourism – nowadays almost half of travellers wish to have culinary experiences during their travels. Yet European regions of gastronomy are facing serious difficulties like losing their gastronomic uniqueness due to globalization threatening with standardized, mass produced food or underestimation of gastronomy as cultural heritage that needs to be protected. The 9 partners of the EUREGA project have realized that the specificity of the regional gastronomy and food sector requires appropriate public support to be translated into local and regional public policies. Such (agro)food-policies or food and gastronomy related development plans are either ineffective or non-existent. EUREGA’s main objective is to have food, food habits and gastronomy included and recognised in EU, regional and national strategies and policies both as a cultural asset and strong element in regional cultural identity and as a necessary tool to boost sustainable products and services. This should lead to creating stronger and more resilient regions by protecting and stimulating gastronomy as part of their cultural heritage and also by identifying new opportunities for economic development. As a result of international partners working together for four years the seven Action Plans, each region is to produce as main outcome will introduce significant improvement to the targeted policy instruments (Operational Programmes or Regional Development Strategies) leading to economic revival of the food and gastronomy sector as cultural heritage in the regions involved.

Achievements (EN):

In terms of activities, the project has organised a total of 89 policy learning events. It has also identified 18 good practices, produced 7 action plans and led to the increased capacity of 109 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 254,454. 00.

Expected Results (EN):

EUREGA’s main objective is thus to have food, food habits and gastronomy included and recognised in EU regional and national strategies and policies both as a cultural asset and strong element in regional cultural identity and as a necessary tool to boost sustainable products and services. This should lead to creating stronger and more resilient regions by: 1) protecting and stimulating gastronomy as part of their cultural heritage 2) identifying new opportunities for economic development. Partners share COMMON TOPICS OF INTEREST, explored during the project development phase, which can be considered as the shared ambitions to be achieved by them. These thus form the basis for the project sub-objectives, all aiming to improve concrete policy instruments related to the regional level to resolve the bottlenecks caused by the underestimation of gastronomy as cultural heritage and as an outcome the underrepresentation of such gastronomic cultural heritage in local/regional/national policies. EUREGA wishes to focus on the following sub-themes of “Gastronomy AND - support for SMEs (including SMEs in strengthening and developing short regional food supply chains) - education (increasing the representation of gastronomy and creativity in educational programmes) - sustainable tourism (improving policies to meet sustainable tourism objectives) - linking urban and rural (linking urban and rural development strategies as relates to gastronomy) - health (exploiting cultural heritage in relation to well-being, education, tourism and hospitality)

Expected Outputs (EN):

The most important outputs of EUREGA will be the 7 regional Action Plans targeting the improvement of the respective policy instruments related to economic revival of the food and gastronomy sector as cultural heritage in the regions involved. After assessing local needs and fine-tuning priorities, based on good policy practices transferred from other regions, smarter, more tailor made calls with better fitting terms and conditions will be announced, as well as smarter, higher value added new projects will be generated and submitted under the Operational and regional Programmes addressed, and through their implementation the performance of the respective 4 SF OPs and 3 regional development programmes will be improved. Activated support tools will enhance the access of the food sector to finance and knowledge, improve entrepreneurial skills and innovation capacity. Improved competences and capabilities of SMEs active in the food and gastronomy or related sectors (hospitality, tourism, and trade) will enhance the quality of products and services and access to new domestic or international markets. This will result in generating new jobs and additional income earning opportunities also for social groups disadvantageous on the labour market (people with low qualification, young people, women, and elderly) and ultimately enhance the competitiveness of regions. Strengthening the interest and ownership of residents towards local gastronomic assets, together with the revival of local traditions can further strengthen the attractiveness of these regions. Upgrading the regional food and gastronomy sectors is an excellent tool for empowering local communities and thus boosting endogenous development. The engagement of and continued dialogue with all relevant regional actors from different sectors in the framework of the regional stakeholder platforms will be a driver for integrating co-creation as “business as usual” practice into policymaking processes. Based on this participatory approach, more evidence based regional development strategies and policy instruments responding to the factual needs of local/regional gastronomy realities can be formulated on the middle/long run. The project will also upgrade the work culture of public authorities, stimulating more coordinated horizontal and vertical cooperation which can result in setting up or improving regional support schemes (ultimately even with creating new local/regional funds) sustaining a long-term competitiveness. Moreover, as a direct result, 138 people (staff & stakeholders) directly participating in the project and at least further 161 people through the institutional & stakeholder learning will become better equipped and more effective in implementing regional programmes and policies.
