Description (EN):

SUPPORTING WATER EFFICIENCY THROUGH WATER REUSE Water reuse is a key way to both promote resource efficiency in water scarce areas of Europe, and to profit from opportunities in the expanding water market, thereby alleviating pressure on wetlands and littoral areas of Europe. The EC "Strategic Implementation Plan of the European Innovation Partnership on Water”, was set in place to promote and support efficient water management in Europe where water scarcity affects 11% of its population. In this context, AQUARES will support public authorities to initiate efforts, join forces and exchange experiences to: a) identify viable strategies to utilise water reuse to confront inefficient uses of water, b) make the most of EU financing tools, and c) promote public dialogue to address conflicting interests. OBJECTIVE AQUARES brings together 10 partners from 9 countries, to achieve efficient water management through water reuse, profit from the opportunities in the water market, and secure the protection of water bodies. EXPECTED IMPACT - Increased capacity of 200 staff of public administrations to effectively support water reuse - 10+ million € investments unlocked to support projects on water efficiency and to improve the management of water bodies - Increased awareness and consensus building among water providers, the workforce, and citizens, to support measures for water reuse (over 1000 individuals). MAIN OUTPUTS & BENEFICIARIES - 9 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries - 4 interregional workshops, 3 study visits and 10 bipartite site visits promoting capacity building among partners and stakeholders - 9 policy briefs to transfer lessons learnt to EU and national public authorities - 1 online toolkit on the evaluation of water reuse investments for regions promoting water efficiency - 5 joint thematic studies and analyses reports on territorial needs and opportunities for water reuse pathways

Achievements (EN):

In terms of activities, the project has organised a total of 59 policy learning events. It has also identified 47 good practices, produced 9 action plans and led to the increased capacity of 113 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 3,428,081. 44.

Expected Results (EN):

OVERALL GOAL: AQUARES aims to improve policy instruments, by articulating a process of integration of water reuse in national, regional and local development plans, to promote the efficient use and management of water in EU regions and to support sustainable development and ecoinnovation adoption across the agricultural, industrial, urban and recreational sectors. AQUARES will a) support public authorities to plan for and support the utilisation of untapped water resources, b) promote the adoption of water reuse technological and managerial innovations, and c) highlight the best practices for ensuring compliance with water quality standards across different sectors. Ultimately, AQUARES will increase the capacity of public authorities to implement the proposals of the soon to be revised Water Framework and Drinking Water directives. OPERATIONAL OBJECTIVES: 1. Increase the capacity of public administrations to plan and implement policies that promote innovative technologies and business models for water reuse, to strengthen efficient water management and green growth. 2. Create knowledge awareness on the benefits of water reuse and water efficiency solutions for environmental sustainability and the agricultural and industrial businesses of EU territories, with a special focus on the intensified needs of high stress countries & regions. 3. Facilitate businesses and consumers integrate water reuse techniques and processes when producing or consuming goods and/or providing supplies, services and works. 4. Unlock regional investments that can lead to the incentivisation and advancement of water reuse projects. 5. Improve coordination and collaboration among public administrations to promote and support the harmonisation of their policies and quality standards about water reuse.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE Outputs: 4 project workshops on a) unlocking public and private investments in water reuse, b) water reuse technologies, c) ensuring the application of water reuse standards, and d) water reuse policy and practices transfer. 10 bipartite site visits to match-make partners initialising water reuse projects with partners with relevant know-how. 3 interregional study visits to transfer experiences on water reuse success stories. 1 European regions conference to transfer lessons learnt beyond partnership. 54 regional stakeholders meetings . 18 public consultation meetings. 1 water reuse policies development toolkit. 1 plan with the sustainability strategy for AQUARES results. 9 action plans to improve the 9 policy instruments addressed. 1 comparative analysis of regional and national policies on water reuse. 1 analysis of the needs of AQUARES regions in water reuse. 1 investment opportunity analysis in AQUARES regions. 1 evaluation of water reuse technologies and practices . 1 water reuse technology application guide in different sectors and regions of the partnership. 1 report on the identification of best practices for monitoring and ensuring compliance with water reuse standards. 60 internal reporting meetings to foster organisational learning. Results: 200 partners' staff members with increased capacity (knowledge/skills), 80 regional and local authorities considering the integration of AQUARES policy recommendations, 9 improved policy instruments. As concerns the policy instruments: a) all will fund new projects relevant to water reuse, e.g. water filtration, water reuse awareness, setting up of water reuse markets,and b) all will be improved in terms of management, especially for evaluating the implementation of measures and projects and streamlining selection processes B) COMMUNICATION AND DISSEMINATION: Outputs: 1 communication plan; 1 website, networking pages, updates of web resources, 1 issue of newsletters per semesters 1-6, 60 press releases, 1 brochure in 5000 copies and disseminated in 9 countries, 1 poster printed in 200 copies and disseminated in 9 countries, 9 infodays, 9 policy awareness events, 10 online dissemination campaigns Results: 100 media appearances, 1500 participants in all events, 450 new website visits per year, 1800 followers/funs of project’s networking pages, at least 1000 external stakeholders reached C) PROJECT MANAGEMENT : Outputs: 1 partnership agreement signed by all partners, 1 operational workplan & per semester updates of workplan, 1 quality management plan & 6 (1 per semester) quality reports, 6 steering group meetings, 9 progress reports (incl.1 final). Results: Continuous & effective day to day administrative, financial and technical coordination between partners, achievement of all project's objectives and of indicators targets in terms of outputs & results,90-100% of budget correctly spent.
