Description (EN):

Local Shops supply the population and are a social hub, contribute to the quality of local life, encourage the population to stay and are a prerequisite for the development of other diversification activities. Also, SMEs and micro SMEs` weight in terms of employment is very significant in demographically fragile rural areas. However, even if retail shops are a basic service in sparsely populated areas, their existence is not inevitable. Small villages need shops to survive but small rural shops need also a minimum number of customers to survive. When depopulation started to affect severely some European regions, different schemes to support rural retail appeared around the year 2000. It was the case of Rural Multiservice Shops in Aragon (Spain) but also for different attempts and formulas in many other European countries,many northern and western but not exclusively. Even if these initiatives have undoubtedly contributed to cope with the situation in the past decade, the decline of retail in rural regions of Europe continues today. Rural businesses face significant challenges in the marketplace leading to their unfeasibility and to dramatic consequences in terms of social and territorial cohesion. SARURE partnership intends to exchange on the models essayed during the past decade but also on the possibilities that the new markets, the new mix of services, the new financing options and the new technologies open for retail SMEs today. 99% of the SMEs in the retail sector in partner rural areas are indeed micro SMEs especially vulnerable to crisis and with many barriers to innovation. In this context, the final aim of the project is to improve the partner regions policies in force supporting retail SMEs towards survival, innovation and overall competitiveness. Given the fact that today European regions from the diverse latitudes face the issue, Interreg Europe is deemed an excellent arena to exchange on successful experiences and policies.

Achievements (EN):

In terms of activities, the project has organised a total of 48 policy learning events. It has also identified 30 good practices, produced 7 action plans and led to the increased capacity of 58 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 2,354,825. 91.

Expected Results (EN):

SARURE overall objective is to improve policies supporting SMEs competitiveness of the partner regions for them to promote rural retail SMEs creation, development, growth and engagement in innovation. In order to achieve this overall objective, SARURE establishes the following sub-objectives: -To identify, describe, exchange and share the best practices and policies implemented in partner regions. -To integrate the knowledge gained in the project into the policies supporting SMEs of partner regions. -To achieve widespread dissemination of project outputs to target groups in partner territories so that they contribute to reach the expected policy changes. -To make the largest possible audience aware of the results of the project through a final project event attracting policymakers, stakeholders and media. The project will contribute to the programme overall objective of improving the performance of regional and local development policies and programmes, providing support to public authorities and other players of regional relevance across Europe to enable them to share experiences and policy learning, thereby finding solutions to improve their strategies and contributing to the reduction of disparities in the levels of development, growth and quality of life in European regions. The project will contribute to the programme´s specific objective of improving the implementation of regional development policies and programmes supporting SMEs in all stages of their life cycle to develop and achieve growth and engage in innovation (priority axis 2, investment priority 3d, specific objective 2.1).

Expected Outputs (EN):

The outputs of SARURE project are: - 1 kick-off meeting. - 8 Steering Committees (SCC) . - 7 progress reports (PR) plus 1 Final Report. - 8 Stakeholders Groups Meetings per partner territory, 56 in total: 8 in Aragon (Spain), 8 in Region of Western Macedonia (Greece), 8 in South Karelia (Finland), 8 in Söderhamn (Sweden), 8 in Burgenlandkreis (Germany), 8 in Sligo County (Ireland) and 8 in Warminsko- Mazurskie (Poland). - 3 Learning Workshops organised per partner organization to transfer knowledge gained from the cooperation to other personnel of the organizations, 24 in total: 3 by LP, 3 by P2, 3 by P3, 3 by P4, 3 by P5, 3 by P6, 3 by P7 and 3 by P8. - 7 Mapping Analyses of the state of rural retail SMEs in the partner regions. - A collection of 40 Good Practices for Competitive Rural Retail embracing Innovation: every partner will provide 5, advisory lead partner providing local practices but also case studies from all over Europe. - 95 Policy learning events: 6 interregional events; 56 Stakeholders Groups meetings, 24 Organizational Learning workshops, 7 bilateral meetings of governmental partners for import/export good practices, 2 partners meetings in phase 2. - 7 Action Plans . Communication products: - 1 project website. - 1 fan page . - 7 Info Days. - 8 information posters: each partner installs 1 in a visible place in their headquarters. - 8 roll-ups for promotion of the project in communication events. - 1 list of 800 contacts for dissemination . - 2 brochures . - 5 digital newsletters . - 40 press releases (each of the 8 partners produces at least 1 during semesters 1, 2,3, 4 and 5). - 28 targeted communication events (7 territories x 4 targeted events each). - Attendance by the project to 5 external events. - 1 final event of the project. - Promotional items for the project will be produced with the own funds of partner organizations. The main expected results of SARURE are: - The improvement of the 7 policy instruments addressed in their measures for improvement of SMEs competitiveness, so that rural retail SMEs are targeted with innovative approaches and practices learnt through the cooperation. - Knowledge and skills for better schemes aiming at promotion of rural retail SMEs acquired by the staff of partner organizations and the member organizations of the stakeholders groups. - A broad audience in the partner territories made more aware of the importance of retail SMEs to ensure quality of local life, to avoid irreversible depopulation of many rural areas and to ensure the model of European cities and villages originated and developed around commercial activities in ancient times. - Both citizens and entrepreneurs in partner regions impacted by improved policies, either as inhabitants, visitors of rural areas or as entrepreneurs of the retail sector.
