Description (EN):

SUPPORTING THE CLEAN ENERGY TRANSITION OF COAL-INTENSIVE REGIONS: The low-carbon energy shift of EU economies will have a profound economic & social impact on regions extensively involved in coal value chains. It is however acknowledged that this transition needs to be fair; EC’s "Clean Energy For All Europeans" package was set in place to speed the clean energy transition and growth & job creation. To this end, DeCarb will support public authorities to initiate efforts, join forces and exchange experiences to: a) identify growth strategies to mitigate the impact of decarbonisatoin, b) make the most of EU funds & financing tools, and c) promote public dialogue on conflicting interests. OBJECTIVE: DeCarb brings together 9 partners (9 countries), to exchange experiences & transfer knowledge on how to transition from the carbon-intensive era towards the clean energy future. It will support regions to secure sustainable development, economic & societal stability, and a role in the 2030 energy mix. EXPECTED IMPACT: - Increased capacity of 200 staff of public administrations to effectively support new growth trajectories & energy security. - ~19 million euros unlocked to support projects on renewables, reskilling of the workforce, and post-mining land use. - Increased awareness & consensus building among the energy sector, the workforce, and citizens, to support measures for the clean energy transition (over 1000 individuals). MAIN OUTPUTS & BENEFICIARIES: - 9 action plans to improve the addressed policy instruments, benefiting managing authorities & beneficiaries. - 2 interregional workshops, 3 site visits and 1 EU-wide policy learning event to promote capacity building among partners and stakeholders. - 16 policy briefs to transfer lessons learnt to EU public authorities. - 1 Training toolkit on the development of energy mix scenarios for regions undergoing decarbonisation. - 4 joint thematic studies and analyses reports on territorial needs and decarbonisation pathways.

Achievements (EN):

In terms of activities, the project has organised a total of 62 policy learning events. It has also identified 26 good practices, produced 9 action plans and led to the increased capacity of 86 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 6,404,423. 13.

Expected Results (EN):

OVERALL GOAL: DeCarb will support regions to secure sustainable development in a low-carbon economy, and in particular to: a) advance through the clean energy transition, limiting detrimental impact on economic & societal stability, b) assess regional specificities, putting forth development & innovation policies to stimulate growth, and c) meet CO2 targets and secure a role in the 2030 energy mix. OPERATIONAL OBJECTIVES: 1. Increase the knowledge & capacities of public authorities on growth pathways beyond coal, and secure energy security & stability. 2. Support the development of plans to create jobs to counteract the coal industry contraction, and analyse territorial impact to specify labour re-skilling and post mining land use needs. 3. Promote public dialogue to resolve conflicts & build consensus on the clean energy transition, involving the energy sector, social partners, and the citizens. 4. Raise awareness on the importance to plan ahead and implement measures for the new energy mix.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE Outputs: - 1 interregional workshop on the large-scale introduction of renewables in partners' energy mix. - 1 interregional workshop on labour re-skilling needs in economies affected by decarbonisation. - 2 study visits on the potential of "cleaner coal" and Carbon Capture and Storage technologies. - 1 study visits on land restoration in partners' territories. - 1 Policy and energy sector symposium on growth opportunities within the 2030 energy mix. - 9 stakeholder groups. - 54 meetings with stakeholder groups. - 9 "phasing out coal" social dialogue events. - 1 Training toolkit on the development of energy mix scenarios for regions undergoing decarbonisation. - 16 policy briefs based on project’s lessons learnt. - 9 action plans to improve the 9 policy instruments addressed. - 1 economic and social impact analysis report on regions' decarbonisation. - 1 good practice guide on decarbonisation and clean energy transition. - 1 SWOT analysis report to determine decarbonisation growth pathways in partners' territories. - 1 environmental restitution and land restoration needs analysis report in DeCarb regions. - 45 internal debriefing meetings to allow organisational learning. Results: 200 partners' staff members with increased capacity (knowledge / skills), 30 regions & member states considering integration of project’s policy recommendations & guidelines, 20 territorial administrations used the training toolkit for building energy mix scenarios. It is also expected that the 9 policy instruments will be improved in terms of management (especially by integrating or expanding the use of criteria that speed-up the progress of decarbonisation), and fund new projects for clean energy production and the creation of new jobs for those affected by decarbonisation. B) COMMUNICATION AND DISSEMINATION Outputs: 1 communication plan; 1 website, networking pages, updates of web resources, biannual issues of newsletters, 72 press releases, 1 sustainability plan, 1 brochure printed in 5000 copies and disseminated in 9 countries, 1 poster printed in 300 copies and disseminated in 9 countries, 9 infodays. Results: 72 appearances on the media, 1500 participants in all events, 500 (on average) new visits to the project’s website each semester, 1800 followers/funs of project’s networking pages, at least 1000 external stakeholders reached. C) PROJECT MANAGEMENT Outputs: 1 partnership agreement signed by all partners, 1 operational workplan (2 updates / semester), 1 quality management plan, 6 steering group meetings, 2 monitoring meetings in phase 2, 8 progress & 1 final report. Results: Continuous and effective day-to-day administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results, 100% of project’s budget correctly spent.
